Minutes of June 27, 1968

An adjourned regular meeting of the City Council of the
City of Rosemead was held in the City Hall, 8838 Valley
Boulevard. The meeting was called to order by Mayor
Whiddon at 7:30 o'clock p.m.
Mayor Whiddon ordered formalities dispensed with.
• ROLL CALL
Present: Councilmen: Andersen, Maude, Pike, Taylor,
Whiddon.
Absent: Councilmen: None.
Ex officio: Armstrong, Farrell, Street.
City Administrator Farrell advised the Council that he
had reached a tentative aggreement with the San Gabriel
Gospel Temple for right-of-way for San Gabriel Boulevard.
Following discussion, the tentative agreement was
approved with exception of the future acquisition of
the remainder of the State surplus property.
City Administrator Farrell advised the Council that
street sweeping bids had been received. Low bidder
was San Gabriel Valley Maintenance & Sweeper Co.
Base Bid $14,362.60.
Following discussion, it was moved by Councilman Maude,
second by Councilman Taylor, and unanimously carried,
that the contract be awarded to San Gabriel Valley
Maintenance Sweeper Co. for the base bid and alternate
B. (Sweeping and cleaning of sidewalks and gutters
every 3 days.)
City Administrator Farrell advised the Council that
various means of hook up for Christmas lights had been
• investigated and he would recommend the installation
of junction boxes on the lighting standards 10 feet
above ground level. Connection to be made directly from
garden flood lighting with twist lock boxes and individual
circuit breakers on each pole. Cost would be $3,670.
It was moved by Councilman Taylor, second by Councilman
Andersen, and carried, that the Council approve the
installation of junction boxes on the lighting standards
as proposed.
Councilman Maude abstained from voting.
BUDGET STUDY
Page 18 - Street and Bridge Maintenance
It was moved by Councilman Pike, second by Councilman
Andersen, and unanimously carried, that this account
be approved as proposed.
Page 19 - Traffic Signals
It was moved by Councilman Andersen, second by Councilman
Taylor, and unanimously carried, that this account be
approved as proposed.

Council indicated the signal at Temple City Boulevard
and Loftus Avenue should be installed as'soon as possible.
Page 20 - Maintenance of Street Trees and Parkways.
It was moved by Councilman Maude, second by Councilman
• Andersen, and unanimously carried, that this account
be approved as proposed and outside bids be obtained
for next fiscal year.
Page 21 - Street Lighting
It was moved by Councilman Andersen, second by Councilman
Whiddon, and unanimously carried, that this account be
approved with the park lighting charged to the district
if possible.
Page 22 - Health Services
It was moved by Councilman Pike, second by Councilman
Maude, and,unanimously carried, that this account be
approved as proposed.
It was moved by Councilman.Maude, second by Councilman
Taylor, and unanimously carried, that the ambulance
bills be turned over to a collection agency.
Page 23 - Recreation and Park Administration
It was moved by Councilman Maude, second by Councilman
Pike, and unanimously carried, that .86 Special Equipment
be changed from $930, to $750. and this account be
approved.
Page 24 - Recreation and Park Division
Following discussion, it was moved by Councilman Taylor,
second by Councilman Maude, and unanimously carried, that
• .01 Park Maintenance Man (new) be changed from $16,216.
to $5,520. for 1 new man only and this account be
approved.
Page 25 - Recreation and Parks Recreation Division
It was moved by Councilman Maude, second by Councilman
Andersen, and unanimously carried, that .05 be changed
from $46,069. to $40,000. and this account be approved.
Page 26 - Recreation and Parks Aquatic Division
J It was moved by Councilman Maude, second by Councilman
Taylor, and unanimously carried, that .23 Building
Maintenance and Repair be changed from $6,940. to
$1,940. and this account be approved.

Conference and Seminar Schedule
City Council

Council indicated they are free to attend the conferences
of their choice.
City Administrator
It was moved by Councilman Maude, second by Councilman
Andersen, and unanimously carried, that either the City
Administrator or the Administrative Assistant may attend
the League of California Cities, both may attend the
California Contract Cities with the Assistant going
Friday night, and the City Administrator may attend the
League Manager's Conference (Spring - Monterey).
City Clerk or Deputy
It was moved by Councilman Maude,
Whiddon, and unanimously carried,
or Deputy may attend the League of
and City Clerk's Institute.
City Treasurer

California Cities
It was moved by Councilman Maude, second by Councilman
Taylor, and unanimously carried, that the City Treasurer
may attend the League of California Cities, California
Contract Cities, and Municipal Treasurer's Institute.
Planning Commission
it was moved by Councilman Maude, second by Councilman
Taylor, and unanimously carried, that the Planning
Commission may attend the League of California Cities (5)
and the California Contract Cities (5).
Planning Director
• It was moved by Councilman Maude, second by Councilman
Pike, and unanimously carried, that the Planning Director
may attend State Planning meeting in the State of Calif-
ornia.
Traffic Commission
It was moved by Councilman Pike, second by Mayor Whiddon,
and unanimously carried, that the Traffic Commission may
attend the League of California Cities (5) and California
Contract Cities (5).
Traffic Engineer
It was moved by Councilman Maude, Second by Mayor
Whiddon, that these specific expenditures be approved
for the Traffic Engineer. California Contract Cities,
• $50.00; ITE Trip (July-Phoenix), $50.00; and Streets
and Highway Conference, $25.00.
Recreation and Park Board
It was moved by Councilman Taylor, second by Councilman
Andersen, that a designate appointed by the Board may
attend the CPRS Annual Conference (San Francisco).

RECREATION AND PARK DEPARTMENT
Director

It was moved by Councilman Maude, second by Mayor Whiddon,
that the Recreation and Park Director may attend the
CPRS Annual Conference (San Francisco).
is Park Supervisor and Recreation Supervisor
It was moved by Councilman Maude, second by Councilman
Andersen, that the Park Supervisor and Recreation
Supervisor be alloted 1 working day, $75.00 limit per
person for CPRS Annual Conference; they may take
compensatory time for additional days at their own
expense.
City Clerk Armstrong and Administrative Assistant Street
were excused at 11:00 o'clock D.m.
It was moved by Councilman Maude, second by Councilman
Taylor, and unanimously carried, that all employees be
given a 5% salary increase, except the City Administrator
to receive $1,000.
• It was moved by Councilman Maude, second by Councilman
Andersen, and unanimously carried, that the budget be
approved as amended.
There being no further business to come before the
Council, Mayor Whiddon declared the meeting adjourned.
