TRIPEPI, CITY MANAGER DATE: IF—FRANK February 23, 1999 SUBJECT: SELECTION OF GEOGRAPHIC INFORMATION SYSTEM(GIS) CONSULTANT AND APPROPRIATION OF ADDITIONAL FUNDS The 1998/99 City budget includes $22,800 in the City's Engineering, Planning, and Building Departments to establish a Geographic Information System. Said system would be used among the departments to consolidate the vast amount of property information used in the land development, building plan check, and street improvement process. After interviewing several consultants, the proposal from Bill Matteson of A.C.T./GIS was clearly the most beneficial for the City. The recommended proposal, along with samples of their work is attached for your review and consideration. It has now become apparent that to move the GIS system forward within this fiscal year, an additional $13,000 is necessary to be appropriated from appropriated reserves. D. RECOMMENDATION Staff recommends that the City Council approve the selection of A.C.T./GIS and appropriate $13,000 from appropriated reserves to implement the GIS system. We continue to be interested in assisting you by researching needs, producing a concise implementation plan, integrating Digital Map Products (DMP) data, and providing capabilities compatible with desktop software from ESRI. Through ongoing collective discussions with DMP and ESRI, we are more anxious than ever to creatively meet many of your needs within your constrained budget and get your process started.. Regarding the services to be provided by A.C.T.;we are including here examples of research result matrices and a set of implementation schedules recently produced for the City of Murrieta. Our idea is to provide you with similar summaries along with a brief writeup outlining the needs of the city's GIS program. Regarding the data to be provided by DMP, it is important to remember that they are an authorized distributor of county data and as such,specialize in it's installation along with a suite of related and supportive products. - Regarding the software you already have from ESRI, it is important to recognize that ESRI is the world leader in professional and desktop GIS related software products. They support all levels of government and private industry and have been providing focused GIS solutions for thirty years. Our intent is to insure compatibility with your existing software and to facilitate acquisition of additional compatible software as your needs increase. Regarding training,it is our intent to make sure your staff are independently productive. To do this, one of our ESRI certified instructors will spend one and one half days training the ArcView software. He will then spend one half day with the students in a workshop environment,where they will use your new data with the ArcView software to provide solutions specific to the City of Rosemead. January 27, 1999 Proposal Page 2 In summary,researching and integrating a GIS implementation schedule with Digital Map Product provided data, existing ESRI software, and focused training will in fact install a functional GIS within the City of Rosemead at nominal cost. The staff at A.C.T., ESRI, and DMP are very excited about working with the City of Rosemead to develop a very effective and beneficial GIS. We believe that,once the above tasks are accomplished, supporting city requirements with automated database and mapping capabilities will be more widespread and more efficient, and will help make city personnel more productive. This will promote GIS within the City and generate ongoing support for increased capabilities.
