TRIPEPI, CITY MANAGER Iv DATE: APRIL 7, 1999 RE: SB 1101 (MURRAY)-TRANSPORTATION:METROPOLITAN TRANSPORTATION AUTHORITY (MTA) AND LOCAL TRANSPORTATION ZONES - OPPOSE This item has been placed on the agenda at the request of Councilmember Bruesch. Last January, the Rosemead City Council voted to participate in the San Gabriel Valley Council of Governments (COG) study to expand the Foothill Transit Zone. The study is currently underway, and it appears that there may be some benefit to expanding the Transportation Zone to include several current MTA buslines. However,as the Council may recall, any effort to expand the Zone requires a parallel act by the MTA Board to relinquish the bus lines sought for the Zone expansion. Current law does lay the foundation for such action. Nevertheless, the MTA appears not to be entirely supportive of the current COG efforts. Accordingly, Senator Kevin Murray has introduced SB 1101, which would serve to make the expansion of local transit zones a more difficult undertaking. Specifically, SB 1101 would require Foothill Transit, if it expands,to assume the MTA's current collective bargaining obligations and would place any MTA employees absorbed by Foothill Transit in the same bargaining unit as their MTA counterparts. The latter would require that the MTA approve any labor agreements negotiated by Foothill Transit. A copy of SB 1101 has been attached for the Council's review. The bill is scheduled to be heard next by the Senate Transportation Committee on April 20, 1999. RECOMMENDATION: It is recommended that the City Council oppose SB 1101 (Murray) and authorize the Mayor to send the appropriate correspondence. COUNCn. (1) Existing law authorizes the Los Angeles County Metropolitan Transportation Authority, as the successor entity to the Los Angeles County Transportation Commission, to establish local transportation zones, as defined, only in those areas where the authority determines by a majority vote that the authority or the included municipal operator cannot otherwise provide adequate and responsive local transportation services in a cost-effective manner. Existing law also requires the authority to establish organizational units.
