RE: ENGINEERING PROPOSAL FOR THE WALNUT GROVE BRIDGE
RETROFIT AT ALHAMBRA WASH
Attached for your consideration is an engineering proposal from Willdan Associates for
engineering design, utility coordination, contract administration, and construction
observation for the Walnut Grove Bridge Retrofit at Alhambra Wash.
The Walnut Grove Bridge at Alhambra Wash was originally constructed (26 feet wide) by
the Corp of Engineers in 1937 and later was widened to 55 feet in 1940s. The widening
construction left two longitudinal joints in the bridge deck along the travel ways. These
joints have become severely deteriorated to the point that it has created a hazardous
driving condition for the motorists. Therefor, repairs to the deck joints are recommended
by removing portion of the concrete deck and implementing a closure pour to eliminate the
open joints.
The total construction cost for the project is estimated to be $53,000. The proposed project
is currently programmed in the fiscal year 1999-00 Redevelopment Agency budget.
Construction of the project is anticipated to occur in the Spring of 2000.

The proposed fees are as follows:
•Preliminary and Final Design $5,250
•Utility Coordination 1,500
•Contract Administration 1,290
•Construction Observation 3 000
Total Proposed Fixed Fee $11,040
The total fee, excluding utility coordination, is in conformance with that portion of the City's
agreement with Willdan that pertains to design engineering services.
RECOMMENDATION
It is recommended that the Rosemead Redevelopment Agency approve the attached
engineering proposal and direct staff to begin the preparation of the necessary plans and
specifications.

Dear Mr. Tripepi:
- As requested, Willdan Associates is pleased to be given the opportunity to submit this
proposal for the above-referenced services.
The Walnut Grove Bridge at Alhambra Wash was originally constructed (26 feet wide) by
the Corp of Engineers in 1937 and later was widened to 55 feet in the 1940's. The
• widening construction has left two longitudinal joints in the bridge deck along the travel
ways. These joints have become severely deteriorated, to the point that it has created a
hazardous driving condition for the motorists.
Willdan will conduct a structural analysis of the bridge and/or its components as affected
by the repair of the longitudinal joints and the abutment cracks. This analysis will lead us
to the most economical yet sound design and repair method. Conceptually,we believe the
feasible solution to repair the deck joint is to remove a portion of the concrete and
implement a closure pour to eliminate the open joints. Appropriate details have to be
carefully furnished in order to ensure the integrity of the closure pour slab. Evaluation of
the impact of retrofit construction to the Alhambra Wash will be conducted and will include
code compliance for such issues as containment of waste or hazardous materials to the
Wash.

SCOPE OF SERVICES
We propose to provide the following basic services for the project:
Preliminary and Final Design
FIELD INVESTIGATION
1. Conduct a thorough field investigation for the deck joint and other damages.
2. Assess the general conditions of the existing structure, the longitudinal joints, and
the abutments.
3. Document all the deterioration and damages associated with the joints and
abutments. The information obtained in this investigation will be used as the basis
for the subsequent evaluations.
DATA AND CODE RESEARCH
Collect and review any data pertaining to the project provided by the LACDPW and other
involved parties to extract any valuable information to support the engineering.
PLANS AND SPECIFICATIONS
1. Prepare plans with a site plan showing the work requirements, sections, and details
for all retrofitted areas, and plans for traffic control and construction staging.
2. Attend coordination meetings, as necessary, with the Agency personnel at various
times during the design phase to obtain additional input and review work.
3. Obtain permits required for the retrofit construction.
4. Prepare specifications and contract documents to conform to applicable
requirements of the Rosemead Redevelopment Agency.
5. Prepare final project cost estimates.
Utility Coordination
1. Submit copies of plans to all affected utilities and agencies.
2. Coordinate with affected utility companies to provide for any proposed utility
improvements prior to bridge retrofitting.

3. Send notification to affected utility companies, other agencies, contractor and
Agency staff, and attend and coordinate the preconstruction conference.
Contract Administration
1. Provide the Agency with 20 sets of final plans and specifications for bidding.
2. Assist the Agency in securing bids and awarding project.
3. Attend preconstruction conference and prepare minutes.
4. Provide contract administration for proper enforcement of the contract plans and
specifications.
5. Provide engineering support, as needed.
6. Provide the necessary consulting services required to coordinate the efforts
between the Agency and contractor.
7. Review and recommend approval of progress payment requests.
8. Answer inquiries and complaints for the Agency relating to the project.
Construction Observation
1. Provide daily construction observation during the construction period.
2. Provide the necessary weekly, monthly, and final reports.
3. Provide copies of daily construction observation reports on a weekly basis.
4. Provide necessary coordination with other agencies toprovide final inspection ofthe
project.
5. Provide report to Agency following final inspection stating that the project has been
completed, and provide necessary data for Agency acceptance of the project.

Associates which pertains to design engineering services. The construction contract
period is estimated to be 20-working days. Compensation for weekend inspection and
inspection beyond the allocated working days and hours of the construction contract will
be on time-and-materials basis.
