RE: APPROVAL OF ENTERTAINMENT PERMIT FOR
MELODY LOUNGE, 8208 GARVEY AVENUE
Pursuant to the Rosemead Municipal Code, an Administrative Hearing was held on
November 24, 1998 regarding the approval of an Entertainment Permit for Melody
Lounge, 8208 Garvey Avenue.
This establishment is a restaurant/bar. The owner wishes to allow customers to sing with a
"karaoke" machine. The requested hours of entertainment are Sunday through Saturday,
6:00 p.m. to 1:30 a.m.
Staff is recommending approval of the Entertainment Permit contingent upon the attached
conditions. Attached for your information are the following items:
I. List of Conditions
2. Copy of the Sheriffs Department License Detail Investigator's report.
3. Copy of the minutes of the Administrative Hearing on November 24, 1998.
RECOMMENDATION
It is recommended that the Rosemead City Council grant an Entertainment Permit to
Melody Lounge, 8208 Garvey Avenue.

1 . Entire premises is subject to inspection by the Sheriff ' s
Department at any time during business hours. Any locked or
otherwise secured doors will be opened upon demand .
2 . The floor plan and room use shall not change without Sheriff ' s
Department approval .
3 . A "Responsible Person" shall be on duty at all times while the
business is open. When any regulatory official (Sheriff 's
Deputies/Investigators, Fire Officials, Health Officials,
Building Inspectors, Code Enforcement Officers, etc. ) announce
their arrival at the business this "Responsible Person" shall
immediately introduce him/herself to the regulatory official
and offer his/her assistance and cooperate fully with all
requests. All management designated "Responsible Persons"
must be a minimum twenty-one ( 21) years of age, possess on
his/her person a valid California (DMV) identification, and
be able to communicate effectively with such officials .
4 . Any violations of applicable laws and/or these operating
conditions will be grounds for suspension and/or revocation of
these business licenses .
5 . Management shall not allow dancing on the premises.
6 . Management will obtained all necessary licenses and permits,
and keep all necessary licenses and permits valid at all
times. Management will post all required permits and licenses
in a place clearly visible to the public .
7 . The Security Plan will be reviewed by the Los Angeles County
Sheriff ' s Department on or before 90 days after the issuance
of the Permit for Entertainment . Management agrees to make
any Security Plan changes deemed necessary by the Los Angeles
County Sheriff ' s Department. Management agrees to adhere to
the most current Security Plan as approved by the Los Angeles
County Sheriff ' s Department.
8 . The hours of operation for the business shall be between 1130
A.M. and 2 : 00 A.M. Sunday through Saturday. The hours of
entertain shall be between 6:00 P.M. tO 1 : 30 A.M. Sunday
through Saturday. The hours of entertainment maybe reviewed
and revised by the Los Angeles County Sheriff ' s Department or
the City of Rosemead as deemed necessary.

9. These operating conditions maybe reviewed and changed by the
Los Angeles County Sheriff ' s Department as deemed necessary by
either the Sheriff ' s Department or the City of Rosemead.
10. The doors of the business shall remain closed at all times
during operation of the business .
11 . The management will not allow loitering in or around the
building.
12 . Management will be responsible for keeping the area around the
building free from trash and graffiti . All graffiti will be
removed or painted over within 48 hours of occurrence .
13. Management will be responsible for keeping the volume of
entertainment at such a level that it does not violate the
City of Rosemead' s noise ordinances. Management will be
responsible for keeping the volume of the entertainment at
such a level that it does not interfere with the peaceful
enjoyment of their property by the neighboring residents and
businesses .
14 . Management will not allow smoking within the business and will
post "NO SMOKING" signs at the entrance of the business and in
the interior of the business.
15 . Unless otherwise approved by the Los Angeles County Sheriff ' s
Department and/or the City of Rosemead entertainment will be
limited to Karaoke.

The Hearing was opened by the Hearing Officer, Donald J. Wagner, at 2:12
p.m. The Hearing Officer then requested that everyone in attendance state
their name for the record. Donald Wagner, Brad Johnson, Planning
Department, Terri McLaughlin, Sheriffs Business License Investigator, Jan
Saavedra, Business License Clerk, Iam Lok, Owner, Wilson Lee, Husband,
Entertainment Manager.
The Hearing Officer then asked Ms. McLaughlin to report on the Sheriffs
Investigation. Ms. McLaughlin stated that the new owners had remodeled the
business and that it looked good. She also stated that there was a few items
missing to complete the investigation. She needs a security plan, work and
residential history, bank account numbers, and a copy of minutes from their
board meeting.
The Hearing Officer then asked if the Planning Department had anything to
say regarding the business. Mr. Johnson requested a floor plan of the
establishment at the time that the Occupancy Permit is processed.
The Hearing Officer then stated for the record that no one was in the audience
to speak on or against this establishment. The Hearing Officer also stated that
he was going to recommend approval to the Council, upon completion of the
missing documents requested by the Business License Investigator.
The Hearing was closed at 2:23 p.m.

Attached is a letter from the owner requesting that the hours of operation for the entertainment
permit be modified from 6:00 p.m. to 1:30 a.m. Sunday through Saturday, to 11:00 aim to 2:00
a.m. Sunday through Saturday. Mr. Lok would like to take advantage of the lunch hour
customers. Staff is recommending approval of the 11:00 a.m. starting time, however we would
like to keep the recommended closing time of 1:30 a.m. This would allow the owner a half hour
to close the establishment.
