CC - Item 6B - Minutes of December 6, 2017MINUTES OF THE CITY COUNCIL SPECIAL MEETING DECEMBER 6, 2017 The special meeting of the Rosemead City Council was called to order by Mayor Low at 10:00 a.m. in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead, California. PLEDGE OF ALLEGIANCE was led by Council Member Arrnenta INVOCATION was led by Council Member Clark PRESENT: Mayor Low, Mayor Pro Tem Ly, Council Members, Armenta and Clark ABSENT: Council Member Alarcon STAFF PRESENT: City Manager Manis, City Attorney Richman, Assistant McKinney, and City Clerk Donohue 1. PUBLIC COMMENT - None 2. MATTERS FROM MAYOR & A. Revitalize California Cities Membership:(Agendized by Mayor Pro Tem Ly) and provide direction to staff. Mayor Pr'o Tem Ly stated he was approached at the League of California Cities Conference: in Sacramento about I starting an organization called Revitalize California Cities; to prof itit&the recreation of redevelopment. Russell Lowery, who is heading the efforts, has 28 ' years of experience in negotiating budgets in Sacramelto,;He developed an 18 month strategy that could help cities bring back redevelopment, Taking advantage of key factors, such as Governor Brown soon to be leaving office and three of the gubernatorial candidates have expressed interest in bringing ac redevelopment. He proposed to invite Mr. Lowery to present his strategy before the City Council at a future meeting. The organization is working in presenting o'other cities and making this a grass roots effort in building up the organiia iori.' The goal is to restore some tools such as tax increment financing, funding for housing and public infrastructure. As part of the legislative platform that we'support items and causes that will return key community and economic development tools to the local level. He requested the support of the council for the city to pay a one-time membership fee of $5,000 and to appoint him to the board. Mayor Low asked if there would be any future cost aside from the $5,000 membership fee and how many people would be serving on the board. Mayor Pro Tem Ly replied there could be minor cost if a Council Member attends an event at Sacramento, but no other fees are involved with the membership. The organization was going to have 15 to 20 people on the board. Council Member Clark asked if the organization could span their purview to AB 109 and Proposition 47 & 57, which are regarding public safety issues. Contract Cities and the League of California Cities also are looking to address those issues. Mayor Pro Tem Ly replied depending on how things are dealt with, the money can be supplemental to our budgets which can be used to solve many issues. If we don't join the organization and nothing is done, nobody gets, any money whatsoever. The City did previously join an organization focusing on addressing public safety issues. Mayor Low added the organization and not dilute their mission. Council Member Armenta asked if the Bill 228, Enterprise Zones. She added to present to the California Contract C Council Member Clark Mayor Pro Tem Ly replied th many cities as possible in one on redevelopment possibly look into Senate zia Cities4as also going Cities could join the organization. Cities to join, but talk to as California Cities relates to the League of Mayor Pro Tem Ly replied.the,organization would serve as a supplement to the League of Califonva Cities. The league works on as many as 50 to 60 issues at once and the Revitalize California Cities organization would focus mainly on redevelopment. The support of the League of California Cities, Contract cities and other government agencies will make it possible to return redevelopment to local ved by Mayor Low and seconded by Council Member Armenta to City to participate in the Revitalize California Cities effort and r Pro Tem Ly to serve on the board as the city's delegate Motion was carried by the following vote: AYES: Armenta, Clark, Low, Ly and ABSENT: Alarcon B. City Council Comments Council Member Armenta commended staff on a successful Tree Lighting Ceremony event and suggested the use of color Christmas lights for next year. She stated that a recreation class from the Rosemead Community Recreation Center approached her and expressed interest in participating in city events. CN Mayor Pro Tem Ly agreed with Council Member Armenta and commended staff for the hard work and effort to make the event a success. CLOSED SESSION The City Council will meet in Closed Session to discuss the following items: A. CONFERENCE WITH LEGAL COUNSEL- EXISTING LITIGATION Pursuant to Government Code Section 54956.9 (d)(1) Case Name: City of Rosemead vs. Los Angeles County Metropolitan Transportation Authority Case Number: BS 169937 B. PUBLIC EMPLOYEE APPOINTMENT: Government Code Section: 54957 Title: City Manager Mayor Low recessed the meeting to c back from closed session at 11:20 a.m. City Attorney Richman announced there was session.
