The Contractor for the Garvey Park Pool Re-Piping/Surge Pit Project (4-Con Engineeing)
has encountered several problems after he began his trenching for the new pool pipingsyatem
and excavating for the surge pit.
Two of the items (#3 & #4) were the result of the Health Department mandating that
the change over rate of the pool water be increased from 8 hours to 6 hours. This in tun altered
the original Engineering design. These items as well as the other five (5) are outlined
below and encompass all of Change Order Number 1.
ITEM NO. 1 - REPLACE AND RELOCATE DECK DRAIN LINES $ 4,403.00
This is to replace all of the cast iron deck drain line and piping up to the pool deck drairss This
was originally to be left in place, however, the Contractor encountered several locationswhere
thrust blocks and clean outs for the deck drain line were in the middle of the trench and"Hadto
be removed because it was in the same area where the new pressure lines were to be located.
The cast iron pipe sustained some damage during demolition due to its age and several length of
pipe had rusted through and needed to be replaced.
To resolve this situation, the Contractor offered to rebuild the entire system out of PVC for
$ 8,807.00. After discussions, it was proposed that the cost be split and the City would pay
$ 4,408.00. The advantage to the City is that once we complete the work all the piping under
the concrete deck will be new and we should not sustain any damage/problems in the future.
ITEM NO. 2- REPLACE SUMP PUMP DRAIN LINE $ 1,489.00
The four inch(4") sump pump drain line needs to be re-routed around the surge pit.
When the Contractor began excavating for the surge pit, he found that this
line ran right through it and now needs to be re-routed around it. AGENCY AGENDA

ITEM NO. 3 - NEW 10" POOL RETURN PIPE TO FILTER ROOM $ 4,294.00
The original concept called for our new 10" line to come up to the building and
connect it to the existing eight inch (8")line. However, the Health Department
requirement of increasing the turnover rate of the pool water necessitated replacing
the existing eight inch line.
To accomplish this, the floor of the filter room needs to be removed and a new section
of 10" pipe inserted from where our new system ends and connected to the 10" flange
that leads from our filters, then the concrete floor would be repoured.
ITEM NO. 4 - NEW 8" PUMP SUPPLY LINE TO PUMP PIT $ 2,260.00
Again, the new piping system was to come up to the exterior wall of the sump pit and
be connected to the existing sump pump pipe. The Health Department ruling precludes this.
The solution is that we continue with a new 8" line through the wall and connect it to the
pump itself thereby maintaining a consistent pipe size which will not restrict the flow and
accommodate the new volume of water.
ITEM NO. 5 - REPLACE WATER AND ELECTRICAL LINES $ 6,264.00
The surge pit construction uncovered a number of water and electrical lines that went
right through the surge pit. This item allows for the lines to be re-routed around the
surge pit.
ITEM NO. 6- RELOCATE GAS LINE $ 2,168.00
Similar to item No. 5, the main gas line feed for the pool showers also went through the
new surge pit. The cost is for relocating the gas line around the pit and reconnecting
it with the pools hot water system.
ITEM NO. 7- SLURRY VOID UNDER THE EXISTING DECK $ 2,252.00
When the leak under the deck at the deep end of the pool was discovered
(September, 1998), the concrete deck in the area was removed and the broken line
was repaired.
The leak however had washed away a large quantity of dirt under the deck. The proposal
is to slurry the area under deck in order to get material and proper compaction
under the slab that was washed out a year ago.
TOTAL CHANGE ORDER $ 23,130.00
On Wednesday, May 26, 1999, the Contractor, myself and our Engineer, Ron Bravo from
Rowley International, walked the project to review the seven (7) preceding items.
Based on our review, we would recommend the inclusion of these items into the project.
At this juncture, the project is within the budgeted amount of$ 250,000.00, which
would include the amount of Change Order No. 1 (see Exhibit"A").
RECOMMENDATION:
It is recommended that the Rosemead Redevelopment Agency approve Change Order No. I
in the amount of$ 23,130.00.
