SUBJECT: PROTECTED LEFT TURN INSTALLATION ON IVAR AVENUE AT
VALLEY BOULEVARD
SUMMARY
City staff has found that the intersection of Ivar Avenue and Valley Boulevard experiences heavy
traffic, causing a backup of vehicles heading both northbound and southbound on Ivar Avenue. As a
result, staff is proposing the installation of a protected left turn signal for the northbound and
southbound traffic on Ivar Avenue at Valley Boulevard.
STAFF RECOMMENDATION
It is recommended that the Traffic Commission propose to the City Council the installation of a
protected northbound left turn signal and a protected southbound left turn signal from Ivar Avenue
onto Valley Boulevard.
ANALYSIS
Valley Boulevard is approximately 78 -feet wide between the Avenues of Ivar and Muscatel. With
the exception of street sweeping restrictions and some designated no parking areas, on -street parking
is generally open on both sides of the street. There are two travel lanes for each direction on this
east/west corridor. The speed limit along Valley Boulevard is 35 miles per hour.
In accordance with the California Manual on Uniform Traffic Control Devices for Streets and
Highways (M-UTCD), published by the California Department of Transportation (Caltrans), staff has
determined that the installation of protective left turn for the northbound and southbound traffic
traveling on Ivar Avenue at Valley Boulevard will mitigate traffic delay and increase the safety of
school children crossing Valley Boulevard from Muscatel Elementary.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process, which includes a 300 -
foot radius notice to 8 property owners and postings of the notice at the six public locations.

NOTICE IS HEREBY GIVEN that on Thursday, April 5, 2018, at the hour of 7:00 p.m., or soon thereafter
as the matter may be heard, the Rosemead Traffic Commission will hold a public meeting in the Council
Chambers at City Hall, 8838 E. Valley Boulevard,"Rosemead, California 91770, for the purpose of
reviewing the possible installation of a protected northbound left tum signal and a protected southbound
left turn signal from Ivar Avenue onto Valley Boulevard. City staff has found that the intersection of Ivar
