TRIPEPI, CITY MANAGER DATE: DECEMBER 3, 1998 RE: STATUS REPORT - GRAFFITI REMOVAL ACTIVITIES At the regular meeting of November 24, 1998, the City Council requested information about the surveying techniques of the City's graffiti removal crew. As explained in a prior staff report, the City maintains a crew composed of two full-time employees to survey and remove graffiti. The Council stated that perhaps an additional person surveying graffiti each week might eliminate some issues of recurring graffiti in the City. The Council's concern appeared to be rooted in the fact that there is recurrent graffiti in areas that are not always noticed by the graffiti crew. Upon discussing the situation with the graffiti crew, it is apparent that there is validity to the statement. Currently, the graffiti crew removes chronically recurring graffiti at fifteen (15) separate locations in the City - meaning that those locations are systematically checked more than once each week and the_graffiti removed. Those locations are as fol lows: 9331 Valley Boulevard Intersection of Angelus/Klingerman 9341 Valley Boulevard (Senior Housing Project) Intersection of Valley/Mission 8800 block of Klingerman Avenue Intersection of Mission/Encinita (Jess Gonzalez Sports Complex) 9101 Mission Drive Interssection of Hellman/New 9103 Mission Drive (Dialysis Center) 8440 Garvey Avenue Intersection of Ramona/Bartlett Corner of Fem/Muscatel 2404 N. At the November 24 meeting, Councilmember Taylor remarked that he has noticed recurring graffiti near the alley that runs between Brookline and Strang Avenues, south of Valley Boulevard. Since that area is being defaced by graffiti frequently, it will be added to the list and surveyed more than once each week. Additional areas will be added as staff becomes aware of a recurring problem. In addition,the graffiti crew will now photograph every location where graffiti is removed and attach those photos to the existing log sheets. By doing that, it will be possible to accurately track the specific types and location of graffiti in the City. A copy of the revised logs for the period November 30 through December 3, 1998 has been attached for the Council's review. In the future, staff will also note weekly graffiti removal in the Green Sheet in an effort to keep the members of the Council informed of recent patterns of graffiti activity in the City. Staff believes that the revised system will result in a more effective method of tracking graffiti removal activities. If, in the future, a member of the City Council.a resident or staff notices areas where graffiti is becoming a constant problem, it will be added to the list of areas checked more than once each week. Finally, staff has attached a copy of a memorandum from Sgt. Wayne Wallace outlining recent Sheriffs Department efforts to address the graffiti problem in the area surrounding the "Ramona/Bartlett- intersection. In all, Sheriffs deputies have issued eighteen (18) citations for curfew violations,three (3) citations for drinking in public and arrested one individual for"assault with a deadly weapon." Deputies feel that those actions will serve also to help suppress the graffiti problem in the area. Tyler, Captain Temple Station Temple Station SUBJECT: RD 0534 , Graffiti As the result of our recent T.A.P.S.survey, which was conducted in RD 0534 the residents identified graffiti as their major crime concern in the area. Mr. Bob Lee a resident of 3367 Bartlett St., Rosemead, spoke with Chief Paul Myron and Mayor Robert Bruesch and also expressed concern with graffiti in the area. In response to this concern I, have assigned Rosemead team member Deputy Mike Bayer the responsibility of evaluating and determining a course of action. Deputy Bayer has determined that there are several distinctly different groups responsible for the vandalism. One group is identified as a tagging group the other is alined with gang members residing in the area, members of both factions are primarily juveniles. Initial enforcement action has been directed at removing the juvenile element from the street, this has been accomplished by enforcement of the Rosemead curfew ordinance, several arrests, and the impounding of vehicles. Further Actions are being taken utilizing the city's graffiti abatement crew and code enforcement. Rosemead team members who have been working the PM shift for the past several weeks, will continue this effort. Several specific areas have been identified for surveillance should our initial efforts prove inadequate. I have spoken to Mayor Bruesch in regards to this problem and thoroughly informed him of our efforts, I have also been in contact with Mr. Lee, on 11-27-98 I, met with Mr. Lee at his home and completely briefed him on our activities to date. To date we have issued 18 curfew citations, 3 drinking in public citations, impounded 2 vehicles, and arrested 1 adult for 245 P.C.. We have also identified a significant number of monikers in the area. We are currently evaluating our recent actions, while maintaining a liaison with the city graffiti cleanup crew as most graffiti is reported directly to the city's graffiti hot line. Future courses of action will include use of the city's graffiti reward program and surveillance should our initial efforts prove unsuccessful. As we continue I will thoroughly advise you of our actvities.
