APPROVAL OF MINUTES: NOVEMBER 10, 1998 -REGULAR MEETING
OF INTEREST TO CITIZENS WISHING TO PARTICIPATE
1) Those wishing to speak on any Agenda Item, including public hearings, should have their

2) Immediately after approval of the minutes and again at the end of the meeting, there is a

A. RESOLUTION NO. 98-51 - CLAIMS AND DEMANDS
Recommendation: Adopt Resolution No. 98-51, for payment of City expenditures.
_ B. URGENCY ORDINANCE NO. 790 - AN URGENCY ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF ROSEMEAD IMPOSING A 45-DAY
MORATORIUM ON THE ISSUANCE OF ANY PERMITS OR OTHER
ENTITLEMENTS FOR MORTUARY AND OR FUNERAL CHAPEL USES
AND DIRECTING THE PLANNING DEPARTMENT TO INITIATE A
STUDY WITH RESPECT TO DEVELOPING APPROPRIATE ZONING
REGULATIONS GOVERNING SUCH USES - ADOPT
This Ordinance would impose a 45-day moratorium, during which time no applications or
permits for mortuaries or funeral chapels could be issued. During the moratorium period,
staff is directed to develop appropriate siting and development standards for these uses.
Recommendation: Waive reading in full and adopt Ordinance No. 790

C. RESOLUTION NO. 98-52 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD DECLARING DECEMBER 1, 1998 AS WORLD
AIDS DAY
IV 0i. ENT CALENDAR- RECOMMENDATION: APPROVAL
CC-A ' 1 QUEST FOR ADDITIONAL TRAFFIC CONTROLS ON MISSION DRIVE
" FRONT OF ROSEMEAD HIGH SCHOOL
3 — C Request from the Traffic Commission for staff to review traffic patterns on Mission Drive
in front of Rosemead High School as vehicles dropping off students make unsafe U-turns
from the north curb line of Mission Drive. In addition, a concerned parent is requesting
that the Traffic Commission also consider the installation of a crosswalk near the entrance
to the School to accommodate students dropped off on the south side of Mission Drive.
Recommendation: The Traffic Commission recommends that no changes be made to the
existing traffic controls on Mission Drive in front of School and enforcement by the
Sheriffs Department of existing code violations continue. In addition, the Commission
recommends that the Council approve the following: Install large botts dots on the double
yellow centerline, near green curb in front of school and at staff parking lot entrance; send
letter to students and parents addressing pedestrian and vehicular traffic concerns; and,
' / study previous research findings regarding school crosswalks.
IA CC-B REQUEST FOR YELLOW CROSSWALK AT SAN GABRIEL BOULEVARD
AND GRAVES AVENUE
Request from Traffic Commission for staff to review the crosswalk at San Gabriel
Boulevard and Graves Avenue as crosswalks are faded and to re-paint them yellow.
Recommendation: Approve painting the intersection yellow, and that missing and
inappropriate traffic control signs be installed, replaced, or removed.
�CC-C PAYMENT OF CLAIM AGAINST CITY - GENE EASTWOOD
Claimant's vehicle was damaged by broken curb in the amount of$425.87. Pursuant to
Council policy, property damage claims under $500.00 can be settled by the City.
Recommendation: Authorize payment of$425.87 upon signed release from claimant.
V. MATTERS FOR DISCUSSION AND ACTION
A. SCHEDULE FOR CONSIDERATION OF PENDING ACQUISITION OF
CHARTER CABLE TELEVISION BY PAUL ALLEN AND ITlE RENEWAL
OF FRANCHISE AGREEMENT LC(94 Adjuw..eG
Since granting 15 year non exclusive franchi o Falcon Communications in 1985,
ownership of the cable company has cha ed hands several times. Charter
Communications has been the owner d operator of the system since October, 1995. In
August 1998, the City was notified at Paul Allen, co-founder of Microsoft had made an
offer to purchase the system. T City Council needs to schedule this item for
consideration at the Decembe , }998 Meeting. The Council also has the option of
scheduling a Public Hearing to consider renewal of the franchise, which expires in June
2000.
.Recommendation: Schedule consideration of the sale of the Company for the December
L ' $'1998 Meeting, and if the Council desires, schedule a Public Hearing to consider
(renewing the franchise at that same meeting.

A. AUTHORIZATION TO RECRUIT FOR UNSCHEDULED TRAFFIC
COMMISSION VACANCY
Due to the death of Commissioner Dan Tirre, there is a vacancy on the Traffic
Commission that will expire on October, 1999.
Recommendation: Authorize the City Clerk to recruit for that vacancy.
