RE: APPROVAL OF FIRST ADDENDUM TO 1999 ENGINEERING AND TRAFFIC
SURVEY- VALLEY BOULEVARD
Last January, the City Council adopted the"Citywide Engineering and Traffic Survey." The survey
included 36 street segments within the City. However, because of the Valley Boulevard
reconstruction project,three streets- Valley Boulevard,Mission Drive and De Adalena Street-were
not surveyed at that time. Upon completion of construction on the street, staff began surveying
Valley Boulevard in mid-July, thus allowing traffic to return to `normal"pre-construction patterns.
Mission Drive and De Adalena Street, will be surveyed next month to take into account normal
school traffic on those streets.
The recent survey indicates that "85th percentile" speeds on Valley Boulevard did not exceed 37
miles per hour. Accordingly, staff is recommending that the City Council approve the survey and
retain the current 35 mph speed limit on Valley Boulevard.
RECOMMENDATION:
It is recommended that the City Council approve the Valley Boulevard addendum to the "1999
Engineering and Traffic Survey."

Dear Mr. Tripepi:
Enclosed are the findings of the engineering and traffic surveys for Valley Boulevard.
These surveys are to be included as an addendum to the Engineering and Traffic
Survey passed by the City Council on January 26, 1999. A summary of the findings,
based on the enclosed engineering and traffic survey data sheets, is as follows:
Valley Boulevard:
• Charlotte Avenue to Rosemead Boulevard
85° percentile speed — 36 mph
3-year accident history (number of accidents) —43
Calculated Accident Rate (accidents/million vehicle miles) — 1.46
Average Accident Rate (accidents/million vehicle miles) — 1.55
• Rosemead Boulevard to Strang Avenue
85" percentile speed — 37 mph
3-year accident history (number of accidents) — 35
Calculated Accident Rate (accidents/million vehicle miles) — 1.59
Average Accident Rate (accidents/million vehicle miles) — 1.55
Based on the above findings and highway characteristics not readily apparent, it is
recommended the existing speed limit of 35 mph be retained on Valley Boulevard.
This addendum was conducted in accordance with applicable provisions of the
California Vehicle Code (CVC), following procedures outlined in the California
Department of Transportation (Caltrans) Traffic Manual. The addendum is

intended to satisfy the requirements of Section 40802(b) of the CVC to enable
the continued use of radar for traffic speed enforcement.
