CITY COUNCIL
Minutes of May 22, 1968
A special meeting of the City Council of the City of
Rosemead was held in the Council Chambers, 8838 Valley
Boulevard. The meeting was called to order by Mayor
Whiddon at 12:05 o'clock p.m.

Mayor Whiddon advised the Council that formalities would
be dispensed with. This meeting was called for the
purpose of discussing and formulating plans with respect
to the forthcoming City Selection Committee election.
Following discussion the Council concurred on a four
point program:
1. The Council favors a rapid transit system
2. The best possible system
3. Construct the backbone first
4. A new concept.
The system should serve all of the prople who are paying
for it to the best possible degree making the best use
of the least amount of tax money.
The backbone should be constructed first and not attempt
to construct a completed system all at once.
The program should be economically sound. Financing may
be necessary at first but the system should be self
supporting out of the fare box revenue.
A new concept does not mean a "rehash" of an outdated
system that was a proven failure.
Private enterprise should be given every consideration
and any bond elections must be at the same percentage
as all bond issues.

It was moved by Councilman Maude, second by Councilman
Taylor, that the Council adopt this four point platform.
1. The Council favors a rapid transit system

3. Construct the backbone first
4. A new concept.
Roll call vote as follows:
AYES: Councilmen: Maude, Pike, Taylor, Whiddon.
NOES: Councilmen: None.
ABSENT: Councilmen: Andersen.
Councilman Maude requested that Councilman Andersen be
polled regarding this matter and his opinion reflected
• in the minutes. Councilman Andersen indicated he concurred
with the action of the Council.
It was moved by Councilman Maude, second by Mayor Whiddon,
and unanimously carried, that the meeting adjourn. Meeting
adjourned at 12:47 o'clock p.m.

the City of Rosemead at 12:05 o'clock p.m, in the City
Hall at 8838 Valley Boulevard on Wednesday, May 22, 1968
to transact the following business.:
