Temple City did allow the City to paint because the separation grade is in their city. City Engineer Fajardo continued with the presentation and explained an application was submitted to Caltrans for Rosemead Boulevard Highway Safety Improvement Program for the construction of sidewalk, landscape parkway on the easterly side and westerly side from Grand Avenue to the northern city limits. The project included pedestrian lighting, installation of bike lanes type 2, minor traffic signal upgrades on the intersection of Valley Boulevard and Mission Drive. Since Rosemead Boulevard is owned by Caltrans an encroachment permit was required; plans, revisions, and fact sheets were submitted. At that time, the Interim Public Works Director had placed a hold on the project. Since then, Caltrans closed the application and the City would have to start the application process again to move forward with the project. Council Member Armenta asked if there were any application fees. City Engineer Fajardo replied the City had spent money on the application process and due to the new regulations from Caltrans'; ;they were only approving the sidewalk project portion, which allowed for compliance for pedestrian safety. Council Member Clark reiterated she could not support the project because there was no landscape and people would question the City's decision. Director of Public Works Ramirez explained the City limits its liability when an outside professional engineer is used for a project. Council Member Clark asked if the grant could be used elsewhere. City Engineer Fajardo replied the grant received was exclusively for the highway improvement project. Mayor Pro Tem Ly explained the City receives a share funding of Measure R every year. The gas tax and Measure R funds could be used for other projects. Council Member Armenta added the Capital Improvement Project could not be done with just $70,000; the full $438,000 is needed to complete the project. Council Member Clark expressed concerns if the City Council endorsed the project, there are no protected bike lanes in the design. She reiterated that she could not support the project due to the lack of landscaping, no protected bike lane improvements and because it's Caltrans res- _nsib' lity. He explained that a voluntary program may give residents the option to start recycling mixed waste. In addition, requested staff to look into mix stream "murfing" of waste, because there are materials going into the black waste bin that could be recycled. Mayor Low shared that during her trip to Canada, they implemented a similar program. She asked how dining facilities in the City could prevent an increase of flies, as a result of the organic waste recycling program. Jeff Snow, representative for Republic Services, stated the company would provide commercial food waste establishments containers with secured lids that are vector controlled proof. In addition, it is recommended to place the containers in freezers to mitigate odors from decomposing. For businesses who do not have freezers, its recommend to request frequent service pick-ups. Mayor Pro Tem Ly suggested staff speak with potential applicants in doing restaurant like businesses to install a larger re ,igexation storage space. Taking Back Our Community Presentation — Oliver Chi, Monrovia City Manager Oliver Chi, City Manager of City of Monrovia spoke of a new coalition of cities getting together to work on developing reforms related to California's criminal justice System. He described the impacts of AB 109, shifting responsibility for housing and supervising of non -serious, non-violent, non -sexual offenders from Rosemead City Council, Housing Development Corporation, and the Successor Agency to the Rosemead Community Development Commission Joint Meeting Minutes of September 12, 2017 Page 7 of 15 K C. I� State prison to local county jail facilities; Proposition 47, drug possession crime reduced from felonies to misdemeanors; reduced theft under $950 to a misdemeanor; and allowed persons already convicted of said offenses to petition for reduction and resentencing. Proposition 57 eliminated direct filing on juveniles and raised fitness criteria; made "non-violent" offenders in State prison eligible for early parole; and allow the early release of all persons incarcerated in State prison. As a result, the Taking Back Our Community Coalition has developed a network of over 20 cities and invited the City of Rosemead to take part on the coalition. Council Member Annenta thanked and congratulated Mr. Chi for heading the campaign to keep the San Gabriel Valley and *ildten safe.
