The special meeting of the Rosemead City Council was called to order by Mayor Low at 6:07 p.m.
in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead,
California
PRESENT: Mayor Low, Mayor Pro Tern Ly, Council Members Armenta and Clark

1. WORKSHOP
A. CaIPERS Fiscal Update
Director of Finance Lieu provided an overview presentation on the fiscal impacts
of the CaIPERS pension cost. The City of Rosemead participates in three pension
plans for employees depending on their hired date. Annual Contribution amounts
include two components Normal Cost and Unfunded Accrued liability Cost.
Council Member Clark asked for explanation of the assets in the presentation.
Director of Finance Lieu explained the $17 million in assets was the total
contributions as of date,to fund future retirees. She continued with the presentation
and explained the CaIPERS Board instituted an aggressive funding schedule in an
attempt to reach 100% funded status within the next 20-30 years. The City of
Rosemead will have an increase of employer and member required contribution,
pension expense, and net pension liability. However, there will be long-term
sustainability of the fund to pay promised benefits,reduced negative cash flow,and
lower expected future investment losses. Primary funding to cover cost will be
through the general fund and finding additional funding through the transient
occupancy tax,new construction development fees, and issue of pension obligation
bonds.
Council Member Armenta asked how many employees are near retirement.

Director of Finance Lieu explained when an employee retires, there are new
employees filling those positions and the City continues to pay into the PEPRA or
Tier 2 pension, which cost less.
Council Member Armenta asked how the 2 percent employee contribution factors
into the CaIPERS pension cost.
Director of Finance Lieu explained tier 1 employees pay the 2 percent into their
retirement. If the employee was not paying the 2 percent contribution,the employer
cost would increase. She reiterated the fiscal impact of$1.2 million cost over eight
years is sustainable on an annual basis.
City Manager Manis stated there are other cities struggling to look for funds to
cover the Unfunded Accrued Liability Cost. The City has a fairly low amount of
Unfunded Accrued liability Cost over the next eight years.
Mayor Low asked if the projected Unfunded Accrued liability Cost of eight years
had to be paid off.
Director of Finance Lieu replied the City has the Unfunded Accrued liability Cost
component as well as the reduction and discount rate. She indicated there was only
eight years of data from the actual evaluation report available.
Council Member Armenia asked City Attorney Richman if there were possibilities
of laws triggering the reevaluation of past employee pensions. ,
City Attorney Richman stated at this point, a retirement pension is considered a
vested right, and those are questions the courts would have to answer. Your
retirement is a vested right and it's considered fully vested.
Mayor Low stated the City should allocate some funds to pay the Unfunded
Accrued Liability Cost.
City Manager Manis replied the City has substantial fund reserve to cover the
Unfunded Accrued Liability Cost; however recommended to look at the funds on
an annual basis.
Director of Finance Lieu reported there has been an increase of $200,000 in
Transient Occupancy Tax to cover some of the Unfunded Accrued Liability Cost.
Council Member Clark asked if the employee contributions to CaIPERS was going
to be raised.
Director of Finance Lieu replied the employee contribution has reached its
maximum. Tier 1 employees pay 8 percent, Tier 2 employees pay 7 percent, and
PEPRA employees pay 6.25 percent to the retirement fund.

The regular meeting of the Rosemead City Council and the Successor Agency to the Community
Development Commission was called to order by Mayor Low at 7:00 p.m. in the Rosemead City
Council Chamber located at 8838 East Valley Boulevard, Rosemead, California.

2. PUBLIC COMMENT
Su Yamamoto, Manager at Rosemead Library distributed event flyers and invited the
public to attend the upcoming book fair and flu shot events.
Daniel Levanos, representing One Legacy Donate Life spoke on the importance of tissue
and organ donation. He invited the City Council to attend the 15th Annual Rose Parade
Float Ceremony where One Legacy Donate Life would showcase their float, meet
honorees, and volunteers. He thanked Council Member Clark for attending past rose
dedication events.
Council Member Clark stated it was a great event.
3. PRESENTATIONS
B. Los Angeles County Economic Development Corporation - Most Business
Friendly City Finalist Award
Bob Machuca, Senior Regional Manager of the Los Angeles County Economic
Development Corporation presented the City Council with the Most Business
Friendly Finalist Award. Mr. Machuca praised the City Council and staff for their
commitment and partnership with local businesses, business recognition program,
and the creation of a Commercial Task Force to focus on economic development.

Mayor Low commended City Manager Manis for implementing the business
recognition program and thanked Director of Public Works Ramirez and staff for
their contribution to the economic development program.
C. Red Ribbon Week Proclamation
Public Safety Supervisor Mandy Wong spoke about the Red Ribbon campaign
which has provided drug awareness since 1985.
The City Council presented Public Safety Supervisor Wong a proclamation for Red
Ribbon Week.
Council Member Armenta thanked Ms. Wong for her hard work and giving back
to the Rosemead community.
A. Rosemead Chamber of Commerce Strategic Plan Presentation
Ray Jan, Executive Director to the Rosemead Chamber Commerce presented an
update of the Chamber's three-year strategic plan goals. The focus of the Chamber
is to be a voice and support local businesses in the city. She explained the strategic
plan includes ideas on expanding business membership and the hospitality
program. In addition, a new passport program would allow tourists to visit all
Chamber members. Other goals include a stronger social media presence,economic ...�
development projects, and increased education to the business community.
Mayor Pro Tern Ly thanked the Rosemead Chamber of Commerce for their work
on the strategic plan. He commended the idea of the marketing packages,
revamping the visitor's center, and the passport program idea.
Council Member Armenta thanked the Chamber of Commerce for their work with
the City's sister city program and recent trip to Taiwan to meet local government
officials.
Council Member Clark congratulated the Chamber of Commerce on their
presentation of their strategic plan.
Mayor Low asked the Chamber of Commerce if they worked with a consultant to
develop the strategic plan and were city representatives involved in the meetings.
Ms. Jan replied the Chamber of Commerce received assistance from local business
consultants and members of the University of the West helped in the development
of the strategic plan.
City Manager Maths added the Chamber of Commerce staff felt it was best they
work on the plan on their own and staff met with them subsequently after their
meeting.

Mayor Low asked how the strategic plan would be tracked and if they could provide
progress updates.
Ms. Jan stated the Chamber of Commerce could provide quarterly reports or
provide a progress report to the City Council.
Mayor Pro Tern Ly stated he disagreed with Mayor Low's request because the
Chamber knows what their resources and priority items are. If they want to update
the City staff and Council, they could do so on their own.
City Manager Manis stated the strategic plan would be included in with the
contract.
City Attorney Richman clarified the strategic plan worked as a scope of services to
the contract for the Chamber of Commerce.
4. PUBLIC HEARINGS
A. Public Hearing on the Consolidated Annual Performance and Evaluation Report
(CAPER) for FY 2016-17
Recommendation: It is recommended that the City Council conduct a public
hearing and take public testimony on the City's FY 2016-17, Consolidated Annual
Performance and Evaluation Report. No further City Council action is necessary.
Director of Public Works Ramirez reported the City's Community Development
Department completed its Consolidated Annual Performance Report for the period
July 1,2016,through June 30,2017. The report described the overall use of federal
Community Development Block Grant and HOME Investment Partnerships funds
received from the Department of Housing and Urban Development. The City's
overall objective in the CDBG and HOME programs is the development of viable
communities by providing decent housing, a suitable living environment and
expansion of economic opportunities primarily for low-to-moderate income
persons.
Council Member Armenia asked if there were any fund reductions in the programs.
Director of Public Works Ramirez replied funds were not reduced and had slightly
increased.
Mayor Low opened the Public Hearing at 7:41 p.m. There being no comments,the

B. Public hearing on Modification 17-07, a City Initiated Request to Eliminate
Condition of Approval Number 59 from the Conditions of Approval of
Modification 16-02 (Walmart)

Interim Community Development Director Valenzuela reported the City initiated a
request to modify the conditions of approval for Modification 16-02 by eliminating
Condition of Approval Number 59, which eliminated the requirements of the
annual Planning Commission review of Walmart's compliance with the conditions
of approval; and required Planning Division staff to conduct a quarterly meeting
with Walmart and neighboring residents within a 300-foot radius.
Mayor Low inquired about the results of the quarterly meetings.
Interim Director of Community Development Valenzuela replied the first meeting
included six city staff members, four Wal-Mart staff, and one resident. The second
quarterly meeting included five city staff members, four Wal-Mart staff members, ---
and two residents. Most of the concerns involved shopping carts, noise from the
solar inverter, and landscaping maintenance. ,*
Mayor Low opened the public hearing at 7:46 p.m. There being no comments the
public hearing closed at 7:46 p.m.
ACTION: Moved by Mayor Pro Tem Ly and seconded by Council Member Clark

6. MATTERS FROM CITY MANAGER& STAFF
A. Consideration of Senate Bill 415 and Consolidation with a Statewide Election Date
Recommendation: It is recommended that the City Council discuss the options +-..
available and provide direction to staff.

City Clerk Donohue reported on Senate Bill 415, known as the Voter Participation
Rights Act, which amended the State Elections Code pertaining to municipal
election dates. Staff reviewed the City of Rosemead's voter turnout data for the past
four recent statewide general elections on the County registrar recorder website, as
well as voter turnout data for the city's standalone municipal elections. The City of
Rosemead met the triggering criteria of SB 415. Rosemead's last four statewide
elections,held on a November election, voter turnout was 45.6 percent. However,
the voter turnout for the City of Rosemead on an average municipal election was
15.2 percent. Therefore, the City must move their general municipal elections to a
statewide election starting on 2018, 2020, or 2022. A brief presentation was given
of possible options for the City Council to implement the mandates of SB 415.
Council Member Armenta stated the Council should choose an option that would
affect all equally.
Mayor Pro Tern Ly asked if the election is consolidated, is a city required to have
the County run the election or could it still be run by the city.
City Clerk Donohue replied the bill states cities have to consolidate with the
County.
City Attorney Richman stated even if the election date is the same, the election
process has to be done by the County.
Mayor Pro Tem Ly asked staff to clarify if the City will be required to consolidate
its future elections with the County.
Mayor Pro Tem Ly suggested the City Council consider Option One, which keeps
the election in March and only changes to even years.
Council Member Clark agreed with Option One.
Brian Lewin asked the City Council to consider Option Five because it achieved
the goal of equal treatment of all Council Member terms and only receive a four-
month reduction. It would also achieve the goal of the bill, which is to maximize
voter participation. The statewide elections in November have considerably more
participation than in the primaries in March.
Mayor Pro Tem Ly disagreed with Mr. Lewin's comments and explained changing
the election from odd years to even years in March would limit the impact for
residents. Secondly, if an election date is in November,municipalities will be at the
bottom of the ballot.
Council Member Clark agreed with Mayor Pro Tern Ly and stated it would be a
disservice to the residents to move the election to a November election date. She
reiterated changing the election date is a state mandate which the City had to
comply with. She expressed concerns with the voter registration data being

outdated with voters still registered who have died or moved, so it skewed the voter
turnout percentage.
Mayor Low also agreed with the City Council to choose Option One. The
November election ballot is usually overwhelmed with candidates and initiatives.
Council Member Armenta stated that in her Latino Caucus group,they are working
on encouraging Latinos to vote. She shared that at a meeting, a speaker had
mentioned that many voters do not vote the entire ballot.
ACTION: Moved by Council Member Clark and seconded by Mayor Pro Tern Ly
to direct staff to bring back an ordinance to include Option One to move the election
date from March of odd years to March of even years. Motion was carried by the
following vote: AYES: Armenia, Clark, Low, Ly and ABSENT: Alarcon
B. Direction on Painting by Guy Rose
Recommendation: Discuss and provide direction to staff.
City Clerk Donohue reported city staff recently re-discovered a painting by Guy
Rose,son of Rosemead founder L.J. Rose.Ile was regarded as a very accomplished
California impressionist artist. The painting was originally donated to the City by
Markel Gallagher, the granddaughter of L.J. Rose, in February of 1980. After the —.

Mayor Pro Tern Ly suggested the painting be showcased at the Dinsmoor Heritage
House Cultural Museum. Also, the Council should discuss the future of the
Dinsmoor Heritage House Cultural Museum as Rosemead's Historical Museum.
Council Member Armenta stated there should be a caveat, that should the painting
be given to the association,the painting should be returned to the City of Rosemead
if anything happens to the Dinsmoor Heritage House Cultural Museum.
Mayor Pro Tern Ly stated the City owns the Dinsmoor Heritage House Cultural
Museum.
Council Member Armenta reiterated that the contents inside of the Dinsmoor
Heritage House Cultural Museum are owned by the Dinsmoor Association and not
the City.
Mayor Pro Tem Ly suggested the painting could temporarily be displayed at City
Hall.
Mayor Low supported the idea to display the painting in a City facility.

7. MATTERS FROM MAYOR & CITY COUNCIL
A. Receive Comments from Councilmember Armenta Regarding the City Clerk
Contract Amendment
Recommendation: Receive comments from Mayor and City Council.
Council Member Armenia asked for the record to show that she had voted no on
the City Clerk's rating and voiced the performance rating between City Clerk and
City Manager were close and expressed her concern with it.
B. Accessibility and Technology Reimbursement Administrative Policy
Recommendation: Discuss and provide direction to staff
Council Member Armenia stated the Technology Reimbursement Administrative
Policy grants some full time staff a technology reimbursement of$300 a year. The
$300 reimbursement has to be used or you lose it during the calendar year. She
expressed the cost of technology has increased over the years and suggested
amending the policy to allow staff to roll over the $300 reimbursement to another
year. She inquired with some staff and the response was positive to roll over the
$300 reimbursement to allow the purchase of cell phones.
Mayor Pro Tern Ly indicated the policy was created and revised over a decade ago
and suggested the Council look at adjusting the amounts.
City Manager Manis suggested the Council also look at the monthly cell phone
reimbursement policy.
Mayor Low directed staff to bring back the policy with revisions.
City Manager Manis clarified that staff would bring back the policy revised with
updates to allow the technology reimbursement to roll over.
Mayor Pro Tem Ly stated the policy should state, "Once every two calendar years
and no more than $600 will be reimbursed".
Council Member Clark suggested the ability to get reimbursed for the cost of a
phone, and combining the reimbursement. For example, using three years' worth
of technology reimbursement to pay for a $1,000 phone and you get reimbursed
again after three years.

Mayor Low stated in regards to the monthly cell phone reimbursements,phone bills
that have more than one phone line attached, should only be reimbursed for the
amount of one phone line being utilized for city business.
Council Member Clark stated you get charged more for one line on an account than
having additional lines under one account.
Director of Finance Lieu explained when there are two lines in one phone bill, the
charges are usually split and are only reimbursed fifty percent plus the cost of the
actual line.
City Manager Manis reiterated that staff would provide options of the amount of
$300 roll over proposal and look at the amount of the monthly reimbursement.
Council Member Armenta asked for the policy to be brought back with revisions
before the end of the calendar year.
C. City Council Comments
Council Member Armenta stated she had a good experience on the Taiwan trip and
the hospitality of the Taiwanese people was generous. She clarified that the trip was
not funded by the city.
Mayor Pro Tern Ly reported out he attended the National League of Cities
conference, 710 Coalition meeting to meet with the city's Washington D.C.
lobbyist; and Department of Justice to talk about various grants. He requested two
items to be placed on a future city council agenda, the formation of a community
foundation,to help aid in funding improvements in the city.Also,requested a status
report of Rule 20A money from Southern California Edison.
Council Member Clark reported she attended the same conference as Mr. Ly.
City Attorney Richman clarified there is specific language that requires only some
conferences to be reported out.
Mayor Low reported out her attendance to the same conferences and thanked staff
for assisting on the preparation of the sister city Taiwan trip.

City Attorney Richman announce there was no reportable action taken during

take place on November 14, 2017, at 7:00 p.m. in the Rosemead City Hall Council
