SEVENTH ANNUAL LEADERSHIP SUMMIT OF LOCAL ELECTED
OFFICIALS, AUGUST 15-17, 1999, WELCHES, OREGON
Attached for your consideration is information regarding the aforementioned conference. The
theme of the conference is Reflecting on the Past, Envisioning the Future: Facing new Challenges
in Governance. There are sessions on: Strengthening Council Effectiveness, Citizen Involvement,
Developing a Community Vision, Public Speaking and Media Relations, and Using Technology
as a Leadership Tool.
RECOMMENDATION
It is recommended that the City Council recommend the attendance of any Councilmember, City
Manager or staff designee.

Participation in the Certificate of Achievement in Leadership Program allows local elected officials to organize their professional development arou
critical skills necessary for effective leadership. The Program is built around five core leadership competencies:

The Certificate of Achievement in Leadership Program will offer three levels of achievement,each accompanied by its own form of recognition. Credits
can be earned by participating in a variety of training and development activities offered by the National League of Cities'LeadershipTraining Institute.

enroll in the Program Participants in the Program are responsible for costs of individual trainingactivities included in the Program.Summit participa
