City Council Meeting Minutes Recommendation: That the City Council approve the minutes from the regular meeting on February 13, 2018, the regular meeting on February 27, 2018, and the special meeting on March 9, 2018. C. City Wide Striping Project — Project No. 25001 Contract Award As part of the City's Fiscal Year 2017-2018 Capital Improvement Program, the City Council approved a program entitled "City Wide Striping Project", which consists of restriping various arterial streets throughout the City. Staff has completed the bidding process and is requesting that the City Council award this project to the lowest responsive bidder. Recommendation: It is recommended that the City Council take the following actions: 1. Approve the plans and specifications for the City Wide Striping Project. 2. Authorize the City Manager to enter into a contract with J & S Striping Co, Inc. for the City Wide Striping Project in the amount of $50,108.50 and authorize a contingency in the amount of $5,000 (approximately 10%) to cover the cost of any unforeseen constructions expenses. D. Sidewalk Installation Project — Klingerman Street from La Presa Avenue to Pali ay Avenue (Project No. 21006) — Contract Award On October 24, 2017, the City Council approved a budget appropriation of $57,000 for sidewalk repairs from the General Fund unassigned fund balance to meet the "Maintenance of Effort" (MOE) requirement as part of the City's match under Senate Bill (SB) 1, known as the Road Repair and Accountability Act of 2017 4 City Council, the Successor Agency to the Rosemead Community Development Commission, and the Housing Development Corporation Special & Joint Meeting Agenda March 27, 2018 (RMRA). It is staffs intent to use these funds towards the "Sidewalk Installation Project — Klingerman Street from La Presa Avenue to Paljay Avenue", which consists of installing a sidewalk on the north side of the street, parkway trees, and appurtenances that are in compliance with the American with Disabilities Act (ADA) guidelines. Staff has completed the bidding process and is requesting that the City Council award this project to the lowest responsive bidder. Recommendation: It is recommended that the City Council take the following actions: 1. Approve the plans and specifications for the Sidewalk Installation Project (Klingerman Street from La Presa Avenue to Paljay Avenue) — Project No. 24006. 2. Authorize the City Manager to enter into a contract with CEM Construction for the Sidewalk Installation Project - Klingerman Street from La Presa Avenue to Paljay Avenue (Project No. 24006) in the amount of $49,905, and authorize a contingency in the amount of $5,000 (approximately 10%) to cover the cost of unforeseen construction expenses. E. Approval of Human Resources Consultant Ca1PERS requires a Resolution to hire a retired PERS annuitant. Therefore, the City Council must approve the Resolution to authorize the City Manager to appoint a qualified individual to the position of Interim Human Resources Manager during the period of recruitment and training of the permanent full time position. Recommendation: Staff recommends that Council approve Contract, entitled, "Employment Agreement for the Position of Interim Human Resources Manager" and appoint Andrea Cutler to the temporary position of Interim Human Resources Manager effective April 2, 2018 in accordance with Government Code 21221(h) and the terms of the Agreement. F. Measure H Homeless Services — Planning Grant In 2017, Los Angeles County voters approved Measure H, a quarter -cent sales tax that was intended to fund homeless services in the County of Los Angeles. The County of Los Angeles Board of Supervisors allocated $2,000,000 in onetime funding to allow for the creation of a Homeless Services - City Planning Grant program whereby cities could apply for grant funding. The City of Rosemead applied for and was awarded a $30,000 grant for the creation of a homeless plan. On February 27, 2017, the City Council held a workshop regarding the development of the homeless plan and concerns were raised by the Council about the plan focusing on "housing first' rather than supporting the needed social services first which has been the method of providing services in the City of City Council, the Successor Agency to the Rosemead Community Development Commission, and the Housing Development Corporation Special & Joint Meeting Agenda March 27, 2018 Rosemead. As a result of this concern the Council opted to terminate the Agreement. Recommendation: It is recommended that the City Council take the following actions: 1. Reject the $30,000 Homeless Planning Grant received by the County of Los Angeles. 2. Direct the City Manager to terminate the executed Memorandum of Understanding (MOU) with the SGVCOG for the preparation of the Homeless Plan. G. Approval of Tract Map No. 74095 and Undertaking Agreement —1151 San Gabriel Boulevard Tract Map No. 74095 is being submitted for consideration and approval along with an Undertaking Agreement to guarantee construction of public improvements subsequent to the recordation of the tract map. Tentative Tract Map 74095 is a condominium subdivision to create 21 legal condo parcels for the development of 21 single-family dwelling units at 1151 San Gabriel Boulevard. Recommendation: It is recommended that the City Council take the following actions: 1. Approve Tract Map No. 74095 along with the Undertaking Agreement. 2. Direct the City Clerk to record Tract Map No. 74095. H. Resolution No. 2018-18 — Approving the Walnut Grove Avenue Colored Concrete Cross Walk Installation Project by the Road Repair and Accountability Act On April 28, 2017, California Senate Bill 1 (the Road Repair and Accountability Act of 2017) was signed into law to address basic road maintenance, rehabilitation, and critical safety needs on both the state highway and local streets road system. A percentage of this new Road Maintenance and Rehabilitation Account (RMRA) funding will be apportioned by formula to eligible cities and counties for projects that meet the RMRA requirements. Prior to receiving an allotment of RMRA funds from the State Controller each fiscal year, the City must submit to the California Transportation Commission a list of projects proposed to be funded with these funds. Recommendation: It is recommended that the City Council adopt Resolution No. 2018-18, approving the use of RMRA funds for the following two projects: 1. Walnut Grove Avenue Resurfacing Project in the amount of $1,100,000. City Council, the Successor Agency to the Rosemead Community Development Commission, and the Housing Development Corporation Special & Joint Meeting Agenda March 27, 2018 2. Walnut Grove Avenue Colored Concrete Crosswalk Installation Project from Marshall Avenue to Northerly City Limit in the amount of $126,600. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, APPROVING THE LIST OF PROJECTS TO BE FUNDED BY SENATE BILL 1, THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 I. Resolution 2018-19 — Providing Permission to Councilmember Alarcon to be Absent from Council Meetings Pursuant to Government Code Section 36513 At their January 9, 2018, meeting, the City Council approved Resolution 2018-03, providing permission to Councilmember Alarcon to be absent from Council meetings pursuant to Government Code Section 36513 until March 27, 2018, to attend to a personal health issue. At their March 9, 2018, special meeting, the City Council provided direction to staff to extend the absence of Councilmember Alarcon from Council meetings until June 19, 2018. California Government Code Section 36513 provides that the City Council may grant permission to a Councilmember to be absent from Council meetings for a period longer than 60 days, which if unexcused, would result in their office becoming vacant. Recommendation: It is recommended that the City Council adopt Resolution 2018- 19, providing permission for Councilmember Alarcon to be absent from Council meetings until June 19, 2018, pursuant to Government Code Section 36513. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, GRANTING PERMISSION TO COUNCILMEMBER ALARCON TO BE ABSENT FROM COUNCIL MEETINGS PURSUANT TO GOVERNMENT CODE 36513 6. MATTERS FROM CITY MANAGER & STAFF A. Fiscal Year 2018-19 Annual Action Plan for Federally -Funded Programs On February 13, 2018, the City Council conducted a public hearing to receive input on the use of federal Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds in the development of the City's Fiscal Year 2018-19 Annual Action Plan. The U.S. Department of Housing and Urban Development (HUD) has not yet announced the final amounts to be allocated to participating communities; however, cities continue to be warned that Congress may again make cuts to these programs. In estimating the amount of funding that could be available in the CDBG & HOME program for FY 2018-19, staff included a conservative 5% cut to both programs. Based on this 5% cut, along with projected carryover funds and projected program income, staff anticipates having a total of 7 City Council, the Successor Agency to the Rosemead Community Development Commission, and the Housing Development Corporation Special & Joint Meeting Agenda March 27, 2018 $1,005,750 of CDBG funds available and $778,484 in HOME funds available for the 2018-19 year. After much deliberation and thought, a list of staff -endorsed projects has been developed based on funding requests and ongoing CDBG and HOME funded activities. These recommendations, shown below, are consistent with the housing and community development priorities that the City has set and followed in the past. All the proposed projects meet the CDBG and HOME eligibility requirements. Recommendation: It is recommended that the City Council review and finalize the CDBG and HOME funding recommendations under the City's FY 2018-19 Annual Action Plan. B. Janitorial Services For Various City Facilities Award of Contract The City of Rosemead utilizes the services of an outside contractor to perform routine janitorial maintenance at various City facilities, including administration buildings, community centers, and parks. The scope of work for the contractor entails the day-to-day cleaning of the listed City facilities; consisting of dust removal, cleaning of restrooms and floor surfaces, the removal of trash, and other cleaning services to maintain the facilities in top condition. The current contract with United Maintenance Systems, which was for three years, expired on February 28, 2018. United Maintenance Systems has continued maintaining the facilities through a month-to-month agreement, as permissible by their agreement with the City, while a procurement process was completed. A request for proposals (RFP) was issued by staff on February 14, 2018, and on March 8, 2018, the City received two (2) proposals for Janitorial Services. Staff has reviewed both proposals for completeness, understanding of the scope of work, experience, and cost. Recommendation: It is recommended that the City Council authorize the City Manager to enter into a three (3) year contract with Jan Point with an option to extend the contract for two (2) additional one-year periods, to provide Janitorial Services for various City facilities at a cost not to exceed $198,612 in Year 1, $205,535 in Year 2, and $212,707 in Year 3.
