A. MODIFICATION 17-05—Connecticut Ave. XB, LLC has submitted a Modification Application requesting to
modify Design Review 14-06. Design Review 14-06 was approved by the Rosemead Planning Commission
on September 15, 2014, for a mixed use project consisting of a 6,500 square foot retail building fronting
Garvey Avenue and 48 residential units in the rear.To incorporate restaurant use,the applicant is proposing
to re-classify the retail use to a shopping center use. Parking will not be impacted as the parking
requirements for a shopping center is consistent with retail use. The subject site is located at 9036-38
Garvey Avenue (known as 9048 Garvey Avenue), in the Medium Commercial with a Mixed Use and Design
Overlay(C-3/MUDO/D-0) zone. Per Rosemead Municipal Code (RMC) Section 17.120.110(C), a proposed
change that does not comply with the criteria identified in subsection B of[RMC Section 17.120.110], or any
other provision of the Zoning Code, may only be approved by the original review authority for the project
through a modification permit application filed and processed in compliance with[RMC Chapter 17.120].
