PARKS COMMISSION
STAFF REPORT
TO: THE HONORABLE CHAIR AND PARKS COMMISSION
FROM: JASON CHACON, DIRECTOR OF PARKS & RECREATION
DATE: JANUARY 16, 2018
SUBJECT: LA COUNTY NEEDS ASSESSMENT REVIEW
BACKGROUND
In preparation for a future funding measure on the November 8, 2016 ballot, the LA
County board of supervisors approved a countywide Comprehensive Parks and
Recreation Needs Assessment. The effort was unprecedented in such a large scale and
documented existing parks and recreation facilities in LA County and unincorporated
areas to provide data for the determination of scope, scale and location of park needs in
LA County.
SUMMARY
The report gave local officials critical information in understanding parks and recreation
in a new series of metrics that measured 1) Available park space for residents 2) Park
accessibility. The report used those two metrics to assign each City a community profile
for park needs that ranged from very high, high, moderate, low, and very low. The
metrics and community profile for Rosemead are as follows:
• Available Park Space: 54.7 park acres or 1 park acre per 1,000 (LA County
average is 3.3 acres per 1,000)
• Park Accessibility: 46% of residents live within '/2 mile of a park. (LA County
average is 49%)
• Community Profile: Park Need Category - Moderate
