ROSEMEAD TRAFFIC COMMISSION MEETING
June 1,2017
The meeting of the Rosemead Traffic Commission was called to order by Vice Chair Masuda at 7,00 p.m.in the
Council Chamber,8838 E.Valley Boulevard, Rosemead,California.

1. PUBLIC COMMENTS FROM THE AUDIENCE

3. NEW BUSINESS -
A. REVIEW OF TRAFFIC-CONDITIONS-AT RIO HONDO AVENUE BETWEEN VALLEY
BOULEVARD AND STEELE STREET
Karen Vigil from Transtech provided the Traffic Commissioners with a brief description on the item, along with
recommending the installation of'KEEP CLEAR'pavement markings with limit lines in the northbound travel lane
of Ria Hondo Avenue south of Valley Boulevard in front of the east side of Rio Hondo Avenue and a"DO NOT
BLOCK INTERSECTION" sight opposite the"KEEP CLEAR" pavement legend for NB direction, This will allow
access to the new development for employees,shoppers,emergency vehicles,and access to others that use the
alleyway.
Brian Lewin 9501 E Ralph Street congratulated Commissioner Hall on her retirement. Mr Lewin also suggested
in adding"KEEP CLEAR"marking onthe southbound lane of Rio Hondo Avenue to prevent vehicles from backing
up onto Valley Boulevard when trying to make a left turn into the driveway.
Commissioner Quintanilla asked staff if a signal timing study was done at the intersection of Valley Boulevard and
Rio Hondo Avenue.
Transtech consultant informed the Commissioner that signal timing study was not included.
Commissioner Quintanilla motioned, second by Commissioner Hall, to approve staffs recommendation that the
Traffic Commission recommend to the City Council the installation of"KEEP CLEAR"pavement markings with limit
lines in the northbound travel lane of Rio Hondo Avenue south of Valley Boulevard in front of the east side of Rio
Hondo Avenue and a"DO NOT BLOCK INTERSECTION"sign opposite the"KEEP CLEAR"pavement legend for
NB direction. Votes resulted in:

B. REVIEW OF TRAFFIC CONDITIONS AT DRIVEWAY EXIT OF FRANCES WILLARD
ELEMENTARY SCHOOL PARKING LOT
Karen Vigil from Transtech provided the Traffic Commissioner with a brief description on the item, along with
recommending the installation of a "RIGHT TURN ONLY" sign at the exit of the northern driveway of the
parent/visitor parking lot,which is utilized as a drop-off/pick-up zone and is located south of the staff parking lot.
Commissioner Hall praised the staff for being thorough with the studies and:recommended a motorcycle officer to
monitor the location.
Vice Chair Masuda asked for clarification on who is responsible for the signage on the schools property.
Transtech consultant informed the Commissioners that the school is responsible for the improvements on their
property and the City is responsible for the City s right-a-way.
Commissioner Quintanilla asked if the school was notified that the item was going to be on the agenda.
Transtech consultant informed the Commissioner that they met with'the'principal the week before and they were
informed that the item was being brought to today's Traffic Commission meeting.
Commissioner Ornelas asked for a timeline for the installation of the signs if approved.
Staff informed the Commissionersit would take Mew week to have them installed.
Commissioner Ornelas requested if they can get temporary enforcement for the first week once the signs have
been installed to make sure they are being obeyed by
Staff will request to have temporary,enforcement once the signs have been installed
Commissioner Hall motioned, seconded by Commissioner Ornelas, to approve staffs recommendation that the
Traffic Commission proposed to the City Council the installation of a"RIGHT TURN ONLY"sign at the exit of the
northern driveway of the parent/v(sitor parking lot,along with having temporary enforcement the first week the signs
have been installed. Votes resulted in:

4. STAFF REPORT
Staff provided the Traffic Commissioners with an update on current and upcoming City events and project.
5. COMMISSIONER REPORTS
Commissioner Hall thanked staff for talking to the Post Office manager about changing the drive thru mailbox and
asked if they can follow-up with them to see on when it would be done.
Commissioner Ornelas asked if staff can look into improving the intersection at Had Avenue and Valley Boulevard,
because they have similar traffic concerns as the Rio Hondo Avenue and Valley Boulevard item.

Commissioner Quintanilla concurred with Commissioner Ornelas.
6. ADJOURNMENT
The meeting adjourned at 7:38 p.m. The next Traffic Commission meeting is scheduled for July 6, 2017 at 7:00
p.m., in the City Council Chamber at City Hall, located at 8838 East Valley Boulevard.
