SUBJECT: REQUEST TO INSTALL RED CURB—5012 WALNUT GROVE AVENUE
SUMMARY
The Traffic Commission received a request from Talal Trabolsi of Jacobs Engineering Group,the
lead construction management company for the Alameda Corridor Extension (ACE) Trench
Project for the Walnut Grove Avenue Crossing, for the extension of the existing 20-feet red curb
at 5012 Walnut Grove Avenue all the way to the rail road crossing, which is approximately 100
additional feet. According to Mr. Trabolsi's request, this is needed due to the installation of new
striping as part of the ACE Trench Project,which will no longer accommodate parking in this area.
DISCUSSION
A request was received from Jacobs Engineering Group, who is currently working on the ACE
Project, to extend the existing red curb along the north bound of Walnut Grove Avenue at 5012
Walnut Grove Avenue approaching the railroad crossing. According to the request, the new
striping does not accommodate parking along this location.
Walnut Grove Avenue is a north-south arterial street that is approximately 60-feet wide and allows
for two-way traffic and restricted parking on both sides of the street (see Attachment 2). The
posted speed limit is 45 miles per hour. Traffic volume in this location is moderate to heavy at
times due in part to it being an arterial street, as well as its proximity to major corporate centers,
commercial areas, and the State Route 10 Freeway.
Staff has reviewed the site and determined that extending the red curb by approximately 100-feet
is within the recommended distance to be clear of obstructions and provide a clear path to vehicles
driving north bound on Walnut Grove Avenue.
STAFF RECOMMENDATION
It is recommended that the City Council approve the Traffic Commission's recommendation to
extend the existing 20-feet of red curbing at 5012 Walnut Grove Avenue to the rail road crossing,
approximately 100 additional feet.

Funding for this type of roadway improvement is included in the Annual Maintenance and
Operations Budget for Fiscal Year 2017-18 under the Public Works Department, Field Services
Division.

This project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (C)of the CEQA Implementing Guidelines.

Jacobs Engineering's Request
Hi Rafael,
I work with Jacobs on the ACE Trench Project and we had the below two items for the Walnut
Grove Ave Crossing we were hoping to get input from the City of Rosemead. I spoke with your
inspector last Thursday to discuss and he felt it would be best to reach out to you.
1 - We will be installing 8" bollards to protect signal arms at the Walnut Grove crossing with the
railroad tracks. Our question is whether the City prefers any specific color or a sleeve to be
installed on the bollards.
2- We would like to extend out the red curb along NB Walnut Grove Ave (see attached picture)
approaching the crossing. The new striping does not accommodate parking along the street
and we have placed temporary no parking signs until we have authorization from City of
Rosemead to move forward with the red curb.
