Ordinance No. 003 - Establishing Planning Commission• • ORDINANCE NO. ~-l follows: AN ORDINANCE OF THE CITY OF ROSEMEAD ADDING CHAPTER 5 TO ARTICLE :iI OF THE ROSEMEJAD DNN- ICIPAL CODE AND PROVIDING FOR THE ESTABLISH- MENT OF PLANNING COMMISSION FOR THE CITY OF R OSEMi;AD . The City Council of the City of Rosemead does ordain as SECTION 1: Adding Chapter 5 to Article II. Chapter 5 of Article II is added to the Rosemead Munici- pal Code to read as follows: "CHAPTER 5 - Planning Commission: Section 2500. Planning Commission, Creation of 10 A Panning Commission for the City is hereby estab- lished with r.^.embership, powers and duties as provided here- in and by S-catutes of the State. Section 2501. Members. The Planning Commission shall consist of seven (7) members, which seven members shall be appointed in accord- ance v;ith State law. In addition thereto the City AdmjLn- istrator and she City Attorney shall be ex-officio or ad- visory members who shall not have the power to vote. Of the membr-rs of the Commission first appointed hereunder, one shall be for the term of four years, two for the term of three years, two for the term of two years, and two for the term of one year. Their successors shall be appointed for terms of four years. If vacancies shall occur otherwise than by expiration of term, they shall be filled by appointment for the unexpired portion of the term. The term of the ex-officio or advisory members shall correspond to their respective tenures of office. Section 2502. Absence from Meetings. If a. member of the Planning Commission shall be absent from three successive regular meetings of said Commis?ion, without cause, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated and the Secretary of the Planning Commission shall immediately inform the City Council of such termination. 1. 0 Section 2503. Absence for Cause. An absence due to illness or an unavoidable ab- sence from the City and written notice thereof to the Secretary of the Planning Commission on or before the day of any regular meeting by said Commission shall be deemed absence for cause. Section 2504. Councilmen: Nc member of the legislative body of the City shall be eligible to membership on the Planning Commission. Section 2505. Powers. The Planning Commission shall have power, except as otherwise provided by law, to: (A) Recommend to the proper office plans for the • reF;0 tion of the fixture growth, development and beautification of the City in respect to its public and private buildings and works, strests, parks, grounds and vacant lots. (B) Recommend to the proper office of the munici- r_.oli y , pla.rs, consistent with the future growth and 0vel.opmert of the City, in order to secure san:itaticn, Draper service of all public util- ities, shipping and transportation facilities. (C) Make recommendations to any public authorities or persons with reference to the location of y ~reposed buildings, structures o^ works. (D) Recommend to the Council approval, conditional approval or disapproval of tentative maps of proposed subdivisions of land. The Council hereby designates the Planning Commission as its Advisory Agency with respect to the design and improvement of proposed subdivisions. Every such map or plat shall, prior to its final approval or disapproval by the Council be submitted to said Commission for action thereon. (E) Lo such other things as shall be necessary to ca=7 out the provisions of this Ordinance and the provisions of the Conservation and Planning Act of the State, Amendments or any Act substituted therefor. 2. (F) Adopt such by-laws as it may deem necessary to provide for: 1. The time and place of meeting; 2. The time and method of electing officers; 3. Regular Meetings. A..regul.ar meeting as provided by law or by rule of the Planning Commission or any regularly advertised pub- lic hearing shall. be deemed a regular meeting."
