MINUTES OF THE REGULAR MEETING
ROSEMEAD BUILDING REHABILITATION
APPEALS BOARD
NOVEMBER 24, 1998
The regular meeting of the Rosemead Building Rehabilitation Appeals Board was called to order
by Chairman Bruesch at 7:09 p.m. in the Conference Room of City Hall, 8838 E. Valley
Boulevard,Rosemead, California.
The Pledge to the Flag and Invocation were waived as having been completed during the
meeting just adjourned.
ROLL CALL OF OFFICERS:
Present: Boardmembers Clark, Imperial, Taylor, Vice-Chairman Vasquez, and
Chairman Bruesch
Absent: None
APPROVAL OF MINUTES: SEPTEMBER 24, 1998 -REGULAR MEETING
MOTION BY BOARDMEMBER TAYLOR, SECOND BY BOARDMEMBER
IMPERIAL that the Minutes of the Regular Meeting of September 22, 1998, be approved as
submitted. Vote resulted:
Yes: Clark, Vasquez, Bruesch, Imperial, Taylor
No: None
Absent: None
Abstain: None
The Chairman declared said motion duly carried and so ordered.
L ADMINISTRATION OF OATH
The Board Secretary administered the oath to all persons wishing to address the Board.
II. HEARINGS
A. 2331 DENTON AVENUE
The subject property consists of a tenant-occupied single family dwelling located in the R-
2 zone. A "Please Letter" and a "bulky item" trash notice were mailed to the property owner on
July 16, 1998. Inspection on August 17, 1998 revealed no progress. The Building Official
declared the property substandard and filed a Declaration of Substandard Property with the Los
Angeles County Recorder's office. A "Fifteen Day" certified letter was mailed and posted on the
property on August 26, 1998, requesting abatement of the substandard conditions. The certified
letter was returned "unclaimed" and was sent again by first class mail. Inspection on October 8,
and October 27, 1998 showed no improvement at the property.
A Notice of Hearing was mailed and posted on the property on November 12, 1998. All
interested parties have been notified.
The City Building Official recommends that the Board find the property substandard and
order all substandard conditions be removed and/or corrected by January 4, 1999. However, if
permits and approvals are obtained, interior access is provided, and sufficient progress is achieved
by January 4, 1999, the abatement date may be extended to February 1, 1999.
The property owner was not present at this hearing.

IMPERIAL that the Board order all substandard conditions be removed and/or corrected by
January 4, 1999. However, if permits and approvals are obtained, interior access is provided, and
sufficient progress is achieved by January 4, 1999, the abatement date may be extended to
February 1, 1999. Vote resulted:

B. 2629 DENTON AVENUE-HEARING
The subject property consists of an owner-occupied single family dwelling located in the
R-2 zone. A "Please Letter" was mailed to the property owner on June 10, 1998. Inspection on
July 7, 1998 revealed no progress. The Building Official declared the property substandard and
filed a Declaration of Substandard Property with the Los Angeles County Recordefs office. A
"Fifteen Day" certified letter was mailed and posted on the property on July 15, 1998, requesting
abatement of the substandard conditions. Mr. Peters, the owner, obtained a "Repair per Rehab"
permit on August 3, 1998, however, follow-up inspections on September 1, September 22, and
October 22, 1998 showed no improvement at the property.
A Notice of Hearing was mailed and posted on the property on November 12, 1998. All
interested parties have been notified.
The City Building Official recommends that the Board find the property substandard and
order all substandard conditions be removed and/or corrected by January 4, 1999. However, if
significant progress is achieved by January 4, 1999, the abatement date may be extended to
February 1, 1999.
The property owner was not present for the hearing.
Steve Bailey, Deputy Building Official, stated that the owner agrees with the
recommendation and that work has been started on the property and should be completed by the
abatement date.

IV. MATTERS FROM OFFICIALS
Boardmember Imperial requested an update on 4623 Earle Avenue.
Robert Kress, City Attorney, responded that there is no new information.
Chairman Bruesch inquired about 4552 Sultana, which was before the Board previously.
Mr. Bailey responded that the tenant has moved out and the new owner is making
progress with repairs. They will continue to monitor the property.
V. ADJOURNMENT
There being no further action to be taken at this time, the meeting was adjourned at 7:17
p.m. The next regular meeting is scheduled for January 26, 1999, at 7:00 p.m.
