SUBJECT: TRAFFIC CALMING AT FERN AVENUE BETWEEN WALNUT GROVE AVENUE AND LA PRESA STREET BACKGROUND The Traffic Commission has received a request from a resident to review traffic conditions at Fern Avenue between Walnut Grove Avenue and Muscatel Avenue. The resident's complaint describes motorists speeding along this street and is requesting that the City install traffic calming measures to slow down the speed of the motorists traveling along Fern Avenue. STAFF RECOMMENDATION It is recommended that the Traffic Commission propose to the City Council that "Speed Limit 25 mph" (R2-1) signs be installed on Fern Avenue and Paljay Avenue for eastbound traffic and Fern Avenue and La Presa Avenue for westbound traffic. ANALYSIS A resident has expressed a concern that motorists are speeding along Fern Avenue between Walnut Grove Avenue and Muscatel Avenue. Fern Avenue is a residential street that is approximately 36-feet wide and has a prima facie speed limit of 25 miles per hour. There is one "Speed Limit 25 mph" R2-1 sign approximately 25-feet east of Walnut Grove Avenue along Fern Avenue. Parking is permitted on both sides of Fern Avenue, except for street sweeping restrictions. Land use along Fern Avenue is defined as single family residential. Sanchez School is on the west side of Fern Avenue between Walnut Grove Avenue and Earle Avenue. Staff conducted a site visit and determined that by installing "Speed Limit 25 mph" (R2-1) signs on Fern Avenue and Paljay Avenue for eastbound traffic, and Fern Avenue and La Presa Avenue for westbound traffic, motorists will be reminded to slow down. PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process, which includes a 300-foot radius notice to 141 property owners and postings of the notice at the six public locations.
