SUBJECT: WALNUT GROVE AVENUE RESURFACING PROJECT—AWARD OF
CONTRACT FOR DESIGN SERVICES
SUMMARY
On April 28, 2017, California Senate Bill I (the Road Repair and Accountability Act of 2017)
was signed into law to address basic road maintenance, rehabilitation, and critical safety needs
on both the state highway and local streets road system. A percentage of this new Road
Maintenance and Rehabilitation Account (RMRA) funding will be apportioned by formula to
eligible cities and counties for projects that meet the RMRA requirements.
On October 24, 2017, the City Council adopted Resolution No. 2017-57. approving funding
under the RMRA for the Walnut Grove Avenue Resurfacing Project from Marshall Avenue to
the northerly City limit. Staff has now completed a Request for Proposal (RFP) for the design
engineering services of this project and will be recommending that the City Council enter into a
contract with the lowest reasonable bidder.
DISCUSSION
SB I established the RMRA to address deferred maintenance on the state highway and local
street road systems. This bill provides funding for projects that include, but are not limited to,
the following:
• Road Maintenance and Rehabilitation
• Safety Projects
• Railroad Grade Separation
• Traffic Control Devices
Based on the RMRA requirements, the resurfacing of Walnut Grove Avenue from the northerly
City limit to Marshall Avenue would be a good candidate for this funding. According to the City
of Rosemead's Pavement Management Program report from 2015, Walnut Grove Avenue has an
average Pavement Condition Index (PCI) of 60. The Pavement Management Program identifies�

and evaluates pavement conditions and determines the causes of deterioration, rating the
pavement conditions from 0 to 100. According to this report, the aforementioned portion of
Walnut Grove Avenue requires resurfacing. In addition, staff is currently working in
coordination with Southern California Edison (SCE) for Rule 20A Utility Underground District,
between Marshall Avenue and Valley Boulevard, along Walnut Grove Avenue. According to
SCE, tentative construction will start in October 2018, and be completed at the beginning of next
year (2019). As soon the Utility Underground District is completed, the street resurfacing will
take place. The proposed project includes the construction of a 2.5-inch overlay of rubberized
pavement, miscellaneous concrete work and appurtenances.
A RFP was prepared for design engineering services and issued to a number of companies, as
well as posted on the City's Website. On February 8. 2018, staff received eight (8) proposals
with the following results:

Staff has reviewed the proposal documents for completeness, and investigated the consultant's
background and recent projects for competency. Staff has concluded that EC + Associates
Engineering is the lowest responsible bidder to perform the design of project.
STAFF RECOMMENDATION
It is recommended that the City Council authorize the City Manager to enter into a contract with
EC + Associates Engineering for design engineering services of the Walnut Grove Avenue
Resurfacing Project in the amount of$ 44,900.
FISCAL IMPACT
Funding for this project was approved by the City Council as part of the City's Fiscal Year 2017-
2018 Capital Improvement Project from Measure R Local Return funding.

Scope of Work
Project Understanding
The project consists in the construction of a road resurfacing, striping and
appurtenances. Walnut Grove Avenue Resurfacing Project is a state funded project
through S81 from RMRA, EC+Associates design services include the preparation of a
topographic survey, incorporation of the the Geotechnical Investigation Report to the
design, prepare construction plans and specifications and prepare a quantity
calculations and construction cost estimate.
Project Team Management
Project Manager- EC+Associates' Project Manager, under the general direction of the
City Engineer, will be responsible for overseeing the aspects of project development and
coordination. The project management and constant monitoring of the schedule with all
parties involved in this project is critical to the successful completion of the project.
Schedules- Constant contact with the City will be maintained to ensure issues are being
resolved in a timely manner to allow the design to stay on schedule. EC+Associates will
be proactive by continuously looking at the overall project and make recommendations
to the City to provide a high-quality project. EC+Associates will provide budget planning
and monitoring to ensure that the project is designed and constructed within the City's
budget. This shall include establishing and maintaining cost controls by tracking
forecasted costs. project budget, and actual costs.
Project Coordination- EC+Associates will coordinate efforts with the City and City
subconsultants. public. private utilities, and other agencies to obtain the necessary
technical and operational information for completion of the work.
Record Keeping- EC+Associates will maintain comprehensive records that track all
incoming and outgoing correspondence, submittals, request for information, contract
documents, invoices, and all other project related documents. All records shall be
considered the property of the City and as such the City shall have access to any
records
QA/QC- The primary mission of our Quality Assurance/Quality Control plan is to provide
staff with the technical and managerial expertise to plan. organize, implement. and
control the overall quality effort, thereby providing a complete quality project that
conforms with the City standards and within the time and budget established.

Scope of Work
1. Field Investigation and Topographic Survey
Data Collection - EC+Associates will provide written requests to the City to obtain
available as-built drawings. reports, studies. and utility contact information.
EC+Associates will prepare and send utility notifications to the utility companies and
other agencies providing services within the City. We will request copies of available
maps. plans and records of any existing facilities within the project limits that may be
affected by the proposed Improvements.
Field Survey and Mapping - EC+Associates will perform a review of the project site to
familiarize design staff with project constraints and observe the general site conditions
and perform a complete topographic survey, including the following;
a) Portion of the public street abutting the frontages of the properties such as
sidewalk, top of curb, flow line, existing grade elevation of asphalt, edge of
gutter, grade breaks elevations.
b) Location and description of the existing, lighting, walls, landscape and trees.
c) Elevations will be based on County datum using bench mark provided by City
of Rosemead.
2. Right of Way Engineering
EC+Associates will perform right of way engineering including appraisal, descriptions
and right of way maps as necessary. We will identify all right way acquisition required for
the construction of the project and prepare documents if necessary
3. Construction Plans
EC+Associates will prepare construction plans for project design. EC+Associates will
submit five sets of plans, specifications, and estimate (PS&E) to the City for review and
comment in 70%. 90%, and 100% stages prepared on 11" x 17" plans.
EC+Associates shah address the City's comments and incorporate the comments into
the plans, specifications. and estimate. The Final submittal shall include one set of wet-
signed hard copy plans on mylar sheets, 22" x 34", one reproducible set of
specifications, a final engineer's estimate, and one CD ROM of the full set of AutoCAD
plan sheets, specificationsand estimate. The review submittals will be submitted on half
size(11" x 17"). five copies and an electronic copy(PDF format). The submittals will
include the following plan components;
Plan Construction list of sheets.
•Title Sheet and Location Map
•Traffic Control Plans
• Utility Plans
• Erosion Control Plans

4. Specifications - EC+Associates with prepare the specifications using boiler plate
specifications and general technical provisions and amendments. F('+Associates will be
responsible for preparing the technical specifications and compiling the project
specifications, signed by a civil engineer registered in the State of California, which are
complete and ready for bidding purposes.
5. Engineer's Estimate - EC+Associates will prepare a detailed engineers estimate in
Microsoft Excel spreadsheet format that includes the bid items described within the
contract specifications. The estimate will be based upon recent bid prices for similar
projects as maintained by EC+Associates. Backup quantity calculations will be provided
showing detailed computations for accuracy of the quantities upon request.
6. Permits/Environmental Assessment- EC+Associates will attend any necessary
meetings and prepare all applicable application as required for permit approval. Plan
checking and Encroachment fees will be paid by the City.
7. Construction Support- EC+Associates will coordinate and attend meetings including
the preconstruction meeting with the City. EC+Associates will provide support services
during the bid solicitation period. EC+Associates will be available to answer questions
regarding the technical provisions of the contract special provisions, the design drawings
or design issues brought up during the bidding process. RFI's will be responded within
two (2) working days. Cost for this task will be considered as part of the preparation of
the PSE documents at no additional cost to the City. As-Builts will be prepared at the
end of the project.

SWPPP- SWPPP is not included in our scope of work. Since the project area of
disturbance appears to be less than an acre, no SWPPP is required. If SWPPP is
required, 1.(- Associates will prepare one at a negotiated fee.
Hydrology and Hydraulics Report- A hydrology analysis and report are not included in
our scope of work. If a Hydrology/Hydraulics Report is required, EC t Associates will
prepare one at a negotiated fee.
PROPOSED FEE
Our proposed fee is based on the proposal required format and is not to exceed lump
sum fee amount of$44,900.

SUMMARY
On April 28,2017,the Governor signed a Senate Bill (SB) 1,which is known as the Road Repair
and Accountability Act of 2017 (RMRA); to address basic road maintenance, rehabilitation and
critical safety needs on both the state highway and local streets road system. In order to receive
RMRA funds, the City must meet a "Maintenance of Effort" requirement to ensure that these
new road funds do not supplant existing levels of general revenue spending on streets and roads.
DISCUSSION
SBI, formally known as the Road Repair and Accountability Act(RMRA)of 2017,received the
required two-thirds majority from the California Legislature and was signed into law by
Governor Brown on April 28, 2017. SB 1 establishes the Road Maintenance and Rehabilitation
Program (RMRP) to address deferred maintenance on the state highway and local street road
systems. The bill provides that funds shall be used for projects that include, but are not limited
to,the following:
• Road Maintenance and Rehabilitation
• Safety Projects
• Railroad Grade Separation
• Traffic Control Devices
Beginning November I, 2017, the State Controller will deposit various portions of this new
funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A
percentage of this new RMRA funding will be apportioned by formula to eligible cities and
counties pursuant to Streets and Highways Code(SHC) Section 2032 (h) for basic maintenance,
rehabilitation and critical safety projects on the local streets and roads system.

City of Rosemead currently receives $1,226,200 in gas tax revenues annually. With the passage
of SB I, the amount is expected to increase by $318,500 for a total of$1,544,700 for FY 2017-
18. A larger increase in gas tax revenues is expected for FY 2018-19. due to the phasing in of
new nixes. In order to receive RMRA funds, the Cit' must meet a "Maintenance of Eflbrt"
(MOE) requirement to ensure that these new road funds do not supplant existing levels of
general revenue spending on streets and roads. The City's MOE for FY 2017-18 is $57,000.
Staff is requesting the City Council to appropriate funds from the General Fund for sidewalk
installation projects.
STAFF RECOMMENDATION
It is recommended that the City Council:
I. Adopt Resolution No. 2017-57,approving the Walnut Grove Avenue Resurfacing Project
from Marshall Avenue to Northerly City limit funded by the Road Repair and
Accountability Act—Senate Rill SB 1.
2. Approve a budget appropriation of $57,000 from the General Fund unassigned fund
balance to meet the MOE requirements.
FISCAL IMPACT
This is an expenditure plan to spend the City's SR 1 Fiscal Year 2017-I8, The City's Ski I fund
projected revenue balance is $1,267,200, of which $318.500 is from the FY 2017-18
distributions and $948,700 is from FY 2018-19 distributions. The total project cost estimate is
approximately$1,100,000.00.

or walk to the bus station,people are dependent upon a safe,reliable local transportation network;
and.
WHEREAS, modernizing the local street and road system provides well- paying
construction jobs and boots local economies;and,
•
WHEREAS, police, fire and emergency vehicles all need safe reliable roads to react
quickly to emergency calls and few minutes of delay can be a matter of life and death;and.
WHEREAS, maintaining and preserving the local street and road system in good
condition will reduce drive times and traffic congestion, improve bicycle safety, and make the
pedestrian experience safer and more appealing which leads to reduce gas emissions helping the
State achieve its air quality and greenhouse gas emissions reductions goals; and,
WHEREAS, restoring roads before they fail also reduces construction time which results
in less Mr pollution from heavy equipment and less water pollution from site nm-off;and,
WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenanceand

roads in California,and from the moment we open our front door to drive to work, bike to school,
or walk to thc bus station, people are dependent upon a safe, reliable local transportation network;
and,
WHEREAS, modernizing the local street and road system provides well- paying
construction jobs and boots local economies; and,
WHEREAS, police, fire and emergency vehicles all need safe reliable roads to react
quickly to emergency calls and few minutes of delay can be a matter of life and death; and,
WHEREAS, maintaining and preserving the local street and road system in good
condition will reduce drive times and traffic congestion, improve bicycle safety, and make the •
pedestrian experience safer and more appealing which leads to reduce gas omissions helping the
Stare achieve its air quality and greenhouse gas emissions reductions goals; and,
WHEREAS, restoring roads before they fail also reduces construction time which results
in less air pollution from heavy equipment and less water pollution from site run-off;and,
WHEREAS, the SB 1 project list and overall investment in our local streets and roads
infrastructure with a focus on basic maintenance and safety, investing in complete streets
infrastructure, and using cutting-edge technology, material and practices, will have significant
positive co-benefits statewide.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
DOES HEREBY RESOLVE,DECLARE,DETERMINE,AND ORDER AS FOLLOWS:
SECTION 1. The City approves the Walnut Grove Avenue Resurfacing Project plarmed to
be funded with Road Maintenance and Rehabilitation Account revenues.
SECTION 2.The City Clerk shall certify to the adoption of this resolution and hereafter
the same shall be in full force and effect.
