RESOLUTION NO. 99-11 - CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 99-11, for payment of City expenditures. CCAOENDA4-13-99 Page#1 III. LEGISLATIVE (CONT.D) il RESOLUTION NO. 99-12 - A RESOLUTION OF THE CITY COUNCIL MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH RESPECT TO REDEVELOPMENT AGENCY PAYMENT FOR INSTALLATION OF TRAFFIC SIGNALS AT HELLMAN/JACKSON AVENUES AND AT THE ENTRANCE TO THE GARVEY SENIOR HOUSING PROJECT By adopting this resolution, the City Council finds that Redevelopment Agency payment for the project benefits Project Area No. 1. There are no other reasonable means of financing, and that the project will eliminate blighting conditions by providing improved pedestrian and vehicular access along roadways within and adjacent to the project area, thus enhancing the value of abutting properties. Recommendation: Adopt Resolution No. 99-12. EX. RESOLUTION NO. 99-13 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING THE DEVELOPMENT OF A REGIONAL AIRPORT SYSTEM FOR SOUTHERN CALIFORNIA Support development of a regional airport system which is crucial to the future economic vitality and adequacy of aviation service in the high-growth areas of Southern California. The Regional Transportation Plan (RTP) does not recognize this and is focusing growth at an expanded LAX despite exorbitant costs, excessive impact on neighborhoods, and lost opportunities to other parts of the region. Recommendation: Adopt Resolution No. 99-13 t/3. ORDINANCE NO. 792 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD RELATING TO DAYTIME CURFEW REGULATIONS AND AMENDING TITLE 4, CHAPTER 1 OF THE ROSEMEAD MUNICIPAL CODE- ADOPT Ordinance 792 was introduced for a first reading at the Regular Council Meeting of March 23, 1999 and scheduled for a second reading at this meeting. Recommendation: Adopt Ordinance 792 IV. CONSENT CALENDAR- RECOMMENDATION: APPROVAL C-A APPROVAL OF CARNIVAL AGREEMENT FOR THE 1999 4TH OF JULY/CITY ANNIVERSARY AGREEMENT Carnival will operate 3 days as part of the City's 4th of July/Anniversary Celebration. Recommendation: Authorize the execution of the Agreement by the Mayor and approve th $3.00 admission charge for adults on Sunday, July 4, 1999. sc -B AUTHORIZATION TO ATTEND THE ROSEMEAD CHAMBER OF COMMERCE 1999 ANNUAL PLANNING CONFERENCE, APRIL 29-MAY 30, 1999, CARLSBAD This annual conference provides the City with an opportunity to work with the Chamber of Commerce in developing their agenda for 1999-00. Recommendation: Authorize the attendance of any Councilmember, the City Manager and staff designee. CCAGENDA.4-13-99 Page 42 IV. CONSENT CALENDAR(Cont.d) ✓ CC-C AUTHORIZATION TO REJECT CLAIM AGAINST CITY BY ROBERTO GORDON Claimant states his truck was damaged when it bottomed out during a two week period on the sewer/gutter construction project on Valley Boulevard in front of his work place at 9558 Valley Boulevard. Claimant also admitted his pickup had been "lowered" and the underside would contact the construction work zone upon entering and exiting his employer's parking lot. The street project is being done by Damon Construction. Carl Warren has been forwarded all information and recommends rejection of this claim. Carl Warren has tendered this claim to the contractor. Recommendation: Authorize rejection of this claim. CC-D SB 1101 (MURRAY) - TRANSPORTATION: METROPOLITAN TRANSPORTATION AUTHORITY (MTA) AND LOCAL TRANSPORTATION ZONES - OPPOSE The City of Rosemead is participating in a San Gabriel Valley Council of Governments (COG) study to expand the Foothill Transit Zone to take over several local buslines. By requiring the Transit Zone to assume existing MTA collective bargaining agreements upon expansion, SB 1101 (Murray) would make it very difficult and expensive to implement the expansion. In addition, the bill would require that MTA employees absorbed by the Transit Zone be placed in the same bargaining unit as their MTA counterparts, thus giving the MTA de facto power over future employee agreements. Recommendation: Council oppose SB 1101 (Murray) and authorize the Mayor to send /the appropriate correspondence. CC-E ACCEPTANCE OF WORK FOR STREET IMPROVEMENTS ON LORICA STREET -PROJECT NO. 98-05 Street improvements on Lorica Street, from Temple City Boulevard to the east end, have been constructed in conformance with the approved plans and specifications. Recommendation: Accept the project, authorize recordation of the Notice of Completion by the City Clerk, and authorize release of the retention payment 35 days after the date of the Notice of Completion. B 364 (PERATA) - STATE LOCAL TRANSPORTATION PARTNERSHIP " OGRAM Current law mandates that funding for the State-Local Transportation Partnership Program sunsets on July 1, 1999. SB 364 (Perata) is an urgency statue that would extend the sunset for the program until July 1, 2000. Recommendation: Support SB 364 (Perata) and authorize the Mayor to send the appropriate correspondence. CCAGENDA:4-13-99 Page 0 V. MATTERS FOR DISCUSSION AND ACTION A. SB 216 (SOLIS) - SAN GABRIEL RIVER AND MOUNTAINS CONSERVANCY Senator Solis requested the Rosemead City Council to support SB 216, a bill seeking to create the San Gabriel River and Mountains Conservancy. The Conservancy's function would be to create and preserve open space along the San Gabriel River. Staff is recommending that the City Council support this measure with several specific amendments seeking to increase local government presence on the Conservancy's governing board and limiting the Conservancy's power to supersede local controls on properties within city limits. Recommendation: Support SB 216 (Solis)with amendments and authorize the Mayor to send the appropriate correspondence. B. AB 1355 (HAVICE) - EASTERN LOS ANGELES COUNTY RIVERS AND MOUNTAINS CONSERVANCY AB 1355 (Havice) - seeks to create the Eastern Los Angeles County Rivers and Mountains Conservancy. The Conservancy's function would be to create and preserve open space along the Los Angeles and San Gabriel Rivers. Staff is recommending that the City Council support the measure with specific amendments. Recommendation: Support AB 1355 (Havice) with amendments and authorize the Mayor to send the appropriate correspondence. VI. STATUS REPORTS VII. MATTERS FROM OFFICIALS A.
