RE: 3049 DEL MAR AVENUE - HEARING
The subject property consists of a vacant single family dwelling located in the C-3 zone. A"Please
Letter' and a "bulky item" trash notice were mailed to the property owners on October 8, 1998.
Inspection on November 2, 1998 revealed no progress. The Building Official declared the property
substandard and filed a Declaration of Substandard Property with the Los Angeles County
Recorder's office. A "Fifteen Day" certified letter was mailed and posted on the property on
November 16, 1998, requesting abatement of the substandard conditions. Inspection on December
1, 1998 revealed very minor progress. On December 23, 1998, the building inspector noticed work
in progress, although no permits had been obtained. A "Stop Work Notice" was left with the
workers at the site. A copy was also mailed to the property owners, Mr. & Mrs. Hsieh. On
December 28, 1998, Mr. Hsieh obtained a permit to repair the garage. On January 13, 1999,
another"bulky item" trash notice was sent. On January 28, 1999, interior access was gained. The
inspection revealed numerous interior defects. A revised list of defects was compiled and mailed
to the owners. The scope of work in progress exceeded what was covered by the original permit.
The building inspector advised the owners that additional permits were required.
Inspection on February 25, 1999 revealed that the house was vacant, however, no interior access
was gained. A follow-up inspection was conducted on April 12, 1999 with Mr. Hsieh present. It
was noted that a new wall had been installed. A correction notice was left with Mr. Hsieh, who
contends that he is not responsible for what his tenants did without his permission. On May 13,
1999, another follow-up inspection was attempted. No access was gained. The building inspector
left a message for the owners, however no return call was received. To date, the additional permits
have not been obtained and the property owners have not contacted the Building Department to
arrange for any further inspections.
A Notice of Hearing was mailed and posted on the property on June 7, 1999. All interested parties
have been notified.

It is recommended that the Board find the property substandard and order that all substandard
conditions be removed and/or corrected by August 2, 1999. However, if the required permits are
obtained, and sufficient progress is achieved by August 2, 1999, the abatement date may be extended
to September I, 1999.

A recent inspection of the property at the above address has found it to be substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list.
Section 990S of the Code declares all such substandard buildings a public nuisance and requires the abatement thereof
by correction, if practical, or demolition of the substandard conditions.
As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed within fifteen (1=) days after receipt
of this letter Be advised ifvou are renting this property to others the City may file a Notice ofNon-Compliance with
the State Franchise Tax Board. Revenue and Taxation Code. Section 17274 states: "No deduction shall he allowed
