ORDINANCE NO. 113
AN ORDINANCE,OF THE CITY,OF ROSEMEAD
PROHIBITING THE CONSTRUCTION OF NEW APARTMENT
BUILDINGS AND OTHER MULTIPLE RESIDENCES
ON PROPERTY,.ZONED R-3, R-4, C AND M, FOR A
TEMPORARY PERIOD; AND DECLARING THE URGENCY
THEREOF
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY ORDAIN
AS FOLLOWSi
Sec i:on,l. Notwithstanding the provisions of..
any othet or inance,of the City of Rosemead, or of the
Rosemead Municipal Gode,.the construction of new apartment
buildings or, other multiple residences and the construction
of new addition or other alterations to apartment buildings
or other multiple residences on any property within the City
of.Rosemead in Zones R-3, R-4, C and M are hereby prohibited.
This prohibition is temporary and shall remain in effect
until midnight of January 7, 1964, or until'a comprehensive
land use zoning ordinance and zoning map ar'e adopted and
effective. Ordinance No. 109 of the City of Rosemead
adopted July 9, 1963, is hereby repealed.
Section 2. This ordinance is necessary for the
immediate preservation of the public peace, health and
safety, and is enacted pursuant to the provisions of subsection
(b) of Section 36937 of the Government Code of the State of
California and shall take effect immediately.
The facts constituting such urgency are as follows:
For many months the City Council of the City of Rosemead and
the Planning` Commission of said City have been engaged in the
development of a General Plan for the City of Rosemead and the
adoption of a new permanent Zoning Ordinance. Public hearings
have been held on the proposed new Zoning Ordinance and said
ordinance has been introduced. It is presently contemplated
that the General Plan and new Zoning Ordinance will be adopted
and enacted within a period of ninety days and that appropriate
standards pretaining to apartment buildings and other multiple
residential uses will be adopted within such period. In order
• to avoid last minute substandard construction, resulting in
overcrowding and impairment of the public health and safety and
to achieve uniformity in apartment building uses and a satis-
factory transition from the present standards to the permanent
standards now under consideration, it is necessary to halt,
temporarily, as herein provided, all new construction in said
zones.

1963.
