/ CQ�AI APPROVAL OF ENGINEERING PROPOSAL FOR TRAFFIC SIGNAL
lll///���� ��// SYSTEM AND MASTER PLAN STUDY
The Air Quality Management District (AQMD)provides local agencies with an annual
funding allocation to be used for auto emission reduction projects, such as traffic signal
modifications and upgrades that facilitate the flow of traffic. The traffic signal system and
master plan study will provide for a review of all city-owned traffic signals for equipment
upgrades, and timing and coordination improvements.
Recommendation: Approve the engineering proposal and direct staff to begin
preparation of the traffic signal system and master plan study.
CC-B AB 1092 (LOWENTHAL) - TRANSFER OF ALCOHOLIC BEVERAGE
LICENSES
Under existing law, a City has very little formal power to regulate the transfer of existing
liquor licenses. AB 1092 (Lowenthal) would allow the Department of Alcoholic and
Beverage Control to place "reasonable restrictions" on the transfer of existing licenses at
the request of the local entity.
Recommendation: Support AB 1092 (Lowenthal) and authorize th eMayor to send
appropriate correspondence.
/ CC-C REQUEST FOR ADDITIONAL TRAFFIC CONTROLS ON ENCINITA
AVENUE
The Traffic Commission received a request for additional traffic controls from the
Prinicpal of Encinita School. In addition, there have been concerns from the public
regarding the southbound right turn lane on Encinita Avenue to Mission Drive. Based on
staff analysis of the existing conditions, the 24-hour traffic volume count and reported
accident history, there are separate recommendations for the traffic control request.

CC-D AUTHORIZATION FOR THE FINANCE DIRECTOR TO ATTEND THE
INFORMATION DEVELOPMENT CORPORATION USER CONFERENCE -
CHICAGO, ILLINOIS, JUNE 28-30, 1999
This informational conference will cover such topics as financial and management
accounting, accounts payable, payroll, and budget preparation functions.
7 Recommendation: Authorize attendance of the Finance Director
CC-E APPROVAL OF FUND TRANSFER -LOCAL LAW ENFORCEMENT
BLOCK GRANT (LLEBG) PROGRAM
During the past three years, the City has received approximately $140,000 annually
from the Department of Justice Local Law Enforcement Block Grant (LLEBG)
Program to fund various law enforcement programs. Staff is requesting that the City
Council transfer $40,000 from the LLEBG Reserve Fund to the LLEBG Capital
Outlay Fund. The funds will be used to purchase computer equipment and furniture
for the Public Safety Annex at Garvey Park.
Recommendation: Approve the transfer of$40,000 from LLEBG Reserve Fund to
LLEBG Capital Outlay Fund.

V. MATTERS FOR DISCUSSION AND ACTION
A. SCA 1 (O'CONNELL) AND SCA 3 (BURTON) - ALLOWING MAJORITY
VOTER APPROVAL FOR SPECIAL TRANSPORTATION TAXES AND
SCHOOL BOND ISSUES
Current law requires a 2/3 majority voter approval for the institution of additional special
taxes. SCA 1 and SCA 3, if approved, would place initiatives on future statewide ballot
seeking to allow simple majority approval for local transportation taxes and taxes used to
repay local school bond issues.
