RE: REPAIR TO GARVEY POOL WATER SUPPLY SYSTEM
Toward the end of this past swimming pool season, a sizable leak was
observed coming up through the concrete deck in the deep end of
Garvey Pool.
A plumber, specializing in municipal pool repairs/construction was
utilized to repair the leak. After saw cutting the concrete deck and
excavating a large hole, eight (8) feet deep the plumber found two
significant leaks. The first leak was the result of a rusted
coupling and the other turned out to be a rusted compression
coupling.
Following the repairs, the pool system was restarted and various
leaks appeared around the perimter of the pool deck. Rowley
International, a pool Engineering firm was contacted to review the
initial problem, as well as give input as to possible solutions for
the other leaks.
Two (2) options were reviewed. First, we could try to trace down
each of the leaks. It was concluded that this would be very time
consuming and would not insure that we found all of them. In
addition, we would still have the old pipes under the deck that could
give out at anytime. The other option was to replace all the water
lines in the system.
This option appears more feasible considering the age of the pipes
and their condition. Generally speaking, all lines into and from the
filter will be replaced. This would include both main lines, all
inlet pipes (33) , vacuum lines (7) and pool (3) , gutter (48) and deck
drains (26) .

The Consultant also determined that we need a surge pit. When the
pool was built in 1950, it did not have a surge pit and or overflow
recirculating system. Currently, when the pool is cleaned and or
dranied all the water is sent from the pool to the street gutter and
into the storm drain. The surge pit would allow us to reuse the
water.
The Consultant has provided the attached proposal. The engineering
and related fees amount to $ 22, 500. They estimate the construction
portion of the project will cost $ 220, 000. 00, and take approximately
two (2) mohnths to complete.
RECOMMENDATION:
It is recommended that the Rosemead Redevelopment Agency fund the
project from its unappropriated reserve for $ 250, 000. 00, approve the
use of Rowley International to do the Engineering/bid documents and
authorize staff to solicit bids upon completion of working drawings.

Subject: GARVEY PARK SWIMMING POOL
Dear Michael:
Thank you very much for your continued interest in Rowley International Inc as the
Swimming Pool Consultant for the Subject Project.
As discussed, the Project will consist of the following:
Garvey Park Swimming Pool Renovation Phase II: The existing pool will be
upgraded to provide a modern piping and return system with a functional perimeter
overflow recirculation system.
The estimated cost of Construction is $220,000 dollars. Our Design Fee for the
Project would be $22,500.00
The breakdown for our fees will be as follows:
Schematic Design 15% $3,375.00
Design Development 10% $2,250.00
Construction Documents 50% $11,250.00
Bidding 5% $1,125.00
Construction 20% $4,500.00
The Scope of Services for the Garvey Park Pool Project would include the following:
1. Design and Engineering for modifying the existing in-ground Swimming Pool
with a perimeter overflow circulation system.
2. RI will provide Structural Engineering and Design for the Pool Shell
modifications and for the Surge Pit as part of our design.
3. RI will provide Complete Construction Drawings and Specifications for the
Swimming Pool and all deck equipment.
4. RI will secure the approval of the County Health Department regarding our
scope of work for this Project, including one (1) meeting with the local Health
Department officials.

5. RI will answer questions from Contractors during the Bidding and Construction
Phases.
6. RI will attend four (4) Construction Site Visits.as necessary during Pool
Construction, including a rough plumbing inspection at the time of hydrostatic
test, a pre-shotcrete inspection, and a pre-plaster Inspection, and one
additional site visit.
7. RI will attend one (1) Final Inspection at start up and provide a final punch list
for the Contractor.
8. RI will attend one (1) 11-Month Inspection to verify proper construction and
operation prior to the end of the one year Warranty Period.
The above Fee does not include the following:
1. A Geotechnical Survey for the proposed site. The Client will contract with a
qualified Geotechnical Engineering firm to provide RI with necessary
information regarding the soil foundation. RI can not contract with a
Geotechnical Engineering firm on behalf of the Client because of insurance
limitations.
2. Approvals from the Local Administrative Authority and DSA. This will be the
responsibility of the Architect; RI will assist.
3. Fees for approvals by the Health Department, DSA and the Local
Administrative Authority.
4. Reproduction other than for consultant coordination and Owner review
purposes.
Note: Should any additional services beyond the agreed upon Scope of Work as set
forth in this Proposal be deemed necessary such work would be billed at an
hourly rate as follows:

Designer 70.00
Draftsperson 50.00
Messenger 18.00
Expenses Billed at Cost
Additional Services shall Include but are not limited to the following:
• Revisions to the design following commencement of the Construction Documents.
• Revisions to the Construction Documents requiring a budget-driven change in the
project, unless a fixed construction budget has previously been established for
the pool and the Statements of Probable Pool Construction Cost exceed the Pool
Construction Budget by more than 10%.

• Preparation of front end (boilerplate),non•technical Specifications.
• Revisions to the Construction Documents which result from more than one set of
revision comments from the Client and Local Administrative Authority.
Such additional Services will be billed according to the above RI Inc Hourly Rates.
Additional Conditions to be stipulated In our Contract are as follows:
• Client shall provide all existing information necessary for the completion of our
Scope of Services as outlined above.
• Upon written request, and within a reasonable amount of time, Client shall
execute and deliver, or cause to be executed and delivered, such additional
instruments, documents, approvals, government fees, and charges which are
necessary to perform the terms of the agreement.
• The Scope of Services described above shall be performed as a single set of
construction documents. Splitting the project into more than one phase of
construction or more than one project may require an increase in the Fee.
• Opinions of Probable Construction Cost prepared by Rowley International Inc
are approximate only and do not take into account future market conditions or
contractor's bidding methods. RI Inc has no control over costs of labor,
materials or equipment and RI Inc's estimates cannot be guaranteed.
• Rowley International Inc is not responsible for the means, methods,
sequences, techniques and procedures of construction nor for safety
precautions associated with construction.
