INTRODUCTIONS/WELCOME ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES May 25,2017 2. MINUTES—May 25, 2017 A motion by Jason Chacon and second by Juan Tinco to approve the Public Safety CONNECTIONS Forum minutes for May 27, 2017. Minutes were unanimously approved as amended. 3. ORGANIZATIONAL RUNWAY The Organizational Runway is an opportunity for CONNECTIONS members to show case what they are doing and/or timeline of their organization. For the month of May 2017, Art Landing was featured for the Organizational Runway. Art is a Kiwanian from the Rosemead Kiwanis Organization. Art shared the Rosemead Kiwanis history from 1924- 2017. Some very interesting facts and history of the Rosemead Kiwanis Organization were shared. The Rosemead Kiwanis have had many great accomplishments throughout the years such as sponsoring two after school programs, restoring the annual Mayor's prayer breakfast, elementary school literacy programs, and successful grant seeking for band instruments for Muscatel Middle School. In addition, computer resource center at Maryvale and most recently, ecology gardens at local elementary schools in Rosemead. The goal of the Rosemead Kiwanis is reflected by the organization's International motto"changing the world, one child and one community at a time."Art is the rock behind the Rosemead Kiwanis Organization and very passionate of his involvement. The Rosemead Kiwanis are a happy to partner with the community, local schools' PTA, and Service Clubs. The Rosemead Kiwanis Club has an associated 503 (c) (3) Foundation which can receive charitable contributions and actively funds through grants numerous activities. If you are interested, please feel free to talk to any of the Kiwanians or contact Art Landing at Art@sgvtax.com. 4. SIGNIFICANT LAW ENFORCEMENT INCIDENTS Lt. Hahnlein provided an update and included the following: o The Rosemead Special Assignment Deputies along with City of Duarte Team Deputies have teamed up to conduct numerous probation sweeps as some of our local Lomas Gang members have been released from prison. The sweeps are done to ensure compliance. Today's (5/25) probation compliance checked resulted in of arrest of 9 people. Deputies found heroin, several guns, and some violated probation conditions. o It is Important to educate the community and local businesses on burglary prevention, both residential burglary and commercial burglary. It's important that local businesses take all money out of the cash registers at the end of the day. Leave the cash registers drawer open so potential burglars can see through the window that there is no money inside the building. o Overall crimes have decreased in the city. Some of the key players are in prison and that may be the reason for the decline. o The Rosemead Special Assignment Deputies have done some saturation patrol on the weekend at the DoubleTree for some random vehicle burglaries and Macys for shopping thefts. o Deputies are showing their presence at the Skate Park. If there are any issues/concerns at the skate park, please contact Lt. Hahnlein. o A 15 years old at a local school was being motioned by a Hispanic guy to go into his truck. At first, the girl thought it was a joke but later decided to report the incident when she got home that day. A composite of the guy and information was sent through Los Angeles County Temple Sheriff's Station Nixle. Please remind your children to walk to and from school in groups, do not talk to anyone who tried to lure them in by having them look for their puppy or some other excuse. Best is to ignore the person and report it immediately. Scream and yell if needed and always be aware of your surroundings. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES May 25,2017 _ Sandra Armenia asked the Rosemead Chief of Police, Lt. Hahnlein, since the inception of the skate park, ii there were reports of underage drinking and marijuana smoking around the skate park and has there been any difference with more patrol presence? Per the Chief,the skate park was a brand new venue for people to skate and hang out, but with more police presence he has heard fewer incidents since. He will continue to have police presence at the skate park. Dr. Bristol, Principal of Rosemead High School, wants to thank Chief Hahnlein and the Rosemead Special Assignment Team for the open communication and informing and keeping him abreast of the latest occurrences. 5. 211 LOS ANGELES COUNTY TO DISCUSS ON VETERAN SERVICES/RESOURCES Maribel Marin and Alana Hitchcock from 211 Los Angeles County shared on Veteran services and resources. 211 is a non-profit agency since 1981. They are located in the city of San Gabriel. There are 140 languages offered for those seeking services/resources. 211 assist with referral for food, shelters, income assistance, etc. Per the website, www.211 LA.orq there are over 50,000 programs and services available. Click on the tab "Programs and Services" for the category that best meets your search. For peer support, Text "Vet" 52211 where Veterans are now able to text and connect with a veteran peer navigator who can link them to people and resources and help navigate services within Los Angeles County. 6. ESTABLISH CONNECTIONS SERIES FOR 2017-2018 Mandy Wong mentioned that at our past CONNECTIONS Forum Meeting we have narrowed some topics for future CONNECTIONS Series for 2017-2018. The table below are discussion on target dates for the topics. BRIEF ANNOUNCEMENTS Mandy Wong announced the Back-to-School Resource Fair event is making great progress and is in need of school supplies to fill the 300 backpacks. A fundraiser to help raise funds for school supplies and will be at the Rosemead Chipotle at 3616 Rosemead Boulevard on Thursday, June 18th between 11:30am to 6:30pm. 50%of the proceeds will be donated to the Rosemead Back-to-School Fair. Mandy will send the flyer via email to CONNECTIONS members to help spread the word. ROSEMEAD PUBLIC SAFETY CONNECTIONS FORUM MEETING MINUTES May 25,2017 Jason Chacon invited everyone to attend the Memorial Day Ceremony event on May 31kk, 10am at the Civic Plaza. In addition, beginning June 5th, every Monday from 5pm - 9pm, the City's Farmers Market will be held at the Civic Plaza. Come and join us for fresh vegetables/fruits/flowers and vendors selling delicious food. Events presented to you by the Parks and Recreation Department is the 4m of July Parade and park festivities, Concerts in the Park, Summer Programs, and etc. More details forth coming via email. Art Landing is happy to share the accountability report of volunteers and Key Clubs supporting city and community events that have kept him pretty busy. To confirm the Key Clubs and volunteers community outreach efforts, Andrew De Ramos from Family Promise mentioned his office got a face lift. It was painted by students from Rosemead High School. He appreciates the students for their community outreach efforts. Last year, Family Promise partnered with the Alhambra Unified School District and formed the Alhambra Promise which is now up and running. The housing navigator is currently up and 5 students have been housed. Almost 200 have been identified and 100 still need to be contacted with the housing navigator. For Family Promise of SGV the challenge is working with other agencies and advocating for the families to get the resources and services they need. Andrew would like to work with Ron Esquivel from the Rosemead School District and someone from Garvey School District families that may need support. In addition, if any local churches are interested to provide meals and shelter, please contact Andrew De Ramos. Sheree Johnson, Glendale Adventist Medical Center or currently changed to Adventist Health Glendale, is here to share information concerning youth access to tobacco even though the minimum age to buy cigarette went up to age 21. Since June of last year, there are some retail stores that are selling cigarettes and tobacco to our teens. So, it very important to address that issue and to educate and inform the youth of this community of what is going on. To start a coalition and to get the community involved in looking at the issues. As recently with the e-cigarettes that come in different flavors, the e-cigarettes are high in nicotine and more addictive to teens. Another problem added to the existing problem of youth access to tobacco. Sandra Armenta shared that she and Brad McKinney had an opportunity to speak with surrounding colleagues and most cities have a policy regarding Tobacco Retail Licensing (TRL) which regulates what tobacco can be sold. Rosemead is the only surrounding city that does not have a TRL policy in place so this item will be before a City Council Meeting for consideration in the near future. Sheree would like to return to another CONNECTIONS meeting to share more. CONNECTIONS Chairperson, Sandra Armenta asked Sheree to connect with Mandy. Brian Lewin shared the Metro Board tried to kill the 710 measure this afternoon. It's not totally dead yet, but will be an uphill fight. The Metro Board passed a motion to take the measure funding that was voted to be intended for the 710 to be now farmed out into surrounding cities for mitigation related things. Secondly, the Beautification Award is coming up. If you are interested in an application, see Brian. The application is due June 8t1i. You can nominate yourself or as many homes that qualify as long as the home is in the City of Rosemead. 10. PUBLIC COMMENT None. 11. ADJOURNMENT Meeting adjourned at 7:31 pm.
