SUBJECT: ENGINEERING PROPOSAL FOR TRAFFIC SIGNAL
IMPROVEMENTS AT THE INTERSECTION OF HELLMAN/
JACKSON AVENUES AND AT THE ENTRANCE TO THE GARVEY
SENIOR HOUSING PROJECT
Attached for your consideration is an engineering proposal from Wilidan Associates
for engineering design, design survey, utility coordination, construction survey,
contract administration, and construction observation for the installation of two new
traffic signals at the intersection of Hellman Avenue and Jackson Avenue and at the
entrance to the Garvey Senior Housing project.
The traffic signal improvements will include installation of new traffic signals, signal
controllers, new intersection lighting, crosswalks, street name signs, and the
removal of conflicting signs and pavement markings.
The project also includes construction of a separate right-turn on Garvey Avenue
at the entrance of the Garvey Senior Housing as well as installation of handicap
access ramps to comply with the Americans with Disabilities Act.

We have included the traffic signal at the entrance to the Garvey Senior Housing
project for several reasons. First, BVH Architects is in the process of performing the
onsite engineering for the project, and the City needs to perform the design of the
offsite improvements in Garvey Avenue in order that both onsite and offsite
improvements are aligned and coordinated. Secondly, constructing this signal with
the one at Hellman/Jackson Avenues allows for economy of scale thereby providing
a more competitive bid process. Lastly, if the traffic signal is constructed prior to
construction of the buildings and other onsite improvements, construction vehicles
and trucks will have safe ingress and egress onto Garvey Avenue.
The total construction cost for this project is estimated to be $240,000; $140,000 for
the Garvey Senior Housing improvements and $100,000 for the Hellman/Jackson
Avenues traffic signal. The estimated construction contract period is 30 working
days. Construction is anticipated to begin in Fall 1999.
The proposed fees are as follows:
• Design Survey (Fixed Fee) $ 1,500
• Preliminary and Final Design (Fixed Fee) 20,500
• Utility Coordination (Fixed Fee) 3,000
• Construction Survey(Fixed Fee) 1,500
• Contract Administration (Fixed Fee) 3,500
• Construction Observation (Fixed Fee) 16200
Total Proposed Fee $46,200
The total fee, excluding utility coordination, is in conformance with that portion of the
City's agreement with Willdan Associates which pertains to design engineering
services.
The current Fiscal Year 1998-99 Redevelopment Agency budget does not include
funding for the subject project. Therefore, appropriation of unappropriated
Redevelopment Agency reserve funds in the amount of$25,000 ($15,000 for the
Garvey Senior Housing Project and $12,000 for the traffic signal improvements at
the intersection of Hellman Avenue and Jackson Avenue) will be required to cover
the design costs to be incurred during the current fiscal year. The remaining project
costs will be included in the proposed Fiscal Year 1999-2000 Redevelopment
Agency budget.

RECOMMENDATION
It is recommended that the Rosemead Redevelopment Agency:
1. Approve the attached engineering proposal.
2. Appropriate $25,000 ($15,000 for the Garvey Senior Housing Project and
$12,000 for the traffic signal improvements at the intersection of Hellman
Avenue and Jackson Avenue)from unappropriated Redevelopment Agency
reserve funds.
3. Direct staff to begin the preparation of the necessary plans and specifications
for the subject project.

Dear Mr. Tripepi:
Willdan Associates is pleased to submit this proposal for your consideration for the installation of
two new traffic signals at Garvey Avenue and the new entrance to the Garvey Senior Housing, and
at the intersection of Hellman Avenue and Jackson Avenue.
The traffic signal improvements will include installation of new traffic signals, signal controllers, new
intersection safety lighting, crosswalks, street name signs, and the removal of conflicting signs and
pavement markings.

SCOPE OF SERVICES
We propose to provide the following basic services for the project:
Design Survey
1. Perform research at Los Angeles County and the City of Rosemead for survey information.
2. Establish record centerline along the proposed construction zone on Garvey Avenue.
3. Obtain locations of topographic features within construction limits.
4. Obtain cross sections on 25-foot intervals.

Preliminary Design
1. Confer with Agency staff to review, in full detail, the requirements for the project. Review
available information and data assembled by Agency staff.
2. Develop base drawings, including collecting and plotting of field data, and the identification
and plotting of substructures and utilities.
3. Develop street improvement plan to include the right-turn on Garvey Avenue at the Garvey
Senior Housing.
4. Prepare traffic signal plans for the intersection of Garvey Avenue and the new entrance to
the Garvey Senior Housing, and the intersection of Hellman Avenue and Jackson Avenue.
5. Prepare signing and striping plans for each signal.
6. Submit preliminary traffic signal plans to the Rosemead Redevelopment Agency for review
and comments.
7. Develop preliminary project cost estimates.
Final Design Phase
1. Based on comments received form the Rosemead Redevelopment Agency and utility
companies. revise plans.
2. Prepare detailed final plans and attend coordination meetings, as necessary, with Agency
personnel at various times during the design phase to obtain additional input and review
work.
3. Prepare specifications and contract documents to conform to applicable requirements of
the Rosemead Redevelopment Agency.
4. Prepare final project cost estimates.
Utility Coordination
1. Submit copies of plans to all affected utilities and agencies.
2. Coordinate with affected utility companies to provide for any utility relocations to
accommodate new traffic signal pole and foundation installation.
3. Send notification to affected utility companies,other agencies,contractor,and Agency staff,
and attend and coordinate the preconstruction conference.

Construction Survey
1. Tie out centerline intersection monuments in the construction area.
2. Set curb reference C-nails on 25-foot intervals at a uniform offset.
3. Reset centerline intersection monuments and file corner records with Los Angeles County
Surveyor.
Contract Administration
1. Assist the Agency in securing bids and awarding project.
2. Attend preconstruction conference and prepare minutes.
3. Provide contract administration for proper enforcement of the contract plans and
specifications.
4. Provide engineering support, as needed, to make as-built revisions to the original plans.
5. Provide the necessary consulting services required to coordinate the efforts between the
Agency and contractor.
6. Review and approve progress payment requests.
7. Answer inquiries and complaints for the Agency relating to the project.
Construction Observation
1. Provide daily construction observation during the construction period.
2. Provide the necessary weekly, monthly, and final reports as needed_
3. Provide copies of daily construction observation reports on a weekly basis, if requested.
4. Provide necessary coordination with other agencies to provide final inspection of the
project.
5. Perform as-built corrections on original drawings.
6. Provide report to Agency following final inspection stating that the project has been
completed, and provide necessary data for Agency acceptance of the project.

The current estimated construction cost for the total project is $240,000; $140,000 for the
improvements at Garvey Avenue and the Garvey Senior Housing, and $100,000 for the traffic
signal improvements at the intersection of Hellman Avenue and Jackson Avenue. The design fee
is based on the fee curve schedule from the American Society of Civil Engineers. The total fee,
excluding utility coordination, is in conformance with that portion of the City's agreement with
Willdan Associates which pertains to design engineering services. The constructioncontract period
is estimated to be 30 working days. Compensation for weekend inspection and inspection beyond
the allocated working days and hours will be on a time-and-materials basis.
