AN ORDINANCE PROHIBITING THE DEALING, PLAYING,
CARRYING ON OR CONDUCTING ANY CARD GAMES OF
CHANCE,. INCLUDING DRAW POKER, HIGH-BALL POKER
OR LOW-BALL POKER AND ALL LIKE OR SIMILAR
GAMES OF CHANCE.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES ORDAIN AS FOLLOWS:
SECTION l: AMENDING MUNICIPAL CODE.
Section 4265.3 is added to Article IV, Chapter 2
of the Rosemead Municipal Code to read as follows:
"Section 4265.3. It shall be unlawful for any
person, irm, corporation or association to deal,
play, carry on, open, cause to be opened, conduct
or participate in any game of chance, or any
game wherein chance is a determining factor or
is any determining factor of the result of such
game, which game is played or conducted with, or
involves the use of card;,for money, checks,
• credits, or any other thing of value, on to bet
or cause bets to be made or received at, or on the
outcome of any such game.
Provided, however, that no provision of this Sec-
tion shall be deemed or construed as prohibiting
any act made unlawful by the provisions of Section
320 or of Section 320a, or of Section 330 of the
Penal Code or of any other code section or
general law of the State of California, it being
the intent of the City Council to prohibit by this
ordinance any game, operation or transaction
herein described not prohibited by the provisions
of the general law of this State, whether such
games, operations or transactions are conducted
under the names hereinabove specified, or under any
other name.
• SECTION 2•
It is uncertain whether certain card games of
chance, or involving chance, including such games
as draw poker, high-ball poker, and low-ball
poker, and similar card games conducted for money
or profit are specifically prohibited by existing
provisions of the Rosemead Municipal Code pertain-
ing to gambling: The City Council finds that
unless these provisions are promptly clarified and
amended it is likely that widespread resort will be
had to such card games, involving gambling.for
money, and that incident thereto there will be an
influx of undesirable elemc,nts into the City of
Rosemead resulting in serious and increased burdens
upon law enforcement, csusing annoyance to the law-
abiding public, disturbance of the peace and other
effects adverse to the public interest. This

Ordinance therefore required for the immediate
preservation of public peace and safety and shall
take effect immediately upon passage thereof,
