SUBJECT: RECEIPT AND AWARD OF BIDS FOR THE ROSEMEAD
RESIDENTIAL REHABILITATION PROGRAM,
DEFERRED LOAN-3856 BROOKLINE STREET
On June 9, 1998, staff authorized the owner of 3856 Brookline Street to obtain bids for a
project under the Community Development Block Grant (CDBG) Deferred Loan Program.
At a pre-bid meeting, bid packages were given to general contractors who attended a
contractor's meeting. These bid packages requested line-item bids for the work to be
completed on the project, and a total for the entire rehabilitation package.
Work to be completed includes the correction of code violations, such as replacement of
11 roof due to fire damage, repair of fire damaged walls and rafters on interior, kitchen, dining
room and bedroom repair and repair to front porch steps that have deteriorated.
III Each contractor met with the homeowner during the on-site walk-through of the property
prior to submitting a bid. Each contractor explained his procedures and techniques to the
homeowner during that process. Staff requested potential bidders to do this in order to
ease any concerns the homeowner might have about the project.
The bid due-date was June 25, 1998. Three bids were received and staff proceeded to
check each bid.

A spread sheet was set up and was reviewed by staff and each homeowner was then
given the opportunity for further review.
In accordance with the City's approved Rehabilitation Guidelines, the property owner has
the ability to select the contractor of choice as long as the bid is within 15% of the average
bid or in-house estimate. The homeowner selected Nick's Remodeling. Nick's Remodeling
submitted a bid in the amount of$48,775.00. In addition to this bid, a contingency amount
for unforeseen items and circumstances has been added. The contingency seeks to
address items that may be brought to light during the course of construction.
The Bid results are as follows:
Nick's Remodeling $48,775.00
Jay-Ar Construction $59,814.00
Terrones Construction $60,300.00
Average Bid $56,296.33
Because of the extensive nature of repairs due to fire damage, staff recommends that the
City Council waive the $35,000.00 loan limit in order to rehabilitate this single family
residential property.
RECOMMENDATION
1. Accept and award contract to Nick's Remodeling, owner selected bidder for this loan
program in an amount not to exceed $53,625.50.
2. Authorize staff to initiate contract with owners and contractor.
