B. Request to Install White Curb at Willard Elementary School
The Traffic Commission received a request from the Superintendent of the Garvey
School District, Anita Chu, on behalf of the Principal of Willard Elementary
School, Michelle Collaso, to remove the green curb in front of the school and,
instead, install a white curb for a loading and unloading zone.
Recommendation: It is recommended that the City Council approve the Traffic
Commission's recommendation to remove the green curb in front of Willard
Elementary School and, instead, install approximately 50-feet of white curb for a
loading and unloading zone.
C. Request to Install Red Curb—5012 Walnut Grove Avenue
The Traffic Commission received a request from Talal Trabolsi of Jacobs
Engineering Group, the lead construction management company for the Alameda
Corridor Extension (ACE) Trench Project for the Walnut Grove Avenue Crossing,
for the extension of the existing 20-feet red curb at 5012 Walnut Grove Avenue all

the way to the rail road crossing, which is approximately 100 additional feet.
According to Mr. Trabolsi's request, this is needed due to the installation of new
striping as part of the ACE Trench Project, which will no longer accommodate
parking in this area.
Recommendation: It is recommended that the City Council approve the Traffic
Commission's recommendation to extend the existing 20-feet of red curbing at
5012 Walnut Grove Avenue to the rail road crossing,approximately 100 additional
feet.
D. Resolution 2018-03 — Providing Permission to Councilmember Alarcon to be
Absent from Council Meetings Pursuant to Government Code Section 36513
At their October 24, 2017, meeting, the City Council approved Resolution 2017-
59, providing permission to Councilmember Alarcon to be absent from Council
meetings pursuant to Government Code Section 36513 until December 12, 2017,
to attend to a personal health issue.
California Government Code Section 36513 provides that the City Council may
grant permission to a Councilmember to be absent from Council meetings for a
period longer than 60 days, which if unexcused, would result in their office
becoming vacant.
Recommendation: It is recommended that the City Council has the following
options:
1. Adopt Resolution 2018-03, providing permission for Councilmember Alarcon
to be absent from Council meetings up to an including February 27th pursuant
to Government Code Section 36513; or

E. National League of Cities 2018 Congressional City Conference —March 11 — 14,
2018—Washington, DC
The City Council will consider authorizing the attendance of any Council Member
who wishes to attend the National League of Cities 2018 Congressional City
Conference in Washington, on March 11 — 14, 2018.
If majority of the City Council wishes to attend the Conference and will not be
present for the regular City Council Meeting scheduled on March 13, 2018, then
the March 13, 2018, meeting will be cancelled due to a lack of quorum.

In addition, if a majority of Council attends the conference and the majority wishes
to meet with a legislative body to discuss issues of general interest to the public, a
special meeting agenda will be posted.
Recommendation:
1. Staff recommends that the City Council authorize the attendance, at City
expense, of any Council Member that wishes to attend the National League of
Cities Congressional City Conference in Washington, on March 11 — 14, 2018.
2. If the majority of the City Council attends the conference, the March 13, 2018,
City Council meeting to be cancelled due to a lack of quorum.
6. MATTERS FROM CITY MANAGER& STAFF
A. Traffic Signal Maintenance and Repair Agreement and Budget Amount Increase—
St. Francis Electric
On December 12, 2017, staff requested that the City Council increase the annual
contractual amount for St. Francis Electric as a result of needed repairs and
necessary equipment upgrades, which were not accurately budgeted under the
original contract (see Attachment A). Due to a lack of supporting documentation
to the staff report,the City Council requested that this item be brought back to their
meeting of January 9,2018.
St. Francis Electric is currently under a two-year contract that began January 30,
2017, with an option to renew for two additional years, to monitor all of the City-
owned traffic signals, flashing beacons, in-pavement flashing crosswalks, and
electronic speed feedback signs at a flat monthly fee of $4,456.25 or $53,475
annually. In addition, the contract includes a variety of costs as related to the
maintenance and/or repair of worn-out, damaged, or faulty equipment (see
Attachment B). As a result, an additional $53,475 was budgeted to cover these
costs in the City's budget under the Traffic Signal Maintenance Services account.
Recommendation: It is recommended that Council approve an amendment to the
contract with St. Francis Electric to include a"not to exceed"maintenance amount
of $71,800 for St. Francis Electric in addition to the already approved $53,475
monitoring amount and authorize the City Manager to execute the amended
contract.
7. MATTERS FROM MAYOR& CITY COUNCIL
A. Approval of City Manager Contract with Gloria Molleda
At the Council meeting of December 12th, the City Council voted to offer the
position of City Manager to Gloria Molleda. Since that time the City Attorney and
Ms. Molleda have come to an agreement on terms for a contract for the Council to

consider, which are the same terms that were included for the prior City Manager.
Recommendation: The City Council approve a contract with Gloria Molleda for the
position of City Manager.

The next regular City Council meeting is scheduled to take place on January 23, 2018, at
7:00 p.m. in the Rosemead City Hall Council Chamber.
