ROSEMEAD TRAFFIC COMMISSION MEETING
August 3,2017
The meeting of the Rosemead Traffic Commission was called to order by Vice Chair Masuda at 7:00 p.m.in the
Council Chamber,8838 E.Valley Boulevard, Rosemead, California.

INVOCATION: Commissioner Berry
PRESENT: Commissioner Berry, Commissioner Ornelas, Commissioner Quintanilla, Commissioner Sevilla and
Vice Chair Masuda.
REORGANIZATION: Commissioner Berry made a motion to nominate Vice Chair Masuda as Chair,seconded by
Commissioner Ornelas. Votes resulted in:

Commissioner Ornelas nominated Commissioner Quintanilla for Vice Chair, followed by Commissioner Berry
nominating himself, followed by Commissioner Quintanilla nominatingCommissioner Ornelas. Commissioner
Quintanilla motioned,seconded by Commissioner Sevilla for Commissioner Ornelas to become Vice Chair. Votes
resulted in:

A. INSTALLATION OF RED CURB—1060 WALNUT GROVE AVENUE
Staff provided the Traffic Commissioners with a brief description on the item, along with recommending that the
Traffic Commission take no further action on this request based on the results of all studies conducted at this site.
Staff will ensure all existing red curbing within the area is repainted accordingly,
Hsing Lu, 1060 Walnut Grove Avenue,APT. H, expressed his concerns with near collisions along Walnut Grove
Avenue due to poor visibility and would like to request for the red curb to be extended. Mr.Lu also mentioned that
school buses drop off kids near the red zone and may be able to benefit from it by using it as a designated drop off
spot, making it safer for the kids,

Commissioner Sevilla asked Mr. Lu if he's seen any accidents in the vicinity.
Mr. Lu replied that he hasn't witnessed any accidents near the driveway but has seen several accidents at the
intersection of Walnut Grove Avenue and San Gabriel Blvd,along with cars speeding down Walnut Grove Avenue.
Ms. Gloria Goza Palos, 1096 Walnut Grove Avenue, mentioned that she has concerns with visibility and safety
issues when exiting the driveway and is in favor of extending the red curb.
Mr. Richard M. Bacio, 1070 Walnut Grove Avenue, is also in favor of extending the red curb.
Commissioner Berry asked staff if a study was done at the location.
Staff informed the Commissioners that a study was done and the City,is complying with the guidelines of the
American Association State of Highway and Transportation standardsd.Staff-also mentioned that a speed survey
was conducted and 85%of the vehicles traveling on Walnut Grove Avenue were going an average of 39.5 mph.
Chair Masuda asked if the downhill was taken into consideration when the studies were conducted.
Staff replied yes,the downhill was taken into consideration when the study was done. -
Commissioner Sevilla stated that if a large vehicle were to park on the south side of the driveway the view would
be blocked, which will make it difficult to see oncoming traffic and asked if.staff had a reason why they couldn't
extend the red curb.
Staff informed the Commissioners that the recommendations were based on the report received from the studies
and will do what the Traffic Commissioners recommend.
Chair Masuda asked staff if the initial request was to extend the red curb by one parking space.
Staff confirmed that the initial request was extending the red curb one vehicle-space.
Commissioner Sevilla asked staff if they knew if anyone was against extending the red curb when the initial request
was made.
Staff replied that there were several residents against extending the red curb because they will lose a parking
space:,
Commissioner Berry asked for clarification on the hours that the surveys were done.
Staff informed the Commissioners that the surveys were done between the hours of 10:00 a.m.to 11:00 p.m.
Chair Masuda mentioned that when the initial request was made residents were against extending the red curb
because they had limited parking,
Commissioner Berry asked Mr. Bacio if they have guest parking on the property.
Mr. Bacio replied that they have 7 guest parking spaces on the property.
Staff mentioned that there is currently 110-feet for parking and suggested adding an additional 10 feet of red curb,
which will still provide for 5 parking spaces.
Commissioner Berry motioned, second by Vice Chairs Ornelas, to recommend that the City Council extend the
existing red curb by 10-feet,along with repainting all existing red curb. Votes resulted in:

4. NEW BUSINESS
A. REVIEW OF TRAFFIC CONDITIONS AT LAWRENCE AVENUE BETWEEN MUSCATEL AVENUE
AND WAR AVENUE
Staff provided the Traffic Commissioners with a brief description on the item, along with recommending that the
Traffic Commission recommend to the City Council that "School Speed Limit Assembly C" (5R4-1) signs be
installed on Lawrence Avenue east of Muscatel Avenue for eastbound traffic and west of IvarAvenue for westbound
traffic. The speed limit signs will remind motorist of the speed limit and-that they are within a school zone and to
slow down,
Albert Santillanes,8837 E.Lawrence Avenue,expressed his concerns with vehicles speeding and is in favor of the
"School Assembly Speed Limit Assembly C°signs. Mr. Santilranes also commended staff for working with them
on the improvements.
Commissioner Quintanilla recommended adding deceleration lines.
Commissioner Sevilla asked if they can have a motorcycle officer monitor the area.
Staff will make a request to have a motorcycle officer monitor the area when school starts again.
Commissioner Berry motioned, seconded by Commissioner-Sevilla, to approve staffs recommendation that the
Traffic Commission recommend to the City Council that "School Speed Limit Assembly C" (SR4-1) signs be
installed on Lawrence Avenue east of Muscatel Avenue for eastbound-traffic and west of War Avenue for westbound
traffic. Votes resulted in:

5. STAFF REPORT
Staff provided the Traffic Commissioners with an update on current and upcoming City events and projects
throughout the City._
6. COMMISSIONER REPORTS
Chair Ornelas asked if staff can look into having a sign installed at the intersection of Town Court Drive and
Montebello Boulevard that shows the direction of each lane when going west bound on Montebello Boulevard. Mr.
Ornelas also asked if staff can repaint the crosswalks and street markings before the schools reopen.
Commissioner Quintanilla mentioned that the south side of De Adalena Street and east side of Rio Hondo Avenue
by Savannah Elementary does not enforce parking restrictions on street sweeping days, Mr. Quintanilla stated
that the City approved this area to be reserved for school staff parking only. However,he noted that residents are
parking in these areas on street sweeping days. Mr. Quintanilla requested that staff looked into this and for the
installation of signage noting the parking restrictions,as well as the issuance of parking permits to the school staff,
Mr.Quintanilla also asked if staff can replace the faded parking restriction signs throughout the City.

Commissioner Berry wanted to know who maintained the pavement markers throughout the City. He also informed
staff that someone is pasting their business card over the crossing signs located on Valley Boulevard and Muscatel
Avenue and asked if they can be cleaned.
Commissioner Sevilla asked if staff can talk to the Republic Services representative to inform them that their truck
driver that brings out the trash bins is driving fast and careless.
Chair Masuda welcomed Commissioner Berry, Commissioners Sevilla, and Public Works Director (Michelle
Ramirez). Mr. Masuda also mentioned when he is going east bound on Lawrence Avenue and tries to make a left
or right turn onto Muscatel Avenue it is hard to see oncoming traffic because cars are parked to close to the corner
and asked if staff can do something to improve the visibility.

The meeting adjourned at 8:00 p.m.The next Traffic Commission meeting is scheduled for September 7,2017,at
7:00 p.m., in the City Council Chamber at City Hall, located at 8838:East Valley Boulevard.
