Ordinance No. 164 - Establishing the Office of Director of FinanceORDINANCE NO. 164 AN ORDINANCE OF THE CITY OF ROSEMEAD ESTABLISHING THE OFFICE OF DIRECTOR OF FINANCE, DEFINING THE POWERS AND DUTIES THEREOF, AND AMENDING THE ROSEMEAD MUNICIPAL CODE. THE CITY COUNCIL OF THE CITY OF ROSEMEAD HEREBY ORDAINS AS FOLLOWS: Section 1. The Rosemead Municipal Code is hereby amended by adding thereto Sections 2204 and 2205 to read: 2204 Office of Director of Finance. Pursuant to Section o the overnment Code of the State of California, the Office of Director of Finance is hereby established, and the duties GO, vided for in Government Code sections 40802, 40804 and 40805 are hereby trans- ferred from the City Clerk to the Director of Finance. Said office is hereby consolidated with that of City Administrator, and the Director of Finance shall receive no salary as such officer. • 2205 Powers and Duties of Director of Finance. The erector o Finance shall be vested an charged with the following powers, duties and responsi- bilities: (a) To have charge of the administration of the financial affairs of the City; (b) To prepare and submit to the City Council the annual budget, and to administer it after adoption; (c) To keep the City Council at all times fully informed as to the financial condition and needs of the City; . (d) To serve as the Accounting Officer of the City and maintain records readily reflecting the financial condition of the City; (e) To prepare and present to the City Council at the end of each fiscal year a summary statement of receipts and disbursements by depart- ments and funds, including opening and closing fund balances in the treasury; (f) To cause the financial statement of the City to be published in a newspaper of general circulation printed and published in the City, within 120 days after the close of the fiscal year for which such statement is compiled; (g) To audit and approve before payment all bills, invoices, payrolls, demands or charges against the City, and with the advice of the City Attorney when necessary, determine the regularity, legality and correctness of such claims, demands and charges. • (h) Supervise the keeping of current inventories of all property of the City by all City departments, offices and agencies; (i) Perform such other duties as may be imposed upon him by ordinance. The Director of Finance shall be bonded in an amount to be determined by the City Council with the advice of the City Attorney. The Director of Finance may appoint deputies for whose acts he and his bondsmen are responsible. Section 2. Section 2107 of the Rosemead Municipal code is here y amended by repealing and deleting items 6 and 7 thereof. Section 3. Section 2407 of the Rosemead Municipal Code is her-el5y mended by deleting the words "City Clerk" and substituting the words "Director of Finance."
