RE: ADOPTION OF CITYWIDE ENGINEERING AND TRAFFIC STUDY
Attached for the City Council's consideration is a copy of the 1999 Engineering and Traffic Study
completed by Willdan Associates. Pursuant to Section 40802(6) of the California Vehicle Code
(CVC),the City is required to complete such a studyeveryfive years in order to continue using

radar traffic enforcement. The attached report was completed in conformance with the CVC and
the Caltrans Traffic Manual. The study includes a summary page of existing speeds and
recommendations. Please note that the Traffic Engineer is recommending that the Council increase
the speed limit on San Gabriel Boulevard. from South City Limit to Delta Street, from 40 mph to 45
mph. That recommendation is based on the 85th percentile speed and the fact that the posted limit
just south of the City's boundaries is 50 mph.
The Council should note also that the surveys for Valley Boulevard, Mission Drive and DeAdalena
Street are being delayed because of the road construction on Valley Boulevard. Once that work has
been completed, it will be possible to accurately assess speeds and traffic counts on those streets.
and Willdan will complete an addendum to the attached report. In addition, the Council should be
aware that Ellis Lane, along with the impending survey of DeAdalena Street, are included in the
study pursuant to the City Councils request at the annual budget hearing last June. No changes are
recommended on Ellis Lane at this time.
Upon adoption by the Council, the study will be kept on file at City Hall, Temple Sheriffs Station,
Rio Hondo Municipal Court and Pasadena Superior Court.
RECOMMENDATION:
Staff recommends that the City Council adopt the attached Engineering and Traffic Study.
