REHABILITATION OF CITY HALL FOUNTAIN
Attached for your consideration is an engineering proposal from Willdan Associates to
provide engineering design services for rehabilitation of the City Hall Fountain.
The existing fountain is in need of renovation and modernization, since the existing
pumping and filtration equipment is inoperative.
The proposed fountain retrofit improvements include new pumping and filtration equipment,
to be located next to the air conditioning equipment in the planter. The project also entails
demolition and replacement of jets, circulation pipes, and tile. An automated control
system for sanitation and water make-up is included.
The total construction cost for this project is estimated to be $105,000. The City Hall
Fountain Rehabilitation project is currently programmed in the Fiscal Year 1998-99 Agency
budget. Construction of the project is anticipated to occur in the Summer of 1999.
The proposed fixed fee for this project is $9,300. The total fee is in conformance with that
portion of the City's agreement with Willdan Associates which pertains to design
engineering services.

RECOMMENDATION
It is recommended that the Rosemead Redevelopment Agency approve the attached
engineering proposal and direct staff to begin the preparation of the necessary plans and
specifications.

Subject: Proposal to Provide Professional Engineering Services for City Hall Fountain
Rehabilitation
Dear Mr. Tripepi:
As requested,we are pleased to be given the opportunity to submit this proposal to provide
engineering design services for rehabilitation of the City Hall Fountain.
The existing fountain is in need of renovation and modernization, since the existing
pumping and filtration equipment is inoperative.
The proposed fountain retrofit improvements include new pumping and filtration equipment,

SCOPE OF SERVICES
We propose to provide the following basic services for the project:
PRELIMINARY DESIGN
1. Perform research at the City of Rosemead for as-built drawings.
2. Obtain locations of existing fountain features.
3. Confer with Agency staff to review, in full detail, the requirements for the project.
Review available information and data assembled by Agency staff.
4. Review compiled data.
5. Develop base drawings.
a. Plot existing survey data.
b. Identify and plot apparent substructures.
c. Conduct field verification of survey data.

6. Prepare preliminary design plans for fountain rehabilitation.
7. Develop cost estimates for construction of the fountain improvements.
8. Submit preliminary plans to all affected agencies for review.
FINAL DESIGN PHASE
1. Based on the Agency's comments and requirements, revise plans.
2. Prepare detailed final plans and attend coordination meetings, as necessary, with
Agency personnel at various times during the design phase to obtain additional
input and review work.
3. Prepare specifications and contract documents to conform to applicable
requirements of the Rosemead Redevelopment Agency.
4. Prepare final project cost estimates.
FEE
Willdan Associates will perform the aforementioned scope of services for a fixed fee of
$9,300.
The current estimated construction cost for the project is $105,000. The design fee is
based on the fee curve schedule from the American Society of Civil Engineers. The total
fee is in conformance with that portion of the City's agreement with Willdan Associates
which pertains to design engineering services.
The cost for testing materials or geotechnical investigation, if necessary, will be provided
through a separate contract with a testing/geotechnical laboratory. Willdan Associates will
assist the Agency in the selection of a testing/geotechnical laboratory and will fully
coordinate the services to be provided.
