AN EMERGENCY ORDINANCE OF THE CITY OF
ROSEMEAD PROHIBITING THE CONSTRUCTION
OF NEW APARTMENT BUILDINGS AND OTHER
MULTIPLE RESIDENCES ON PROPERTY ZONED
R-3, R-4, C AND M, FOR A PERIOD OF
THREE MONTHS AND AMENDING THE ROSEMEAD
MUNICIPAL CODE.
THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY ORDAIN AS
FOLLOWS:
Section 1. Chapter 1 of Article IX of thelRosemead
Municipa Co a is hereby amended by adding a new section 9104
thereto,to read:
119104. Notwithstanding the foregoing provisions of
Chapter 1 of Article IX, there is hereby prohibited the
use of any and all property within the City of Rosemead
in Zones R-3, R-4; C and M, with respect to the construct-
ion thereon of new apartment buildings or other multiple
residences. This prohibition is temporary and shall be
and remain in effect until midnight of October 9, 1963.
Section 2. This ordinance is necessary for the immediate
preservation of the public peace, health and safety, and is
10 enacted pursuant to the provisions of subsection (b) of Section
36937 of the Government Code of the State of California and
shall take effect immediately.
The facts constituting such urgency are as, follows:
the City Council of the City of Rosemead and the City Planning
Commission of said City are presently engaged in the development
of a General Plan for the City of Rosemead and the adoption of
an entirely new permanent Zoning Ordinance. In connection with
this work the City Council has appointed a committee to study
apartment and other multiple residence construction and to form-
ulate policies and standards which will assist the City Council
and the City Planning Commission in developing proper regulations
governing such uses in conformity with the policies contained
in the General Plan and Zoning Ordinance. It is presently con-
templated that the General Plan and new Zoning Ordinance will
be adopted and enacted within a period of 90 days and that
appropriate standards pertaining to apartment buildings and
other miltiple residential uses will be adopted within such
period. In order to avoid last minute substandard construction,
resulting in overcrowding and impairment of the public health
and safety and so as to achieve uniformity in apartment build-
ing uses and a satisfactory transition from the present standards
to the permanent standards now under consideration it is necessary
to halt, temporarily, all new construction of this type.
