MORATORIUM ON MORTUARIES/FUNERAL HOMES
A.I. ORDINANCE NO. 799—AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD EXTENDING ORDINANCE NO. 790 WHICH
IMPOSED A MORATORIUM ON THE ISSUANCE OF ANY PERMITS OR
ENTITLEMENTS FOR MORTUARY AND OR FUNERAL CHAPEL USES
DECLARING THE URGENCY THEREOF — ADOPT
Ordinance 790 was an emergency ordinance placing a 45-day, then 10 month, 15-day
moratorium on any new mortuaries or funeral chapels. Ordinance 799 will extend the
existing moratorium another 12 months
Recommendation: Adopt Urgency Ordinance 799.

LOCATED AT 1717 WALNUT GROVE AVENUE (APN:5279-927-010)
The Planning Commission recommends approval to allow ABS Computer Tech., Inc. to
occupy former Chicago Title building at 1717 Walnut Grove Avenue for administrative
offices as well as computer assembly.
Recommendation: Introduce Ordinance No. 800 on first reading and schedule the item
for a second reading at the meeting of November 23, 1999.

Recommendation: Adopt Resolution No. 99-42, for payment of City expenditures.

MAKING CERTAIN FINDINGS AND DETERMINATIONS WITH RESPECT
TO REDEVELOPMENT AGENCY PAYMENT FOR WALNUT GROVE
AVENUE BRIDGE RETROFIT AT ALHAMBRA WASH
By adopting this Resolution, the Council finds that the Agency payment for the project
benefits Project Area No. 1, there are no other reasonable means of financing, and that
the project will eliminate blighting conditions by providing sound structural facilities
along roadways within and adjacent to the project area, thus enhancing the value of
abutting properties. /

This conference will include such topics as the new election law updates, The Future of�y
Elections, Mail Ballot Elections, changes in FPPC regulations and Violence in the
Workplace.
Reco mendation: Approval of attendance by the City Clerk.
AUTHORIZATION TO REJECT CLAIM AGAINST CITY FROM MARCELA
QUINTERO
Claimant alleges that she fell into an uncovered trench at the side of her home and broke
her left wrist. The City's claims adjuster recommends rejection of her claim.
Recommendation: Rejection of claim.

CC-C QUEST FIC CONTROLS N OL1ZEY STREET.
This is a request by a resident for stop controls on Olney Street due to concerns with
speeding. This resident first approached the Traffic Commission with the same request in
1996. Based on data from a reported accident history and traffic pedestrian volume of the
intersection, the analysis dictates that a multi-way STOP control is not justified.
Therefore, staff recommended that Olney Street be placed on the City's list for the use of
the radar trailer. At the October 70' meeting, further discussion led to an amendment of
the recommendation to include the installation of rumble strips on Olney Street. The
• Traffic Commission voted 3-0 to approve this amended recommendation.
Recommendation: Approval of the installation of rumble strips.
TQC-D APPROVAL OF SPECIFICATIONS AND AUTHORIZATION TO SEEK BIDS
FOR CURB HOUSE NUMBERING(FY 1999-2000)
This project provides for the painting of curb house numbering throughout the City.
Recommendation: Approve the specifications and authorize advertisement for bids by
the City Clerk.
C(L ' ACCEPTANCE OF PARCEL MAP 25268 —3249 IVAR AVENUE
This subdivision was considered by the Planning Commission on January 18, 1999.
One foot of dedication was required to be granted on the map for street and sidewalk
purposes. All other conditions of approval have been met and the map is ready for City
Council's approval.
Recommendation: Approve Parcel Map No. 25268; accept the street dedication; and
direct the City Clerk to arrange for the recordation of the map.
CC-F AUTHORIZATION FOR S.TAR. DEPUTIES TO ATTEND CALIFORNIA
NARCOTICS OFFICERS ASSOCIATION TRAINING INSTITUTE,
NOVEMBER 13-16, 1999, SACRAMENTO
This Institute will have workshops on child abuse, new laws on the use and sale of drugs
around schools, gangs, new drugs and current trends, such as rave parties. This training
will enhance the current programs these deputies present to the Rosemead schools.

The State Office of Planning and Research (OPR) requires the element to be

The City's auditor requires that the City Council approve, on an annual basis, the City's
Investment Policy.
Recommendation: Approve the attached policy.
