The meeting was called to order by Mayor Andersen at 8:04 o'clock p.m. 9 1. CALL TO ORDER The Pledge of Allegiance was led by City Administrator Farrell. The Invocation was delivered by City Treasurer Foutz. 2. ROLL CALL Present: Councilmen: Andersen, Jackman, Lowrey, Maude, Whiddon. Absent: Councilmen: None. Ex officio: Armstrong, Farrell, Foutz, Hersh, Street, Watson. • 3. APPROVAL OF MINUTES: MARCH 26, 1968 - REGULAR MEETING. APRIL 9, 1968 - REGULAR MEETING. It was moved by Councilman Jackman, second by Councilman Lowrey, and unanimously carried, that the minutes of March 26, 1968 and April 9, 1968 be approved as printed. 4. REPORT OF CANVASS OF ELECTION. CITY CLERIC. City Clerk Armstrong presented the Canvass of Election and then presented the results of the recount ordered by Resolution No. 63-33. 5. RESOLUTION NO. 63-34. DECLARING RESULTS OF ELECTION. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF ROSEMEAD ON THE 9TH DAY OF APRIL, 1968, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. Attorney Watson presented this resolution by title only. It was moved by Councilman Maude, second by Councilman Whiddon, and unanimously carried, that Resolution No. 63-34 be adopted. • CITY CLERK'S STATEMENT OF ELECTION RESULTS: That in accordance with the provisions of Sections 22932 and 22933 of the Elections Code of the State of California, the results of said election are hereby declared to be as follows: a. ADMINISTRATION OF OATH TO NEWLY ELECTED COUNCILMEN. CITY CLERK. -7- C • CC 4-16-68 Mayor Andersen requested Councilmen-elect Kenneth Pike and Paul Taylor to join him at the Council table. The Oath of Office was administered by City Clerk Armstrong. 7. DELIVERY OF CERTIFICATES OF ELECTION. CITY CLERK City Clerk Armstrong presented Certificates of Election to the newly elected Councilmen. • G. PUBLIC STATEMENTS OUTGOING COUNCILMEN, Councilman Jackman and Councilman Lowrey expressed their appreciation for the privilege of having served on the Council, C. SEATING OF NEWLY ELECTED COUNCILMEN, Councilmen Pike and Taylor assumed their seats at the Council table. Councilman Taylor expressed his thanks to the citizens who elected him and pledged his best efforts to fulfill the obligations of the office. Councilman Pike likened his election to a mystery story with a surprise ending and expressed his expectations that the next four years would be a rewarding experience. 1:0. ELECTION OF MAYOR. Mayor Andersen relinquished the gavel to City Clerk Armstrong. City Clerk Armstrong declared nominations open for the office of Mayor. Councilman Pike nominated Councilman Whiddon for the office of Mayor. • It was moved by Councilman Andersen, second by Councilman Maude, and carried, that nominations be closed and the Clerk instructed to cast a unanimous ballot for Councilman Whiddon for the office of Mayor. Councilman Whiddon abstained from voting. 11. ELECTION OF MAYOR PRO TEM. Mayor Whiddon declared nominations open for the office of Mayor pro tem. Councilman Taylor nominated Councilman Maude for the office of Mayor pro tem. It was moved by Councilman Andersen, second by Councilman Pike, and carried, that the nominations be closed and the • Clerk instructed to cast a unanimous ballot for Councilman Maude for the office of Mayor pro tem. MORATORIUM ON MOTELS. Mayor Whiddon requested anyone wishing to be heard to please stand and be sworn. No one responded. Mayor Whiddon declared the public hearing open at 8,CS2 o'clock p.m.. Following discussion, this report was referred back to the hearing officer for revision of the recommendations to include patroling of the parking lot, - 10 - cc 16-63 20, RECREATION AND POOL FEE SCHEDULE REVIEW, Park and Recreation Director Laudenslayer presented this recommendation of the Park and Recreation Board of Directors for revision of fee schedules. It was moved by Councilman Maude, second by Councilman Andersen, that this revised fee schedule be approved as recommended. AUTHORIZATION TO ADVERTISE FOR BIDS FOR REMAINDER OF CITY HALL LANDSCAPING. City Administrator Farrell advised the Council that action on this matter would not be necessary. COMMISSION RECOMMENDATIONS 27. None. COMMUNICATIONS 20. A. Paul S. Taylor. (Not on agenda) City Clerk Armstrong presented this letter of resignation from the Planning Commission. It was moved by Councilman Andersen, second by Councilman Maude, and carried that this resignation be accepted and a plaque prepared. 29. ORAL COMMUNICATIONS FROM THE AUDIENCE, None. 30. MATTERS FROM CITY OFFICIALS, A. Councilman Andersen suggested that the voting device be used only when a roll call vote is required. B. Attorney Watson presented a memorandum agreement for the City, Architect and Builder requesting filing of completion for the building. Following discussion, the Council concurred they would tour the City Hall on Monday, April 22, 1968 so action can be taken at the next meeting. C.
