TELEPHONE SYSTEM
Attached for the Redevelopment Agency Boardmembers' review is a proposal letter from Mr. Don
Bushor of Corn Consultants discussing his plan to assist in the purchase and installation of a
replacement telephone system in City Hall and other City facilities. Mr. Bushor's proposal calls for
a three-phased work schedule. The first phase will focus on a "Needs Analysis,"the second phase
will be "Procurement" and the third phase will focus on "Implementation." Mr. Bushor proposes
to bill the Agency at a rate of$95.00 per hour. The costs, however, will not exceed $4,940 for any
phase. It is expected that the purchase of equipment, training and installation of the new telephone
system will not exceed $150,000. The total cost, including consultant fees, will not exceed
$165,000.
The current telephone system was installed at the end of 1986 at a cost of$37,000. Many of the
features the current system has are no longer operational. For example, least cost routing is not
available as a result of the changes in area codes. Replace phones are expensive to replace or are not
available. Traditionally, it is accepted that telephone systems will remain current for approximately
ten years.
The proposed system will include cabling for rapid data file transfer and E-mail capabilities, should
the City and Redevelopment Agency choose to utilize that technology. The proposed system will
include a"voice mail"system. However, it is expected that a live operator will continue to answer
the telephone at a main switchboard. The difference being that during busy periods, some lines will
transfer into an automated answering program, and all calls will transfer automatically into the voice
mail system when individuals are not at their desks or are on the telephone when that call arrives.

COM Consultarints will gather a complete data base from all available sources. This
process will Include but will not be limited to personal interviews, teleconferencing, file

charts. These major documentation steps are anticipated:
1. A group meeting with the department directors to discuss communication goals,
budgets and Options.
2. Individual meetings with each department or agency director to discuss voice and
data communication needs, concerns and problems.

PROFESSIONAL SERVICES AGREEMENT
COM CONSULTANTS will:
1. Perform all appropriate Management Consulting Services which are displayed in the
attached Proposed Work SChedUle.
2. Perform all of these Management consulting Services within the time-frame outlined
in the attached Proposed Time Schedule.
3. Perform all of these Management Consulting Services within the price schedules
shown below.
CITY OF ROSEMEAD agrees to:
1. Pay $95 per hour for all requested professional services upon receipt of a monthly
Invoice.
2. Phase One professional services for needs analysis will not exceed $4,940.
3. Phase Two professional services for systems procurement will not exceed 54,940.
4. Phase Three professional services for systems implementation will not exceed $4,940.
5. Pay separately for anycomputeranalysis report authorized by the Client.
6. Pay any direct out-of-pocket expenses for telephone or travel as authorized by the
Client.

Well the dust has finally settled, so I thought I would drop you a quick note
thanking you for your outstanding support with the procurement of our new Mitel
SX2000 phone system. Needless to say, in spite of all the hurdles we had to
overcome and the extremely tight time constraint we had to work with, the system
is working very well and the support from Standard Tel is nothing short of
superior. We have had two (2) occurrences where the system has gone down
and both times it was a result of TA failure at GTE.
The reason that I have not written this letter until now is that I wanted to wait five
to six months to make sure that everything was working the way we thought it
would. I never doubted your capabilities, but with the procurement process going
so smoothly, I thought we must have overlooked something. Of all of the
consultants that 1 have had to work with, I really enjoyed working with you, Zoe
and your son, Joe. During the process, not only were you able to educate my
staff, you were also able to educate me! Thanks again, and please do not
hesitate to use me as a reference in the future.

Dear Don:
The City of San Dimas has a new telephone system, a new voice
messaging system and a new call management system. The citizens
can call directly into any City department and speak to a person
who can assist them. All of this was accomplished within our
time frame and under our anticipated budget, thanks to the
professional services of COM Consultants .
The implementation of our new system began with a real
disaster . Two weeks before the scheduled date of our new system
cutover, the old system died and GTE reported that they could
not repair it. Fortunately, COM Consultants had completed our
programming ahead of schedule and the new system was ready to be
installed. After a few telephone calls and two emergency
meetings, we decided to install the new system two weeks early.
The coordination and implementation were handled professionally
and our new system was processing calls the next day.
Thanks for your assistance and direction on this project . Your
advice and attention Lo detail were invaluable when our old
system died and we needed to install the new system
immediately. You may use us as a reference.

The City of Laguna Hills data network is completely installed and our staff has been
trained on the new software, hardware and applications. All City employees can utilize
standard programs and files from any work station in the. City Hall. Service to the
citizens has improved and will continue to improve as more applications become
available.
Data network standards and policy have been documented, and they will be utilized to
manage the network and the users. Future purchases of hardware and software will be
based upon the approved hardware and software standards. This purchasing process will
continue to reduce costs for the City and will direct us in spending available funds
intelligently.
Don, we thank you and Tony Newte for your professional guidance through this long
process. You reviewed our problems, created data network standards and policy, wrote
data network specifications and analyzed the data vendor bids. Your recommendations
assisted us in selecting the correct network software and hardware at a very favorable

Your professional services were instrumental in solving the three major communication problems
in the City of La Puente. Our eight-year old telephone system was obsolete and GTE refused to
continue the service contract. The operator and the department secretaries had a continuous stream
of incoming calls that required hand-written messages. Citizens who called the City Hall could not
be transferred to the City Yard or the Recreation Center.
After analyzing our communication problems,you designed a system that included a digital
processor, a voice mail system, direct-inward dialing and least cost routing of our long distance
calls.
The system is completely installed and the citizens and the city staff are very pleased with the
results. We also appreciate the Communications Standards and Policy Report and the
Comprehensive Programming Report that you provided us. With these tools, we can understand
and manage our new system.

serious communication problems at the City of Hemet. We had
outgrown the old system in both physical capacity and in ability to
provide the quality service we like to provide to the community.
Our telephone operator was extremely busy and we felt the citizens
had to wait too long to have their calls answered and distributed.
After analyzing our communication problems, you designed a system
that included direct-in-dialing and voice messaging. Now calls go
directly to the department or person desired without operator
handling. Citizens can communicate quickly with the person who can
assist them. If that person is not available, the citizen may
choose to leave a personal voice message. The new system is
