MARCH 18, 1999 RE: SELECTION OF CONSULTANT TO ASSIST IN PURCHASE OF REPLACEMENT TELEPHONE SYSTEM Attached for the Redevelopment Agency Boardmembers' review is a proposal letter from Mr. Don Bushor of Corn Consultants discussing his plan to assist in the purchase and installation of a replacement telephone system in City Hall and other City facilities. Mr. Bushor's proposal calls for a three-phased work schedule. The first phase will focus on a "Needs Analysis,"the second phase will be "Procurement" and the third phase will focus on "Implementation." Mr. Bushor proposes to bill the Agency at a rate of$95.00 per hour. The costs, however, will not exceed $4,940 for any phase. It is expected that the purchase of equipment, training and installation of the new telephone system will not exceed $150,000. The total cost, including consultant fees, will not exceed $165,000. The current telephone system was installed at the end of 1986 at a cost of$37,000. Many of the features the current system has are no longer operational. For example, least cost routing is not available as a result of the changes in area codes. Replace phones are expensive to replace or are not available. Traditionally, it is accepted that telephone systems will remain current for approximately ten years. The proposed system will include cabling for rapid data file transfer and E-mail capabilities, should the City and Redevelopment Agency choose to utilize that technology. The proposed system will include a"voice mail"system. However, it is expected that a live operator will continue to answer the telephone at a main switchboard. The difference being that during busy periods, some lines will transfer into an automated answering program, and all calls will transfer automatically into the voice mail system when individuals are not at their desks or are on the telephone when that call arrives. All of this was accomplished within our time frame and under our anticipated budget, thanks to the professional services of COM Consultants . The implementation of our new system began with a real disaster . Two weeks before the scheduled date of our new system cutover, the old system died and GTE reported that they could not repair it. Fortunately, COM Consultants had completed our programming ahead of schedule and the new system was ready to be installed. After a few telephone calls and two emergency meetings, we decided to install the new system two weeks early.
