SUBJECT: HOUSING ELEMENT 2017 ANNUAL PROGRESS REPORT
SUMMARY
California Government Code § 65400 (a)(2) requires the filing of a Housing Element Annual
Progress Report by April 151 of each year, for the prior calendar year, with the State Office of
Planning and Research and the Department of Housing and Community Development ("HCD").
State law also requires that the annual report be presented at a public meeting before the City
Council where members of the public are given an opportunity to comment on the City's
progress. This agenda item meets these statutory requirements.
This report (Attached) summarizes the low to moderate-income residential building activity,
Regional Housing Needs Allocation (RHNA) progress, and progress of housing program
implementation for the 2017 calendar year. The annual report was prepared on forms provided
by HCD, using definitions adopted by HCD.
STAFF RECOMMENDATION
It is recommended that the City Council receive and file the City's 2017 Housing Element
Annual Progress Report.
