The subject property consists of a twelve unit apartment complex located in the C3-D zone. On lune
15, 1998, an inspection was conducted as a result of a referral from the Los Angeles County Health
Department. Exterior defects were noted. Access was gained to unit #2, and a list of defects was
compiled. A"Please Letter"was mailed to the property owner on lune 18, 1998,but was returned.
A second "Please Letter" was mailed to the property management company, Anchor Management.
On August 12, 1998, a plumbing contractor obtained a permit to correct the non-complying water
heater installations. A follow-up inspection on August 25, 1998 revealed very minor progress. The
building inspector left a telephone message for the management company representative. Inspection
on September 14, 1998 showed no further work had been accomplished. No interior access was
gained at that time. Another message was left at Anchor Management
The Building Official declared the property substandard and filed a Declaration of Substandard
Property with the Los Angeles County Recorder's office. A"Thirty Day" certified letter was mailed
and posted on the property on September 16, 1998, requesting abatement of the substandard
conditions. On October 19, 1998, another inspection was attempted. No access was gained. The
building inspector spoke to a neighbor who claimed to be the mother of the tenant in unit #2. The
woman claimed that no repairs had been made.
On November 10, 1998, another referral was received from the Health Department regarding unit#6.
Messages were left at the management company on November 23, and December 15, 1998, however
no response was received. On December 17, 1998, the building inspector gained access to units#2
and #6. At that time, the tenant from unit #1 requested inspection of her unit. The inspection was
conducted, and a revised list of defects was compiled and mailed to Anchor Management. On
February 4, 1999, during a follow-up inspection, the tenants from units #9 and #11 requested
inspections. Another revised list was compiled and sent to the management company. Inspection
on March 9, 1999 revealed no apparent progress- The building inspector spoke to the tenant in unit
#9 who claimed that no attempt had been made to correct the substandard conditions. Several
messages were left at Anchor Management Company, but no return calls were received.

On March 24, 1999, the inspector again visited the property. She spoke with the tenant in unit #9
who claimed that none of the tenants had been contacted by the management company to arrange for
repairs. That same day, the inspector contacted the supervisor at Anchor Management. She
explained the lack of cooperation of the management company staff and faxed him a copy of the list
of defects.
Inspection on April 1, 1999 revealed no visible progress. At that time, the building inspector spoke
with the tenants from units #9 and #11. They informed her that they had not been contacted by the
management company and that it was their intention to relocate due to the unsatisfactory conditions.
A Notice of Hearing was mailed and posted on the property on April 13, 1999. All interested
parties have been notified.
CITY BUILDING OFFICIAL'S RECOMMENDATION:
It is recommended that the Board find the property substandard and order that all substandard
conditions be removed and/or corrected by June I, 1999. However, if the required permits are
obtained, interior access is provided for the remaining units, and sufficient progress is achieved by
June 1, 1999, the abatement date may be extended to July I, 1999.

THEREFORE, NOTICE IS HEREBY GIVEN that on Tuesday, April 27. 1999 at 7:00 p.m., in the

A recent inspection of the property at the above address has found it to he substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list.
Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement thereof
by correction, if practical, or demolition of the substandard conditions.
As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed within thirty (30) days after receipt
of this letter. Be advised ifvou are renting this property to others the City may file a Notice of Non-Compliance with
the State Franchise Tax Board. Revenue and Taxation Code_ Section 17274 states: "No deduction shall be allowed
for interest. taxes. denreciation, or amortization..with respect to substandard (rental) housing."
This notice will be posted on the property. if in your opinion, you disagree or cannot comply with the above findings
or order, you may request a public hearing. The request for hearing must be within thirty (30) days after posting of
this notice on the property, must be in writing, and directed to the City of Rosemead Building Official, 8838 East
Valley Boulevard, Rosemead, California 91770.
