AUTHORITY TO PAY $2,623 FOR THE CITY OF ROSEMEAD'S
PORTION OF THE COST TO FUND THE LIABILITY TRUST FUND
OVERSIGHT COMMITTEE
As you know SAFER(Self-insurance Authority for Effective Risk Management) was created by
those CCCA cities who contract with the Los Angeles County Sheriffs Department, to allow the
cities to directly administer the Liability Trust Fund. Since it was determined that the initial cost
would be prohibitive, the cities decided that the County of Los Angeles would continue to
administer the Fund. The California Contract Cities Association formed the Liability Trust
Fund Oversight Committee which would contract with the California Joint Powers Insurance
Authority to assist them in the claims oversight process. The attached invoice is for the five
month period from February through June, 1999. The City will receive another invoice in June
for 1999-00. Staff will include this amount in the 1999-00 City Budget.
RECOMMENDATION
It is recommended that the Rosemead City Council authorize the payment, from appropriated
reserves, of$2,623 to the California Joint Powers Insurance Authority.

The Liability Trust Fund oversight process was approved by the city managers at their meeting of
January 25, 1999. The council members who will serve on the Oversight Committee were elected on
February 17, 1999 at the regular meeting of the California Contract Cities Association.
The elected officials on the Liability Trust Fund Oversight Committee are:

The enclosed invoice for Liability Trust Fund oversight is for five months of the current fiscal year,
from February through June, 1999. You will receive an invoice in June for the 1999-00 oversight
share for your city. The 1999-00 amount will not exceed the "Annual LTF Oversight" amount shown
on the spread sheet which accompanies your invoice.
Work has already begun on the oversight process with regard to outstanding claims and oversight
procedures. The details of an excess insurance policy are being worked out for the Liability Trust
Fund Oversight Committee's approval at its first meeting in early March.
