RE: 2221 GLADYS AVENUE - HEARING
The subject property consists of a tenant-occupied, two-story duplex and garage conversion. The
property is zoned R-I. A "Please Letter" was mailed to the property owner on August 19, 1998.
On August 26, 1998, the owner came to City Hall to discuss the list of defects. The building
inspector explained the violations and advised the owner of the record search procedure. Inspection
on September21, 1998 revealed no change. The Building Official declared the property substandard
and filed a Declaration of Substandard Property with the Los Angeles County Recorder's office. A
"Thirty Day" certified letter was mailed and posted on the property on September 29, 1998,
requesting abatement of the substandard conditions. A progress inspection was conducted on
October 27, 1998. At that time the inspector gained access to the interior of the lower unit. Several
additional defects were noted and a revised list of defects was compiled. The revised list was mailed
to the property owner. A follow-up inspection on November 30, 1998 revealed no change at the
property. On December 22, 1998, the owner provided the record search results from Los Angeles
County. The report indicated an original permit issued in 1935 to construct a two-story single family
dwelling and a garage. Later that year, another permit was issued for a 210 square foot shed for
"chickens and tools".
Planning Department staff reviewed the case and determined the structure must be converted back
to a single family dwelling. This includes the reconversion of the lower level to a usable two-car
garage, as originally permitted.
Inspections on January 28, and February 23, 1999 revealed no change at the property.
A Notice of Hearing was mailed and posted on the property on March 8, 1999. All interested
parties have been notified.

CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order that all substandard
conditions be removed and/or corrected by May 3, 1999. However, if the required permits are
obtained, and sufficient progress is achieved by May 3, 1999, the abatement date may be extended
to June 1, 1999.

I. Two story single family dwelling has been converted to other than it's intended use. The
lower portion, previously permitted as a garage, has been converted to living space without
proper permits and approvals. Addition located on South side of structure has been altered
without proper permits and approvals. The following substandard conditions exist, in
addition to the aforementioned improper conversions.
A. Hazardous electrical wiring and service panel located in laundry room.
B. Damaged/defective light fixture located on porch area.
C. Outlets in living room are defective.
D. Ceiling in kitchen is water damaged due to apparent leak from upper unit.
E. Unit lacks working smoke detectors.
F. Electrical and plumbing installations have been made without proper permits and
approvals.
G. Appliances stored in front yard area.
Upper portion
2. Interior walls and ceiling are deteriorated in bathroom.
3. Window screens are missing in several locations.
4_ Windows are broken and missing in several locations.
5. Leaking plumbing fixtures in bathroom_
6. Floor coverings are deteriorated throughout.
7. Unit lacks working smoke detectors.
8. Water heater lacks required seismic anchors and t/p piping and vent system does not meet
minimum standards.

9. Exterior stairs are damaged/deteriorated and require repair.
The above information regarding the conversions without proper permits and approvals is a result
of a thorough search of department records as well as information provided by the Los Angeles
County Department of Public Works and the Los Angeles County Assessors Office.
PERMITS ARE REQUIRED for the above repairs and may be obtained at the Building and
Safety Department between the hours of 7:00 a.m.- 11:00 a m., Monday through Thursday and
between 4:00 p.m.- 6:00 p.m., Thursday.

A recent inspection of the property at the above address has found it to be substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list.
Section 9908 of the Codedeclares all such substandard buildings a public nuisance and requires the abatement thereof
by correction, if practical, or demolition of the substandard conditions.
As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed within thirty (30) days after receipt
of this letter. Be advised ilvou are renting this property to others the City may file a Notice of Non-Compliance with
the State Franchise Tax Board. Revenue and Taxation Code, Section 17274 states: "No deduction shall he allowed
for interest. taxes, depreciation, or amortization._with respect to substandard (rental) housing."
