April 6,2017
The meeting of the Rosemead Traffic Commission was called to order by Vice Chair Masuda at 7'.00 p.m.in the
Council Chamber,8838 E.Valley Boulevard, Rosemead,California.

STAFF PRESENT: City Engineer Rafael Fajardo, Director of'Public Works Kathy Garcia, Karen Vigil from
Transtech, and Administrative Assistant Silvia Llamas
1. PUBLIC COMMENTS FROM THE AUDIENCE
None
2. CONSENT CALENDAR
Vice Chair Masuda requested that Item B(Request to Install Parking Restrictions—7715 Garvey Avenue)be pulled
from the consent calendar for further discussion and modifications Vice Chair Masuda motioned, seconded by
Commissioner Hall to approve Item A(February 2,2017 minutes)of the Consent Calendar. Votes resulted in:
Yes Masuda,Halt Ornelas and Quintanilla

Staff provided the Traffic Commissioners with a brief description on Item B(Request to Install Parking Restrictions
7715Garvey Avenue),along with informing them of the modifications being requested.
Commissioner Omelas asked staff how many-parking stalls are on the property.
Staff informed the Commissioners thallhey have approximately 36 parking stalls.
Sin Wong, 7715 Garvey Avenue,is here on behalf of the property owner. Ms. Wong confirmed that they have
between 35 to 36 parking spaces on the property. She thanked staff for looking into the request and asked that
the recommendation be modified to extend the red curb beyond the 3-feet or possibly installing a loading zone in
front of their business.
Commissioner Hall asked Ms. Wong how many businesses are currently on the property and how many parking
spots get used.
Ms.Wang replied that there is only one business on the property and on a daily basis they use about 5 to 6 parking
spaces.
Commissioner Hall asked Ms. Wong if she remember when they submitted the request and if they included the
amount of parking spaces.

Ms.Wong informed the Commissioners that they submitted the request about a month ago and did not include the
amount of parking spaces, Ms.Wong also mentioned that the property owner received a letter from the City with
their recommendation of installing 3-feet of red curb on both sides of the driveway and he would like to request
that the red curb east of the driveway be extended another 2-feet or make it a loading zone.
Commissioner Hall asked Ms.Wong if she can clarify on why the request is being made.
Ms. Wong replied that the requested was made because it's unsafe to exit the driveway when cars are parked
close to the driveway apron.
Vice Chair Masuda asked staff if they recommended adding a loading zone"in front of the property, would they
need additional time to do studies.
Staff informed the Commissioners that loading zones are usually used by big trucks making deliveries and it may
not resolve the current visibility issues. Staff recommended extending the red curb do the east side of the driveway
by 2-feet.
Commissioner Quintanilla asked staff for clarification onwl whew Ms.Wonginitially wanted the red curb.
Staff informed the Commissioners that Ms Wong's wanted the entuecurb in front of 7727 GarveyAvenue painted
red.
Commissioner Hall asked for clarification on why both sides of the driveway need to have red curbs.
Vice Chair Masuda explained that west of the driveway needs a red curb because when cars are parked close to
the driveway those cars exiling the driveway need to make a wide turn to avoid hitting the parked car,and east of
the driveway needs a red curb because when cars are exiting the driveway they can't see the oncoming traffic. Mr.
Masuda also mention that Ms Wong is requesting to extend the red curb beyond the recommended 3-feet east of
the driveway.
Staff recommended extending the red curb east oft the driveway by an additional 2-feet, which will allow the
businesSto remain with the 2 parking spaces in front of their business.
Commissioner Quintanilla motioned,seconded.by Commissioner Ornelas,to approve that the Traffic Commission
propose to the City Council that 8-feet of red cut be painted on the west side of the driveway apron and 5-feet of
red curb be painted on the west side of the driveway apron at 7715 Garvey Avenue. Votes resulted in:

3. NEW BUSINESS
A. REVIEW OF TRAFFIC CONDITIONS AT HART AVENUE AND STEELE STREET
Staff provided the Traffic Commissioners with a brief description on the item, along with recommending that 25
mph speed limit signs be installed on Steele Street for eastbound and westbound traffic and on Hart Avenue at
Guess Street for northbound traffic. The speed limit signs will remind motorist of the speed limit and to slow down.
It is also recommended that DIP(W8-2)signs be installed on Hart Avenue north and south of Steele Street to warn
motorist to slow down approaching the DIP.

Annette Ankele, 3928 Hart Avenue, expressed her concerns with vehicles speeding on Hart Avenue and Steele
Street. Ms.Ankele also mentioned that she doesn't think the installation of the speed limit sign will resolve the
problem with cars speeding and recommended installing speed bumps or speed humps. She also expressed her
concern with pedestrians walking in the street because they don't have sidewalks.
Commissioner Hall sympathized with Ms.Ankeles concerns. Ms.Hall also informed Ms.Ankele that the installation
of the speed limit signs are the first steps of trying to get people to slow down and if it doesn't work they will find
other traffic measures,
Ms.Ankele asked what the guidelines are to have speed bumps installed on her street,
Staff informed Ms.Ankele that the City usually doesn't install speed bumps in the City due to liability and informed
the Commissioner that they will doing some safety improvements in that area: Staff also informed Ms.Ankele that
they will request for a motor officer to go monitor the area
Vice Chair Masuda asked Ms.Ankele for a timeline on when the area l&thebusiest.
Ms,Ankele replied between the hours of 8:30 am, to 5:30 p.m.

Staff informed the Commissioners that they are planning to break ground in-September.
Commissioner Quintanilla asked if the improvements would be part of the Safe Route to School project.
Safe replied that they will be part of the Safe Route to School Project
Ms.Ankele asked staff if the installation of sidewalks on Hart Avenue and Steele Street are part of the Safe Route
to School project.
Staff replied that the sidewalks are part of the project but the signs will be getting installed once it's approved.
Commissioner Quintanilla motioned,second by CommissionerOrnelas,to approve staffs recommendation that 25

4. STAFF REPORT
Staff provided the Traffic Commissioners with an update on current and upcoming City events and projects.
5. COMMISSIONER REPORTS
Commissioner Ornelas asked for an update on the removal of the red zone and the replacement of the white curb
in front of Shuey School and Encinita School.
Commissioner Quintanilla mentioned that vehicles speed on Lawrence Avenue and Muscatel Avenue and would
like for staff to see if they can do any improvements along that area.

Vice Chair Masuda requested if speed limit signs can be installed on Grand Avenue between Walnut Grove Avenue
and Rosemead Blvd.
6. ADJOURNMENT
The meeting adjourned at 8:10 p.m. The next Traffic Commission meeting is scheduled for May 4,2017 at 7:00
p.m„ in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard.
