SUBJECT: INSTALLATION OF RED CURB — 9428 VALLEY BOULEVARD
BACKGROUND
The Traffic Commission has received a request from the business owner at 9428 Valley
Boulevard to paint red the curb on the east side and west side of his driveway. The owner of
the business states that during rush hour traffic, vehicles parked on the streets block the visibility
of traffic heading east bound, which creates a potential hazard for vehicles exiting the property.
STAFF RECOMMENDATION
It is recommended that the Traffic Commission propose to City Council that 5-feet of red curb
be painted on the east and west side of the driveway apron at 9428 Valley Boulevard. Painting
5-feet of red curb will not affect the number of parking spaces along the remaining sections of
available curb.
ANALYSIS
The business owner at 9428 Valley Boulevard has expressed a concern that vehicles are parking
too close to his driveway apron, blocking the view of oncoming traffic for vehicles attempting to
exit the premises and turn right onto Valley Avenue.
Valley Boulevard is approximately 76-feet wide with two traffic lanes for both east and westbound
traffic. Opposing lanes of traffic are separated by a two-way left turn lane. Parking is allowed
on the south side of Valley Boulevard with a 2-hour limit from 9:00 am to 6:00 pm. Valley
Boulevard is defined as a major arterial roadway. The posted speed limit on Valley Boulevard
is 35 miles per hour.
Staff conducted a site visit and determined that the curb east of the driveway apron is
approximately 150-feet in length and the curb west of the driveway apron is 100-feet in length,
while the driveway is approximately 21-feet wide. By painting approximately 5-feet of red curb
on the east and west side of the driveway apron, visibility and accessibility issues will be
mitigated without any significant parking implications.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process, which includes a
300-foot radius notice to 45 property owners and postings of the notice at the six public locations.

Hi Michelle,
It was a pleasure meeting with you this morning at city hall.Thank you for taking the time to meet with me. Given our brief
meeting,I wanted to bring to the city's attention the potential hazard and difficulties we are experiencing exiting the drive way of
the property located at 9428 Valley Blvd. We have received complaints from tenants and patrons of the businesses that during rush
hour traffic,the cars or trucks that are parked on the streets block the view of east bound traffic on Valley Blvd.Since the
intersection of Rio Hondo Ave,Mission Dr,and Valley Blvd converge,it is difficult to see oncoming traffic especially since the
drive way is less than 50 ft from the corner. We were wondering if the city could either paint part of the side walk red or change it
to loading zone only to alleviate the dangerous traffic hazard posed when exiting the driveway.

NOTICE IS HEREBY GIVEN that on Thursday, October 5, 2017, at the hour of 7:00 p.m., or soon thereafter as the matter
may be heard, the Rosemead Traffic Commission will hold a public meeting in the Council Chambers at City Hall, 8838 E.
Valley Boulevard, Rosemead, California 91770, for the purpose of reviewing the possible installation of parking restrictions
(red curbing) on the east and west side of the driveway apron at 9428 Valley Boulevard. The City received a request from a
business owner that vehicles parked along the curb on the east and west side of the driveway at 9428 Valley Boulevard block
the view of oncoming traffic for vehicles attempting to exit the premises.
You are being notified of this meeting because your property is within close proximity to the location. We encourage your
comments regarding traffic safety in this area. Citizens' wishing to comment may do so by either attending the Traffic
