B. City Council Meeting Minutes
Recommendation: That the City Council approve the minutes from the special
meeting on December 12, 2017.
C. Transmittal of Fiscal Year 2016/17 City of Rosemead and Rosemead Housing
Corporation Annual Financial Reports
This report provides the Fiscal Year (FY) 2016/17 annual financial reports for the
City of Rosemead and the Rosemead Housing Development Corporation to the City
Council. The City of Rosemead Comprehensive Annual Financial Report (CAFR)
and Rosemead Housing Development Corporation Financial and Compliance
Report provide a complete presentation of the finances of each of the above-
mentioned organizations.
Recommendation: It is recommended that the City Council receive and file the City
of Rosemead Comprehensive Annual Financial Report (CAFR) and the Rosemead
Housing Development Corporation Annual Financial and Compliance Report for
the Fiscal Year ending June 30, 2017.
D. Beverage Container Recycling Payment Program Application
The Department of Resources Recycling and Recovery (CalRecycle) recently
announced the City/County Payment Program (Program) for fiscal year 2017-18.
This program makes $10.5 million available for cities and counties to implement
beverage container recycling and litter abatement projects. Rosemead is eligible to
apply for these funds to assist in the promotion of beverage container collection
programs, which will be done through articles in the Rosemead Resources and help
offset the cost of this brochure. An application for these grant funds must be
accompanied by a resolution authorizing the City's grant submittal.
Recommendation: It is recommended that the City Council approve Resolution No.
2018-08, authorizing the submittal of a Beverage Container Recycling Payment
Program Application to the California Department of Resources Recycling and
Recovery.

CITY/COUNTY PAYMENT PROGRAM APPLICATION AND
RELATED AUTHORIZATIONS
E. Adoption of Resolution Establishing Compensation and Benefits for Part -Time
Classifications for Minimum Wage Compliance
The City Council will consider approval of a Resolution establishing compensation
and benefits for Part -Time Classifications in the service of the City of Rosemead in
City Council, the Housing Development Corporation, and the Successor Agency to the Rosemead
Community Development Commission Joint Meeting Agenda January 23, 2018
order to adopt changes associated with the State of California Minimum Wage
increase effective January 1, 2018.
The purpose of the compensation and benefits resolution is to ensure transparency
and reaffirm the compensation and benefits provided to Part-time Classifications.
Recommendation: It is recommended that the City Council appropriate ten
thousand dollars ($10,000) from the unassigned General Fund fund balance to meet
this new minimum wage law and adopt Resolution No. 2018-09 for the Part -Time
Classifications.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, ESTABLISHING ANNUAL
SALARY RANGES FOR PART-TIME CLASSIFICATIONS IN
THE SERVICE OF THE CITY OF ROSEMEAD
F. Land Water Conservation Grant Program—Resolution No. 2018-07, Approving the
Application for Grant Funds from the California Department of Parks and
Recreation — Garvey Dog Park
On February 14, 1963, President Kennedy's Administration proposed legislation to
establish a federal Land and Water Conservation Fund (LWCF) to assist States in
the planning, acquisition, and development of recreation lands. Funds allocated to
California are administered by the California Department of Parks and Recreation,
Office of Grants and Local Services under the provisions of the California Outdoor
Recreation Resources Plan Act of 1967, (Public Resources Code §5099 et seq.).
City staff is currently working with Global Urban Strategies to submit an
application for the LWCF grant, which is due by February 5, 2018, for the creation
of the Garvey Dog Park. Funding for the LWCF grant has been inconsistent and
sparse in recent years, which leads officials to believe this grant cycle will be highly
competitive.
Recommendation: It is recommended that the City Council take the following
actions:
Adopt Resolution No. 2018-07 authorizing the submission of an application for
the LWCF Grant Program to the California Department of Parks and Recreation
for the creation of the Garvey Dog Park.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ROSEMEAD, CALIFORNIA, APPROVING THE
APPLICATION FOR THE LAND AND WATER
CONSERVATION FUND — GARVEY DOG PARK
2. Appropriate $580,750 from the unassigned general fund balance. If approved
for funding under the LWCF Grant Program, then 50% of this amount would
be reimbursable to the City.
