B. City Council Meeting Minutes
Recommendation: That the City Council approve the minutes from the regular
meeting on August 8, 2017.
C. Consideration to Cancel the September 26, 2017, & October 10, 2017, City Council
Meetings
The City Council will consider the cancellation of the September 26, 2017, City
Council meeting due to Councilmembers being in Washington D.C. from
September 25, 2017, through September 28, 2017, and the October 10, 2017, City
Council meeting due to Councilmembers visiting Taiwan from October 6, 2017,
through October 13, 2017.
Recommendation: It is recommended that the City Council cancel the September
26, 2017, and the October 10, 2017, City Council meetings.
D. Garvey Avenue Resurfacing Project — Contract Award
As part of the City's Fiscal Year 2017-2018 Capital Improvement Program, the
City Council approved a program entitled "Garvey Avenue Resurfacing Project,"
which consists of asphalt concrete overlay, sidewalk repairs, traffic striping, curb
ramps construction and appurtenances along Garvey Avenue from Del Mar Avenue
to Easterly City Limit. Staff has completed the bidding process and is requesting
that the City Council award this project to the lowest responsive bidder.
Recommendation: It is recommended that the City Council take the following
actions:
1. Approve the plans and specifications for the Garvey Avenue Resurfacing
Project; and

2. Authorize the City Manager to enter into a contract with All American Asphalt
for the Garvey Avenue Resurfacing Project in the amount of $629,645.00 and
authorize a contingency in the amount of $70,355.00 (approximate 10%) to
cover the cost of any unforeseen constructions expenses.
E. Approval of First Amendment to City Clerk Employment Agreement
The City and the City Clerk entered into an Employment Agreement ("Agreement")
on July 26, 2016. Section 3 of the Agreement permits the City Council to conduct
performance evaluations and grant increases in salary. Pursuant to Section 3 (A)(2)
of the Agreement, the City Council conducted the City Clerk's performance
evaluation. The City Clerk received a "meets expectation" review with a 3.6 rating.
The City Council may grant a 2% salary increase to the City Clerk.
The City Clerk's current annual salary is $96,521, which includes a 1% increase on
July 1, 2017 to cover the 1% employee's contribution towards CalPERS. A 2%
increase would bring the City Clerk's total annual salary to $98,452.
Recommendation: It is recommended that the City Council consider approving the
First Amendment to the City Clerk Employment Agreement granting a 2% salary
increase to the City Clerk.
F. Request to Install Red Curb - 1060 Walnut Grove Ave
The Traffic Commission received a request from a resident living at 1060 Walnut
Grove Avenue to review traffic conditions and access to this property. The
resident's complaints described a lack of visibility when exiting and entering the
property to and from Walnut Grove Avenue. On August 3, 2017, the Traffic
Commission reviewed the traffic conditions and recommended the installation of
an additional 10 -feet of red curbing to the south of the driveway apron at 1060
Walnut Grove Avenue, along with the repainting of all existing red curbing within
the area.
Recommendation: It is recommended that the City Council approve the Traffic
Commission's recommendation to add 10 additional feet of red curb to the south of
the driveway apron at 1060 Walnut Grove Avenue and repaint all existing red
curbing within the area.
G. Review of Traffic Conditions at Lawrence Avenue between Muscatel Avenue and
Ivar Avenue
The Traffic Commission received a request from a resident to review traffic
conditions on Lawrence Avenue between Muscatel Avenue and Ivar Avenue. The
resident is concerned with vehicles speeding and the safety of children attending
Muscatel Middle School. On August 3, 2017, the Traffic Commission reviewed
the traffic conditions and recommended the installation of school speed limit signs
along Lawrence Avenue.

Recommendation: It is recommended that the City Council approve the Traffic
Commission's recommendation to install "School Speed Limit Assembly C" (SR4-
1) signs on Laurence Avenue east of Muscatel Avenue for eastbound traffic and
west of Ivar Avenue for westbound traffic.
H. International City/County Management Association (ICMA) 103rd Annual
Conference in San Antonio, TX, from October 22-25, 2017
The City Council will consider authorizing the attendance of the Assistant City
Manager who wishes to attend the International City/County Management
Association (ICMA) 103rd Annual Conference in San Antonio, TX, from October
22-25,2017.
Recommendation: It is recommended that the City Council authorize the
attendance, at the City's expense, of the Assistant City Manager who wishes to
attend the International City/County Management Association (ICMA) 103rd
Annual Conference in San Antonio, TX, from October 22-25, 2017.
I. Proposed Support of Public Safety Related Legislative Advocacy Efforts
The City of Rosemead has been asked to support the City of Whittier's resolution
to the League of California Cities related to the California criminal justice system.
The City has also be asked to approve an agreement with the City of Monrovia to
join the, Taking Back Our Community Coalition, which aims to engage and educate
constituents on the reasons why crime is increasing and build public support for
legislative changes at the State level. The cost to join the Coalition is $1,500 per
year.
Recommendation: It is recommended that the City Council direct the League of
California Cities representative to vote in support of the Whittier Resolution
(Attachment A), approve the Resolution supporting the Taking Back Our
Communities Coalition (Attachment B), and authorizes the City Manager or his
designee to execute all necessary documents (Attachment Q.

Charlotte, NC, from November 15-18, 2017.
Recommendation: It is recommended that the City Council authorize the
attendance, at City expense, of any Council Member that wishes to attend the NLC
— City Summit in Charlotte, NC, from November 15-18, 2017.
6. MATTERS FROM CITY MANAGER & STAFF
A. Organic Waste Recycling Program
In October 2014, Governor Brown signed AB 1826 Chesbro (Chapter 727,
Statutes of 2014), which required that on and after January 1, 2016, local
jurisdictions across the state implement an organic waste recycling program to
divert organic waste generated by businesses, including multifamily residential
dwellings that consist of five or more units. This law also required businesses to
start recycling organic waste on and after April 1, 2016. While AB 1826 requires
jurisdictions to include multifamily residences in their implementation plan,
multifamily dwellings are not required to have a food waste diversion program.
While AB 1826 places the burden on local jurisdictions to provide an organic
waste recycling program, Republic Services (the City's franchise waste hauler) is
proposing a fully compliant AB 1826 program for Rosemead that will divert
organic materials from landfills to reduce greenhouse gas emissions.
Recommendation: It is recommended that the City Council approve the Organic
Waste Recycling Program proposed by Republic Services by adopting Resolution
Number 2017-45.

WASTE RECYCLING PROGRAM
B. Ordinance No. 975 Repealing Chapter 9.30 Titled Residency Restrictions for
Registered Sex Offenders from the Rosemead Municipal Code
In November 2006, Proposition 82 ("Jessica's Law") was passed by the voters.
Jessica's Law amended Penal Code Section 3003.5 to prohibit more than one
registered sex offender on parole from residing in any single family dwelling
(unless legally related by blood, marriage or adoption) and to prohibit registered
sex offenders from residing within 2,000 feet of a public or private school or park
where children regularly gather. Additionally, it authorized municipal jurisdictions
to enact ordinances that further restrict the residency of any registered sex offender.
